About a territorial (regional) subsystem
uniform state system of prevention
and emergency responses

In pursuance of the Federal law of 21.12.1994 No. 68-FZ "About Protection of the Population and Territories against Emergency Situations of Natural and Technogenic Character", the Forest Code of the Russian Federation, Russian Federation Government decrees of 30.12.2003 No. 794 "About Universal State System of Prevention and Response to ES", of 17.05.2011 No. 376 "About emergency situations in the forests which arose owing to wildfires", the Regional law of 29.12.2004 No. 256-ZS "About Protection of the Population and Territories against Emergency Situations of Intermunicipal and Regional Character" and for improvement of a territorial (regional) subsystem of Universal State System of Prevention and Response to ES the Government of the Rostov region p   about with t  and N   about in l I e t:

1. To claim:

1.1. Provision on a territorial (regional) subsystem of Universal State System of Prevention and Response to ES according to appendix No. 1.

1.2. The list of the executive authorities of the Rostov region which are carrying out actions for prevention and emergency response, and their tasks according to appendix No. 2.

2. To recommend to local governments to bring in 2-month time into accord with the current legislation of provision on links of a territorial (regional) subsystem of Universal State System of Prevention and Response to ES.

3. To recommend to the Rostov branch of JSC Rostelecom (Yu.V. Broom) to provide together with other telecom operators necessary communication channels governing bodies and forces of a territorial (regional) subsystem of Universal State System of Prevention and Response to ES when performing of actions for prevention and emergency response by them in the territory of the Rostov region.

4. To department according to prevention and emergency response of the Rostov region (S.P. Panov) in accordance with the established procedure in 2mesyachny term to carry out adjustment and specification of the action plan for prevention and emergency response of the Rostov region.

5. To recognize become invalid legal acts of the Rostov region according to the List according to appendix No. 3.

6. The resolution comes into force from the date of its official publication.

7. To impose control over the implementation of the resolution on the deputy governor of the Rostov region – the chief of staff of the Government of the Rostov region V.V. Artyomov.

SITUATION
about a territorial (regional) subsystem of uniform state
systems of prevention and emergency response

1. The present Provision defines an order of the organization and functioning of a territorial (regional) subsystem of Universal State System of Prevention and Response to ES (further – a regional subsystem).

2. The regional subsystem unites governing bodies, forces and means of executive authorities of the Rostov region, municipal units and the organizations into which power the solution of questions in the field of protection of the population and territories against emergency situations is included carries out the activity for performance of the tasks provided by the federal and regional legislation.

3. The regional subsystem within Universal State System of Prevention and Response to ES acts on regional, municipal and object levels and also, within the assigned tasks, carries out emergency response of interregional and federal character, affected the territory of the Rostov region.

4. The regional subsystem is created for prevention and emergency response within the territory of the Rostov region and consists of the links corresponding to the administrative-territorial device of area.

The organization, structure of forces and means of links of a regional subsystem and also order of their activity are defined by the relevant regulations on them.

5. At each level of a regional subsystem coordinating bodies, permanent bodies of management, bodies of daily management, force and means, reserves of financial and material resources, communication and warning systems of governing bodies and forces of a regional subsystem, the population warning system about emergency situations and the systems of informing the population on emergency situations at the regional, municipal and object levels are created.

6. Coordinating bodies in the territory of the Rostov region are the relevant commissions on prevention and emergency response and ensuring fire safety (further – the commission):

at the regional level – the commission on prevention and emergency response and ensuring fire safety of the Rostov region (further – the commission of area);

at the municipal level – the commission on prevention and emergency response and ensuring fire safety of municipal units (further – the commissions of municipal units);

at the object level – the commission on prevention and emergency response and ensuring fire safety of the organizations into which power the solution of questions on protection of the population and territories from emergency situations is included, including on safety of people on water objects (further – the commissions of the organizations).

7. Education, reorganization and abolition of the commissions, determination of their competence, the statement of heads and members are carried out respectively by the Government of the Rostov region, local governments and the organizations.

The competence of the commissions and also order of decision-making are defined in regulations on them or in decisions on their education.

The commission of area is headed by the Governor of the Rostov region. The commissions of municipal units are headed by heads of local administrations. The commissions of the organizations are headed by heads of the organizations or their deputies.

8. The main objectives of the commissions according to their competence are:

development of offers on realization of state policy on prevention and emergency response and ensuring fire safety;

coordination of activity of governing bodies and forces of a regional subsystem;

ensuring coherence of actions of executive authorities of the Rostov region, territorial authorities of federal executive authorities, state corporations, local governments and organizations at the solution of tasks in the field of prevention and emergency response and ensuring fire safety and also the restoration and construction of houses, objects of housing and communal services, the social sphere, production and engineering infrastructure damaged and destroyed as a result of local, municipal, intermunicipal and regional emergency situations;

consideration of questions of attraction of forces and means of emergency formations on ensuring performance of actions for civil defense to the organization and holding actions for prevention and emergency response of municipal, intermunicipal and regional character;

consideration of questions of the organization of the notification and informing population on emergency situations.

Other tasks can be assigned to the relevant commissions by legal acts of the Government of the Rostov region and local governments and also the relevant acts of the organizations according to the federal and regional legislation, regulations of local governments.

9. Permanent bodies of management of a regional subsystem are the bodies which are specially authorized on the solution of tasks in the field of protection of the population and territories against emergency situations at its appropriate level of functioning. Permanent bodies of management of a regional subsystem are:

at the regional level – Head department of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response across the Rostov region (further – the Head department of the Ministry of Emergency Measures of Russia in the Rostov region);

at the municipal level – the bodies which are specially authorized on the solution of tasks in the field of protection of the population and territories against emergency situations and (or) civil defense at local governments;

at the object level – the structural units of the organizations authorized on the solution of tasks in the field of protection of the population and territories against emergency situations and (or) civil defense.

The competence and powers of permanent bodies of management of a regional subsystem are defined by the relevant regulations on them or charters of the specified governing bodies.

For implementation of expert support in the field of protection of the population and territories from emergency situations, ensuring fire safety, safety of people on water objects at permanent bodies of a uniform system can be created advisory councils.

10. Bodies of daily management of a regional subsystem are:

at the regional level – Crisis Management Centre of the Head department of the Ministry of Emergency Measures of Russia in the Rostov region, situational analytical center of the Government of the Rostov region, services of executive authorities on duty and dispatching of the Rostov region and territorial authorities of the federal executive authorities which are in the territory of the Rostov region;

at the municipal level – uniform services of municipal units on duty and dispatching;

at the object level – services of the organizations (objects) on duty and dispatching in the territory of the Rostov region.

The specified bodies are created and carry out the activity according to the current legislation.

The competence and powers of bodies of daily management of a regional subsystem are defined by the relevant regulations on them or charters of the specified governing bodies.

11. Placement of governing bodies of a regional subsystem depending on a situation is carried out on the stationary or mobile control centers equipped with technical means of management, means of communication, the notification and life support supported in a condition of constant readiness for use.

12. Specially prepared forces and means of executive authorities of the Rostov region, local governments, organizations and public associations intended and allocated (attracted) to prevention and emergency response belong to forces and means of a regional subsystem.

In a regional subsystem, proceeding from the assigned tasks of prevention and emergency response, their realization is provided:

creation of professional and (or) emergency rescue services and formations and (or) divisions as a part of emergency formations on ensuring performance of the actions for civil defense intended and which are marked out (attracted) to prevention (prevention) and emergency response according to requirements of federal laws of 12.02.1998 No. 28-FZ "About Civil Defence" of 22.08.1995 No. 151-FZ "About rescue services and the status of rescuers";

creation of the conditions for development and support of the public associations intended and allocated (attracted) to prevention and emergency response;

the organization of joint actions (interaction) with governing bodies of the forces and means intended and allocated (attracted) to prevention and emergency response.

Interaction of governing bodies of a regional subsystem concerning attraction of forces and means is carried out according to the action plans (interactions) for prevention and emergency response of all levels of a regional subsystem.

The structure of forces and means of each level of a regional subsystem includes forces and means of constant readiness intended for rapid response to emergency situations and works on their elimination (further – forces of constant readiness).

The basis of forces of constant readiness is formed by the rescue services, rescue units, other services and formations equipped with special appliances, the equipment, equipment, the tool, materials taking into account ensuring carrying out rescue and other urgent works in a zone of emergency situation within not less than 3 days.

The list of forces of constant readiness of a regional subsystem in coordination with the Head department of the Ministry of Emergency Measures of Russia in the Rostov region, is approved by the regulatory legal act of the Government of the Rostov region.

Lists of forces of constant readiness of city and regional links of a regional subsystem are approved by legal acts of local governments.

The structure and structure of forces of constant readiness of a regional subsystem are defined by the executive authorities of the Rostov region, local governments, the organizations and public associations creating them, proceeding from the tasks of prevention and emergency response assigned to them.

13. Coordination of activity of rescue services and rescue units regional and functional subsystems is carried out in the territory of the Rostov region in the order established by the Government of the Russian Federation.

Coordination of activity of rescue services and rescue units in the territory of the Rostov region is carried out in accordance with the established procedure by the Head department of the Ministry of Emergency Measures of Russia in the Rostov region together with department according to prevention and emergency response of the Rostov region.

Coordination of activity of rescue services and rescue units in territories of municipal units is carried out by the bodies which are specially authorized on the solution of tasks in the field of protection of the population and territories against emergency situations and civil defense at local governments.

131. Ensuring coordination of activity of governing bodies of forces and means, including civil defense, at the solution of tasks in the field of protection of the population and territories against emergency situations and civil defense and also at implementation of measures of information support of decision-making by the coordinating bodies specified in Paragraph 6 of the present Provision and when performing actions according to Paragraph 28 of the present Provision carry out:

at the regional level – Crisis Management Centre of the Head department of the Ministry of Emergency Measures of Russia in the Rostov region;

at the municipal level – uniform services of municipal units on duty and dispatching in the Rostov region.

14. Involvement of rescue services and rescue units to emergency response is carried out:

according to the action plans for prevention and emergency response on the objects and territories served by the specified services and formations;

established order of actions at emergence and development of emergency situations;

according to the decision of executive authorities of the Rostov region, the local governments, organizations and public associations performing management of activity of the specified services and formations.

Public rescue units can participate in emergency response according to the legislation of the Russian Federation and act under the direction of appropriate authorities of management of a regional subsystem.

The order of joint actions (interactions) between executive authorities of the Rostov region, local governments and the organizations of various forms of ownership is determined by prevention and emergency response by agreements, legal acts and is included in the action plans (interactions) for prevention and emergency response specified in Paragraph 20 of the present Provision.

Executive authorities of the Rostov region, local governments and the organizations in the territory of the Rostov region are obliged to render every possible assistance to the rescue services, rescue units which are following in zones of emergency situations and carrying out works on emergency response including to provide them necessary transport and material supplies (further – rendering assistance at emergency).

Rendering assistance at emergency is carried out at the address of heads of governing bodies of services, heads of rescue services, heads of rescue units on number "112" through appropriate authorities of daily management of a regional subsystem or other available way in writing or orally with the subsequent written execution of the address.

At each level of a regional subsystem independently and beforehand the algorithm of actions for adoption of operational decisions is defined on rendering assistance at emergency.

15. Training of employees of executive authorities of the Rostov region, the local governments and organizations which are specially authorized to solve problems of prevention and emergency response and included in the structure of governing bodies of a regional subsystem will be organized in the order established by the Government of the Russian Federation.

The methodical management, coordination and control of training of the population in the field of protection against emergency situations is exercised by the Head department of the Ministry of Emergency Measures of Russia in the Rostov region.

16. Readiness of rescue services and rescue units for emergency response and work is determined by their elimination in accordance with the established procedure during their certification and also during the checks which are carried out within the powers by department according to prevention and emergency response of the Rostov region, the executive authorities of the Rostov region, local governments and the organizations creating the specified services and formations.

17. For emergency response reserves of financial and material resources of the Rostov region, municipal units and the organizations are created and used.

The order of creation, use and completion of reserves of financial and material resources is defined by the legislation of the Russian Federation, regulations of the Rostov region and legal acts of local governments and organizations.

The nomenclature and volume of reserves of material resources for emergency response and also control of their creation, storage, use and completion are established by the body creating them.

Storage, refreshing and completion of material resources for emergency response is assigned to the organization determined by executive authority of the Rostov region which is carrying out storage of reserves of material resources of the Rostov region.

18. Control of a regional subsystem is exercised with use of the communication and warning systems which are organizational and technical association of forces, means of communication and the notification, networks of broadcasting, channels of a public communication network and departmental communication networks, providing bringing information and signals of the notification to governing bodies and forces of a regional subsystem.

19. Information support in a regional subsystem is carried out with use of means of communication and the notifications providing data exchange, preparation, collecting and information transfer.

Collecting and exchange of information in the field of protection of the population and territories against emergency situations in the territory of the Rostov region are carried out in the order established by the regulatory legal act of the Government of the Rostov region.

20. Holding actions for prevention and emergency response in the territory of the Rostov region is carried out on the basis of the action plan for prevention and emergency response of the Rostov region and also the action plans (interaction) of executive authorities of the Rostov region, local government, functional subsystems of territorial authorities of federal executive authorities and the organizations.

Planning of actions for prevention and emergency response at all levels carries out the bodies which are specially authorized on the solution of tasks in the field of protection of the population and territories against emergency situations.

Organizational and methodical management of planning of actions within Universal State System of Prevention and Response to ES is performed by the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response.

21. In the absence of threat of emergence of emergency situations on objects, territories or water areas governing bodies and forces of a regional subsystem function in the mode of daily activity.

Or emergency situations arose decisions of the Governor of the Rostov region, heads of local governments and the organizations in the territory of which can arise, or to powers of which their elimination is referred, for appropriate authorities of management and forces of a regional subsystem one of the following modes of functioning can be established:

high alert – at threat of emergence of emergency situations;

emergency mode – at emergence and emergency response.

22. Are defined by decisions of the Governor of the Rostov region, local governments and organizations on introduction for appropriate authorities of management and forces of a uniform system of high alert or emergency mode:

22.1. The circumstances which formed the basis for introduction of high alert or emergency mode.

22.2. Borders of the territory on which there can be an emergency situation, or borders of a zone of emergency situation.

22.3. Forces and funds raised to holding actions for prevention and elimination of emergency situation.

22.4. The list died on ensuring protection of the population against emergency situation or the organization of works on its elimination.

22.5. Officials responsible for implementation of actions for prevention of emergency situation, or head of elimination of emergency situation.

23. Heads of executive authorities of the Rostov region, local governments and organizations have to inform the population through mass media and on other communication channels on introduction in the concrete territory of the corresponding modes of functioning of governing bodies and forces of a regional subsystem and also measures for safety of the population.

24. At elimination of the circumstances which formed the basis for introduction in the respective territories of high alert or emergency mode, the Governor of the Rostov region, heads of local governments and organizations cancel the set modes of functioning of governing bodies and forces of a regional subsystem.

25. The main events held by governing bodies and forces of a regional subsystem are:

25.1. In the mode of daily activity:

studying state of environment, monitoring of the natural hazards and technogenic processes capable to lead to emergence of emergency situations, forecasting of emergency situations and also assessment of their social and economic consequences;

collecting, processing and exchange in accordance with the established procedure information in the field of protection of the population and territories against emergency situations and ensuring fire safety;

development and implementation of target and scientific and technical programs and measures for prevention of emergency situations and ensuring fire safety;

planning of actions of governing bodies and forces of a regional subsystem, organization of preparation and ensuring their activity;

training of the population in the field of protection against emergency situations, including to actions when receiving signals of the emergency notification;

promotion of knowledge in the field of protection of the population and territories against emergency situations and ensuring fire safety;

the leadership in creation, placement, storage and completion of reserves of material resources for emergency response;

carrying out within the powers of state examination, supervision and control in the field of protection of the population and territories against emergency situations and ensuring fire safety;

implementation within the powers of necessary types of insurance;

holding actions for preparation for evacuation of the population, material and cultural values to safe areas, to their placement and return respectively to places of permanent residence or storage and also to life support of the population in emergency situations;

maintaining statistical reporting about emergency situations, participation in investigation of the causes of accidents and accidents and also development of measures for elimination of the causes of similar accidents and accidents.

25.2. On high alert:

strengthening of control of state of environment, monitoring of the natural hazards and technogenic processes capable to lead to emergence of emergency situations, forecasting of emergency situations and also assessment of their social and economic consequences;

introduction in need of the round-the-clock watch of heads and officials of governing bodies and forces of a regional subsystem on stationary control centers;

continuous collecting, processing and transfer to governing bodies and forces of a regional subsystem of data on the predicted emergency situations, informing the population on emergency situations;

initiation of efficient measures for prevention of emergence and development of emergency situations, decrease in the extent of damage and losses in case of their emergence and also to increase in stability and safety of functioning of the organizations in emergency situations;

specification of the action plans (interactions) on prevention and emergency response and other documents;

reduction in need of forces and means of a regional subsystem in readiness for response to emergency situations, formation of task forces and the organization of their promotion to alleged areas of actions;

completion in need of reserves of the material resources created for emergency response;

carrying out in need of evacuation actions.

25.3. In emergency mode:

continuous control of state of environment, monitoring and forecasting of development of the arisen emergency situations and also assessment of their social and economic consequences;

the notification of heads of executive authorities of the Rostov region, local governments and organizations and also the population about the arisen emergency situations;

holding actions for protection of the population and territories from emergency situations;

the organization of works on emergency response and comprehensive ensuring actions of forces and means of a regional subsystem, maintenance of public order during their carrying out and also to attraction in need of an established order of public organizations and the population to elimination of the arisen emergency situations;

continuous collecting, the analysis and exchange of information about a situation in a zone of emergency situation and during work on its elimination;

organization and maintenance of continuous interaction of territorial authorities of federal executive authorities, executive authorities of the Rostov region, local governments and organizations for emergency response and their consequences;

holding actions for life support of the population in emergency situations;

informing the population on emergency situations, their parameters and scales, the striking factors, the taken measures for safety of the population and territories, receptions and ways of protection, an operations procedure, rules of conduct in a zone of emergency situation, about the rights of citizens in the field of protection of the population and territories against emergency situations and social protection of the victims, including about the right of receiving provided by the legislation of the Russian Federation of payments, about an order of recovery of the documents lost as a result of emergency situations.

26. At introduction of an emergency rule on the circumstances provided in the and paragraph of Article 3 of the Federal constitutional law of 30.05.2001 No. 3-FKZ "About State of Emergency" for governing bodies and forces of the corresponding subsystems of a uniform system of prevention and emergency response high alert is set, and at introduction of an emergency rule on the circumstances provided in the paragraph of the specified article – emergency mode.

In an emergency rule governing bodies and forces of a regional subsystem function taking into account a particular legal regime of activity of public authorities, local governments and organizations.

27. At introduction of emergency mode depending on the consequences of emergency situation attracted to prevention and elimination of emergency situation of forces and means of a regional subsystem, classification of emergency situations and the nature of development of emergency situation and also from other factors influencing health and safety of the population and demanding acceptance of additional measures for protection of the population and territories from emergency situation according to Paragraph 8 of Article 4.1 of the Federal law of 21.12.1994 No. 68-FZ "About Protection of the Population and Territories against Emergency Situations of Natural and Technogenic Character" (further – the Federal law of 21.12.1994 No. 68-FZ) are established:

27.1. Object level of reaction – the decision of the head of the organization at elimination of emergency situation by forces and means of the organization which appeared in a zone of emergency situation if the zone of emergency situation is in borders of the territory of this organization.

27.2. Local level of reaction:

27.2.1. Decision of the head of local administration of the city settlement at emergence of emergency situation of municipal character and attraction to its elimination of forces and means of the organizations and local governments of the city settlement.

27.2.2. Decision of the head of local administration of the municipal district at emergence of emergency situation of municipal character and attraction to its elimination of forces and means of the organizations and local governments of the municipal district.

27.2.3. Decision of the head of local administration of the urban district at emergence of emergency situation of municipal character and attraction to its elimination of forces and means of the organizations and local governments of the urban district.

27.3. Regional (intermunicipal) level of reaction is established by the decision of the Governor of the Rostov region at elimination of emergency situation by forces and means of the organizations, local governments and executive authorities of the Rostov region which appeared in a zone of emergency situation which affects territories of two and more municipal districts or the territory of the municipal district and the urban district if the zone of emergency situation is in borders of the territory of the Rostov region.

28. At introduction of high alert or emergency situation the officials specified in Paragraph 27 of the present Provision can define the head of elimination of emergency situation and take additional measures for protection of the population and territories from emergency situations according to Paragraph 10 of Article 4.1 of the Federal law of 21.12.1994 No. 68-FZ.

The head of elimination of emergency situation prepares for the officials specified in Paragraph 27 of the present Provision, the offer on acceptance of the additional measures provided by the paragraph the first the present point.

At cancellation of high alert or emergency situation and also at elimination of the circumstances which formed the basis for establishment of level of reaction, the official specified in Paragraph 27 of the present Provision cancels the established reaction levels.

For ensuring management of the head of elimination of emergency situation the operational staff is formed and the order of its work is defined.

29. Emergency response:

local character it is carried out by forces and means of the organization;

municipal character – it is carried out by forces and means of local governments;

intermunicipal and regional character – it is carried out by forces and means of local governments, the executive authorities of the Rostov region which appeared in a zone of emergency situation;

interregional and federal character – it is carried out by forces and means of the executive authorities of the Rostov region which appeared in a zone of emergency situation.

At insufficiency of forces and means the rendering assistance at emergency according to Paragraph 14 of the present Provision is carried out.

At insufficiency of forces and means of a regional subsystem the address on attraction of forces and means of federal executive authorities is prepared in accordance with the established procedure.

30. The management of forces and the funds raised to emergency response and the organization of their interaction are carried out by heads of emergency response.

The heads of rescue services and rescue units who arrived to a zone of emergency situation the first accept powers of heads of elimination of emergency situation and execute them before arrival of the heads of elimination of emergency situation determined by the action plans for prevention and emergency response or appointed by authorized body of executive power of the Rostov region, local governments, heads of the organizations to which powers the emergency response is referred.

Heads of emergency response in coordination with executive authorities of the Rostov region, local governments and the organizations in which territories there was an emergency situation establish borders of a zone of emergency situation, an order and features of actions for its localization and also make decisions on carrying out rescue and other urgent works.

Decisions of heads of emergency response are obligatory for all citizens and the organizations which are in a zone of emergency situation if other is not provided by the legislation of the Russian Federation.

31. Financial security of functioning of a regional subsystem and actions for prevention and emergency response is carried out at each level at the expense of means of the corresponding budgets and owners (users) of property according to the legislation of the Russian Federation.

The organizations of all forms of ownership participate in emergency response at the expense of own means.

Financing of target programs for protection of the population and territories from emergency situations and ensuring steady functioning of the organizations are carried out according to the legislation of the Russian Federation and the legislation of the Rostov region.

32. Expenditure of material values from the regional reserve intended for ensuring mitigation of consequences of emergency situations is carried out according to regulations of the Government of the Rostov region.

33. The order of the organization and implementation of works on prevention of the fires and to their direct suppression and also carrying out the wrecking assigned to fire protection is defined by legislative and other regulations in the field of fire safety, including technical regulations.

Fire fighting in forests is carried out according to the legislation of the Russian Federation.

1. The Ministry of Industry and Energy of the Rostov region is implementation in interaction with governing bodies of a territorial (regional) subsystem of Universal State System of Prevention and Response to ES (further – a regional subsystem), executive authorities of the Rostov region and local governments of the Rostov region and also territorial authorities of federal executive authorities of actions for prevention and emergency response on objects of the industry and fuel and energy complex of the Rostov region.

2. The Ministry of Housing and Public Utilities of the Rostov region is implementation in interaction with governing bodies of a regional subsystem, executive authorities of the Rostov region and local governments of the Rostov region and also territorial authorities of federal executive authorities of actions for prevention and emergency response on objects of housing and communal services.

3. The Ministry of Transport of the Rostov region is implementation in interaction with governing bodies of a regional subsystem, executive authorities of the Rostov region and local governments of the Rostov region and also territorial authorities of federal executive authorities of actions on:

to prevention and emergency response on highways of the Rostov region;

to assistance to transport service of evacuation actions from zones of emergency situations.

4. The ministry of digital development, information technologies and communications of the Rostov region – implementation in interaction with governing bodies of a regional subsystem, executive authorities of the Rostov region and local governments of the Rostov region and also territorial authorities of federal executive authorities of actions for providing with necessary communication channels governing bodies and forces of a regional subsystem when performing by them of actions for prevention and emergency response.

5. The Ministry of Agriculture and Food of the Rostov region is implementation in interaction with governing bodies of a regional subsystem, executive authorities of the Rostov region and local governments of the Rostov region and also territorial authorities of federal executive authorities of the actions for prevention and emergency response connected with mass distribution of wreckers and diseases of farm animals and plants.

6. The Ministry of Health of the Rostov region is implementation in interaction with governing bodies of a regional subsystem, executive authorities of the Rostov region and local governments of the Rostov region and also territorial authorities of federal executive authorities of actions on:

to prevention and elimination of medical and sanitary consequences of emergency situations;

to ensuring effective use of forces and means of treatment and prevention facilities for rescue of life and maintaining human health;

to rendering struck and injured all types of medical care in necessary volumes and in optimum terms;

elimination of the epidemic centers.

7. The ministry of the general and professional education of the Rostov region – implementation in interaction with governing bodies of a regional subsystem, executive authorities of the Rostov region and local governments of the Rostov region and also territorial authorities of federal executive authorities of actions on:

to prevention and emergency response on objects of education;

to expansion in educational institutions of temporary accommodation centers of the population which was injured in emergency situations.

8. The Ministry of Culture of the Rostov region is implementation in interaction with governing bodies of a regional subsystem, executive authorities of the Rostov region and local governments of the Rostov region and also territorial authorities of federal executive authorities of actions on:

to protection and evacuation of cultural values at threat and emergence of emergency situations;

the organizations of prevention and emergency response on objects of culture and when holding cultural events.

9. The ministry of physical culture and sport of the Rostov region – implementation in interaction with governing bodies of a regional subsystem, executive authorities of the Rostov region and local governments of the Rostov region and also territorial authorities of federal executive authorities of actions for prevention and emergency response on objects of physical culture and sport and also when holding sports and mass actions.

10. The Ministry of Natural Resources and Environmental Protection of the Rostov region is implementation in interaction with governing bodies of a regional subsystem, executive authorities of the Rostov region and local governments of the Rostov region and also territorial authorities of federal executive authorities of actions for environmental protection, preservation of natural resources, on emergency response in the forests which arose owing to wildfires and also mitigation of consequences of such emergency situations on protection and use of the objects of fauna carried to subjects to hunting in the sphere of fishery and protection of water biological resources.

11. Department according to prevention and emergency response of the Rostov region planning and holding actions on:

to prevention and emergency response in the territory of the Rostov region;

to attraction of forces and means of a regional subsystem for carrying out rescue and other urgent works in zones of emergency situations;

to training of leadership team of a regional subsystem and control of training of the population concerning protection of the territory and the population of the Rostov region against emergency situations;

to information support of the population of the Rostov region concerning protection against emergency situations;

to interaction with governing bodies of a regional subsystem, other executive authorities of the Rostov region and also the territorial authorities of federal executive authorities and the organizations which are a part of functional subsystems of Universal State System of Prevention and Response to ES.

15. Department for the Cossacks and cadet educational institutions of the Rostov region – implementation in interaction with governing bodies of a regional subsystem, executive authorities of the Rostov region and local governments of municipal units in the Rostov region and also territorial authorities of federal executive authorities of actions for involvement of the Cossack societies to participation in prevention and emergency response.

16. The Veterinary Department of the Rostov region is implementation in interaction with governing bodies of a regional subsystem, executive authorities of the Rostov region and local governments of municipal units in the Rostov region and also territorial authorities of federal executive authorities of the actions for prevention and emergency response which arose owing to especially dangerous diseases of animals and diseases, the general for the person and animals.
