Rostov region historically polietnichna. In its territory, representatives of more than 150 people and ethnic groups live.
According to data of the All-Russian population census of 2010 the Russians make 90.34% of total population. About 10% are other ethnic groups of the population: Armenians – 2.64%, Ukrainians – 1.85%, Turks – 0.85%, Azerbaijanians – 0.43%, Roma – 0.40%, Koreans – 0.28%, Chechens – 0.27%, Dargins – 0.2%, etc.
Feature of accommodation of small ethnic groups of the population in the territory of the Rostov region is that they live as it is concentrated in a number of municipal units (first of all in 17 polietnichny southeast municipal districts of area), and dispersno throughout area.
A number of nationalities are concentrated in certain territories:
- Armenians – in Rostov-on-Don, Taganrog, Myasnikovsky, Egorlyksky, Kagalnitsky, October (c), Tselinsky districts of the area;
- Koreans – in the Azov, Aksay, Veselovsky, Volgodonsk and Semikarakorsky districts of area;
- Chechens and representatives of the people of Dagestan – in southeast districts of the area: Dubovsky, Zavetinsky, Zimovnikovsky, Oryol, Remontnensky;
- Meskhetian Turks – in Martynovsky, Salsk, Volgodonsk, Bagayevsky, Veselovsky, Semikarakorsky, Zimovnikovsky and Tselinsky districts of area.
The Don Cossacks also are specific feature of the Rostov region. Nearly 30 thousand inhabitants of Don during the last All-Russian population census identified the national identity as the Cossack.
The government of the Rostov region pays close attention to questions of the interethnic relations. This direction is supervised by the deputy governor of the Rostov region Ore B. B., and practical work exercises control of socio-political communications of the Government of the Rostov region in which structure the department of questions of the international relations, ph. 8 (863) 240-17-93, 240-17-48, 240-54-35, 240-11-56 works. In Zimovnikovsky district of the Rostov region the employee of department who is carrying out monitoring of the interethnic relations in east territories, ph. 8 (86376) 40-007 is based.
Still in the conditions of social and economic appeal of the Rostov region the intensive migration flow (generally labor migration) remains that leads to certain changes in the ethnic map of Don region. Respectively, new processes in the interethnic relations take place. In most cases migrants are a potential source of conflict situations. Besides, their arrival creates additional load of bodies of the social sphere (first of all, health care and education) districts of their settlement. And it, in turn, promotes emergence of tension in the sphere of the interethnic relations in some districts of the area. The analysis of the aggravations of the interethnic relations taking place in recent years in a number of territories shows that especially household and economic reasons, hooliganism are their cornerstone. But negative reaction of indigenous people to the offenses committed by immigrants, as a rule, finds "ethnic" coloring and causes a considerable public response.
For implementation of continuous monitoring of a situation the responsibles of local governments supervising the sphere of the interethnic relations are fixed in the sphere of the interethnic relations in the area and expeditious influence on potentially conflict zones in polietnichny municipal units of area.
Participation of the public
In 2011 the Advisory board on the interethnic relations at the Governor of the Rostov region who works since 1992 was reorganized. Now 34 persons among whom there are officials of executive authorities, heads of ethnocultural non-profit organizations of area and also representatives of traditional religions are its part.
Interaction within council allows to consider various questions interesting or disturbing ethnic groups and the Government of the region at an early stage not to allow development of any complications in this sphere in a conflict situation. Practice of ethnocultural non-profit organizations of departures, joint with heads, to urban districts and municipal districts of area for carrying out work with representatives of any given ethnic group is carried out.
In all polietnichny territories of the area at administrations the public councils (interethnic consent, the Councils of Elders and others) providing cooperation of local ethnic groups with bodies of power and local government are created.
In 2019 the state program of the Rostov region "Regional policy" is approved, it includes the separate subprogramme "Strengthening of unity of the Russian nation and harmonization of the interethnic relations in the Rostov region" with realization term 2019 - 2030.
The Decree of the Government of the Rostov region of 04.04.2019 No. 234 approved the plan of measures for 2019 - 2021 on realization in the Rostov region of the Strategy of the state national policy of the Russian Federation until 2025. The document has interdepartmental character and includes a complex of the actions directed to realization of the state national policy.
Similar comprehensive plans are also approved and systemically are implemented in all municipal units of the Rostov region.
In 2016 the Government of the Rostov region was connected to the state system of monitoring of a condition of the international and interfaith relations and early warning of the international conflicts developed by Federal Agency for Ethnic Affairs.
In February, 2018 the Government of the Rostov region signed an agreement with Federal Agency for Ethnic Affairs on granting in 2018 of the Rostov region from the federal budget of a subsidy for realization of actions for strengthening of unity of the Russian nation and ethnocultural development of the people of Russia of 3558.1 thousand rubles. In 2019 the regional budget also received a subsidy of 3561.5 thousand rubles for realization of these actions. In 2020 the sum of a subsidy was 3,282.2 thousand rubles.
The carried-out work, the close attention paid to the interethnic and interreligious relations in the Rostov region allows a situation in the sphere of the interethnic relations in general to remain stable and controllable. It is confirmed by data of social researches.
According to the annual sociological survey conducted by VCIOM branch across the Southern Federal District, the share of the citizens who are positively estimating a condition of the interethnic relations in the Rostov region made 82% in 2019 (in 2014 – 71%; in 2015 – 80%; in 2016 – 79%; in 2017 – 83%; in 2018 - 83.0%). At the same time at residents of the Rostov region the all-Russian civil identity prevails: 68% of the interviewed residents of the Rostov region in 2019 (69% – in 2018) consider themselves, first of all, citizens of Russia, Russians.
Following the results of a similar social research of FSO of Russia, the share of the citizens who are positively estimating a condition of the interethnic relations in the Rostov region made 79.1% in 2019 (in 2018 – 73.2%; in 2017 – 74.0%, in 2016 – 73.5%, in 2015 – 72.3%, in 2014 – 59.5%).
According to the sociological poll which is annually held by FSO of Russia in the Rostov region the share of the citizens who are positively estimating a condition of the interfaith relations made: in 2015 – 73.5%; in 2016 – 72.4%; in 2017 – 75.5%; in 2018 – 75.1%; in 2019 – 80.7%.
