The head of administration (Governor) of the Rostov region in 1991-2010.
Was born in the city of Pinsk of the Brest region (Belarus) on July 24, 1948.
Education: Leningrad institute of the water transport (St. Petersburg university of water communications); 1990 there is an Academy of national economy at Council of ministers of the USSR.
The labor way began in 1971: the master, the foreman, the chief of production and dispatching department, the chief engineer of repair and operational fleet base Red Fleet in Rostov-on-Don, 1980-1983 - the 2nd secretary of the Proletarian district committee of party of Rostov-on-Don, 1983-1985 - the chief engineer of Volga-Don river shipping company, 1985-1989 - the 1st secretary of the Proletarian district committee of party of Rostov-on-Don, in 1989 on an alternative basis is elected the chairman Rostov - on - Don of the Executive Committee of the City Soviet of People's Deputies, and in 1990, also on an alternative basis, elected the chairman of the Rostov city council of People's Deputies.
In October, 1991 the Decree of the Russian President it is appointed the Head of administration of the Rostov region.
1993 - 2000 - the deputy of the Federation Council of Federal Assembly of the Russian Federation.
On September 29, 1996 it is elected the Head of administration of the Rostov region on the basis of general equal and direct suffrage at a ballot for a period of 5 years. On elections received 62.15% of votes, considerably having been ahead of the closest rival (31.6%).
According to the Charter of area and the decision of Regional legislative assembly elections of the Head of administration (Governor) of the Rostov region took place on September 23, 2001. V.F. Chub is again elected the Governor, having collected 78.19% of votes. 1224570 votes are given for him that is 331479 voices more, than on elections of 1996.
On June 14, 2005 deputies of Legislative assembly of the Rostov region, having considered representation of the Russian President V.V. Putin, gave to Vladimir Fyodorovich Chuba authority of the Head of administration (Governor) of the Rostov region. The term of office expired on June 14, 2010.
Was a member of the State Council of the Russian Federation, the member of council under the President of the Russian Federation on implementation of priority national projects and population policy, the member of council under the President of the Russian Federation on development of local government, the member of council under the President of the Russian Federation for the Cossacks.

Academician, honorary member of Academy of Russian Federation transport.
State awards: an Order of Honour (1996), an order "For Merit to the Fatherland" 3rd Class (1998), an order "For Merit to the Fatherland" 2nd Class - 2003, an order "For Merit to the Fatherland" 4th Class - 2008, the Order of Friendship - 2010 and many others.
On September 12, 2016 to Vladimir Fedorovich Chubu the rank "Honourable Citizen of the Rostov Region" is given.
