Rules of accreditation of journalists at the Government of the Rostov region


Are approved by the Decree of the Government of area of 06.06.2012 No. 497

1. General provisions

1.1. For ensuring openness and publicity in activity of the Governor of the Rostov region, the Government of the Rostov region, improvement of knowledge of the population of activity of the Governor of the Rostov region, the Government of the Rostov region, improvement of interaction of the Governor of the Rostov region, the Government of the Rostov region with mass media, creations of necessary conditions for professional activity of journalists on dissemination of objective information about activity of the Governor of the Rostov region, the Government of the Rostov region the accreditation of journalists at the Government of the Rostov region is carried out (further – accreditation).

1.2. Accreditation is carried out by the press service of the Governor of the Rostov region (further – the press service) according to the Law of the Russian Federation of 27.12.1991 No. 2124-1 "About Mass Media" and these rules and cannot be used for censorship introduction and also restriction of the rights of journalists and citizens on obtaining reliable information about activity of the Governor of the Rostov region, the Government of the Rostov region.

2. Right for accreditation

2.1. The mass media which are officially registered in the territory of the Russian Federation have the right for accreditation.

2.2. The lack of accreditation does not attract restriction of the rights of the journalists established by the legislation of the Russian Federation on mass media.

3. Types of accreditation

Accreditation can be constant and single.

Continuous accreditation is provided to journalists of mass media (further – media) for a period of 1 year for the purpose of regular publicizing of activity of the Governor of the Rostov region, the Government of the Rostov region.

Single accreditation is provided to journalists of media for performance of a concrete task, an assignment on publicizing of activity of the Governor of the Rostov region, the Government of the Rostov region, including in case of a disease, a holiday, a business trip of constantly accredited journalist.

4. Accreditation order

4.1. Continuous accreditation is carried out annually from January 1 to January 31. In addition accreditation is carried out from June 1 to June 15.

4.2. The application of mass media's editorial office for continuous accreditation of the journalist is submitted to the press service on the official form of media signed by the editor-in-chief of media, the certified seal. The application in day of its receipt is registered the press service in the magazine of registration of requests for accreditation of journalists at the Government of the Rostov region. 2 photos (3 x 4 cm) of each journalist are attached to the application the copy of the certificate of state registration of media (for again founded and for the first time accrediting journalists of media), the copy of the license for broadcasting for the media which are carrying out the activity on the Internet, the last 3 issues of the edition for calendar year (for printed media).

4.3. It is necessary to specify in the application:

the full name of media, circulation, frequency, subject and (or) specialization of the edition, the mass media's editorial office location, the postal address, the territory and way of distribution, in the presence – the e-mail address, numbers of office numbers and the fax of edition;

surname, name, middle name of the journalist presented on accreditation, his position, home address and the mobile phone.

4.4. The decision on accreditation or on refusal in accreditation is accepted by the press service in 10-day time from the date of receipt of the request for accreditation. Information on the made decision is placed within 3 working days from the moment of adoption of the specified decision on the official site of the Government of the Rostov region (http://www.donland.ru) on the Internet.

4.5. The accreditation certificate is given by the press service on the basis of the submitted application.

4.6. The accreditation certificate provides a free entrance to the building of the Government of the Rostov region.

4.7. Single accreditation is carried out on the basis of the oral application of the representative of the editorial office containing data on a surname, name, middle name of the journalist presented on accreditation and submitted not later than an hour prior to the action.

4.8. The application for continuous accreditation submitted to other terms, than specified in Paragraph 4.1 of Section 4 of these rules is not taken cognizance.

4.8. The request for accreditation which is not containing the data specified in Paragraphs 4.2 and 4.3 of Section 4 of these rules is not taken cognizance.

4.9. The accreditation certificate is received by personally accredited journalist under signature in the book of accounting of accreditation documents.

5. The number of the accredited journalists

Mass media's editorial offices can submit requests for accreditation of journalists within the approved quotas:

regional periodic printing editions – up to 4 people;

regional news agencies, radio companies (radio program), media which are carrying out the activity on the Internet – up to 3 people;

TV companies (TV program) – up to 5 film crews as a part of the correspondent and the operator.

Besides, when determining number of the accredited journalists from the concrete edition its circulation, the territory of distribution (broadcasting), specialization of the edition are considered.

The all-Russian media can present for accreditation of own correspondents.

6. Main areas of work

with accredited journalists of media

Appropriate conditions for professional activity on expeditious publicizing of activity of the Governor of the Rostov region, the Government of the Rostov region are provided to the journalists accredited at the Government of the Rostov region. For this purpose press service:

previously informs on date, time and the venue of the meetings and other events held by the Governor of the Rostov region, the Government of the Rostov region;

provides journalists with necessary information materials and other documents;

renders assistance in the organization of individual meetings and conversations with employees of the Government of the Rostov region, provides a possibility of free obtaining the interesting information at employees of the Government of the Rostov region;

holds briefings, press conferences, meetings on issues of activity of the Governor of the Rostov region, the Government of the Rostov region.

7. Rights of accredited journalists

7.1. Accredited journalists have the right:

to beforehand obtain information on the forthcoming meetings, meetings and other actions;

to be present during open actions of the Governor of the Rostov region, the Government of the Rostov region at conference halls or specially equipped rooms;

to get acquainted with directory materials (agendas, texts of statements, press releases and other documents);

to use the technical equipment necessary for carrying out audio- and video filming;

to attend the briefings, press conferences and other actions which are specially intended for the press;

to obtain necessary information at employees of the press service, including at specially organized briefings, meetings and press conferences;

to use assistance of the press service in the organization of meetings, conversations with the Governor of the Rostov region, representatives of the Government of the Rostov region for more information (comments, explanations);

to request, receive and distribute information on activity of the Governor of the Rostov region, the Government of the Rostov region;

to visit structural units of the Government of the Rostov region;

to use landline phones of the press service for connection with editions and transfer of operational messages.

7.2. The journalist or mass media's editorial office has the right to appeal against illegal actions of employees of the Government of the Rostov region.

8. Duties of accredited journalists

During actions the accredited journalist has to:

not to interfere with the course of an action at which it is present (if it is not specially organized for the press);

to follow rules which are defined for special, special events;

to observe an order of the organization and holding personal meetings and conversations with members of the government of the Rostov region, employees of the Government of the Rostov region.

9. Refusal in accreditation

9.1. Journalists of those media which by the nature of the activity are specialized editions of advertizing, help, erotic character will not be accredited.

9.2. The decision on refusal in accreditation is made in case of granting for registration of accreditation of the documents containing the untrue data.

10. Deprivation of accreditation and termination of its action

10.1. The journalist can be deprived of accreditation if he or edition violated requirements of these rules and also for dissemination of the untrue data discrediting honor and advantage of the Government of the Rostov region, his officials that is confirmed with the judgment which took legal effect.

10.2. The press service has the right to cancel accreditation of journalists of those media who stopped or suspended the activity or within 3 months from the moment of accreditation did not light activity of the Governor of the Rostov region, the Government of the Rostov region if it is not connected with specifics of a release of editions to the public and materials in air.

10.3. Accreditation is cancelled if the accreditation certificate remains unclaimed within 3 months from the moment of application for accreditation.

10.4. In case of dismissal of the journalist or a response of its accreditation according to the decision of mass media's editorial office on it it has to be reported in the press service then accreditation of this journalist stops. The editorial office has the right to present for accreditation on a vacant place of other employee after return to the press service of earlier issued accreditation certificate.

10.5. The owner of the accreditation certificate or mass media's editorial office are obliged to inform in writing within a week the press service on loss (about theft, damage, etc.) the corresponding certificate. The journalist who lost or damaged the accreditation certificate on own negligence before the termination of term of the operating accreditation loses the right to the accreditation certificate and can be accredited only to the concrete event held in the Government of the Rostov region as single accreditation.

10.6. Employees of a post of police of private security in the building of the Government of the Rostov region have the right to withdraw accreditation certificates in cases of the end of their action, deprivation or cancellation of accreditation and also violation by the accredited journalist of rules of conduct in the building of the Government of the Rostov region. The accreditation certificate is transferred to the press service for conducting trial upon violation.

10.7. The decision on deprivation of the journalist of accreditation is made by the chief of the press service. The decision has to be motivated, in writing issued.

10.8. The refusal in accreditations, deprivation of the journalist of accreditation and also violation of the rights of the accredited journalist can be appealed in court.
