The strategy of development for information technology industry in the Rostov region for 2015 - 2020

1. Introduction

 

The present Strategy of development for information technology industry in the Rostov region for 2015 - 2020 (further – Strategy) is directed to realization of basic provisions of Strategy of social and economic development of the Rostov region until 2020 regarding development of information technology.

Strategy defines the purposes, tasks and the main directions of development of information technology industry in the Rostov region and also mechanisms and ways of achievement of goals. Strategy defines possibilities of activization of resources and competences of information technology industry, mechanisms of development of innovative activity and attraction of investments, improvement of training in information technology and labor market saturation by experts, formation in the Rostov region of cluster infrastructure in information technology.

In Strategy the information technology industry is understood as set of the regional companies which are carrying out the following types of activity:

provision of services in information technology: development of the software, design, introduction and testing of information systems, consultation on issues of informatization;

development of the hardware and software with the high added value of a program part;

remote processing and providing information, including on the websites on the information and telecommunication Internet (further – the Internet);

development of the production software.

A strategy is developed taking into account:

Decree of the President of the Russian Federation of 07.05.2012 No. 601 "About the Main Directions of Improvement of a System of Public Administration";

Development strategies of information society in the Russian Federation for 2017 - 2030 approved by the Decree of the President of the Russian Federation of 09.05.2017 No. 203;

The strategy of innovative development of the Russian Federation until 2020 approved by the order of the Government of the Russian Federation of 08.12.2011 No. 2227-r;

Strategies of development for information technology industry in the Russian Federation for 2014 - 2020 and on prospect till 2025, the approved order of the Government of the Russian Federation of 01.11.2013 No. 2036-r;

the state program of the Russian Federation "Information society (2011 - 2020)", the approved Russian Federation Government decree of 15.04.2014 No. 313;

Concepts of long-term social and economic development of the Russian Federation until 2020 approved by the order of the Government of the Russian Federation of 17.11.2008 No. 1662-r;

the plan of measures ("road map") "Development of information technology industry" approved by the order of the Government of the Russian Federation of 30.12.2013 No. 2602-r;

The strategy of social and economic development of the Rostov region until 2020 approved by the resolution of Legislative Assembly of the Rostov region of 30.10.2007 No. 2067;

the state program of the Rostov region "Information society" approved by the Decree of the Government of the Rostov region of 25.09.2013 No. 594;

Concepts of cluster development of the Rostov region for 2015 - 2020 approved by the Decree of the Government of the Rostov region of 12.03.2015 No. 164.

Strategy implementation will assist improvement of quality of life of the population of the Rostov region, the level of development and efficiency of business, small, medium and large business, sustainable and stable social development and high level of competitiveness of the Rostov region in the long term.

 

2. Concepts and reductions

 

In the real Strategy the following concepts are used:

cluster – the group of the interconnected companies concentrated in some territory: suppliers of the equipment, components and specialized services, infrastructure, higher educational institutions and other organizations complementing each other and increasing competitive advantages of the separate companies and a cluster in general;

IT cluster – the cluster including the enterprises and institutions of the sector of information technologies (further – IT) complementing each other in achievement of the goals of regional economic development and increasing competitive advantages of the separate companies which due to interaction create products and services with higher surplus value for the local, interregional and global markets;

The IT park – science and technology park in the field of information technologies. Represents business center in which the IT companies, business incubator, a co-working, a conference room, training center and other structures serving residents of the IT park and creating comfortable conditions for work and development are placed. Purpose of work of the IT park: to accelerate development of the IT companies and to increase a share of the IT industry in region economy;

co-working – model of work in which participants, remaining independent and free, use the general space for the activity;

startup (startup company) – the company which is at a stage of development and building the business or on the basis of the new innovative ideas, or on the basis of just appeared technologies;

the industrial Internet is the concept of creation of information and communication infrastructures on the basis of connection to the Internet (further – Internet network) industrial devices, the equipment, sensors, sensors, process control systems and also data integration of software and hardware among themselves without participation of the person;

the Internet of things is the concept of the computer network connecting things (physical objects) equipped with the built-in information technologies for interaction with each other or with the external environment without participation of the person;

information society – society in which information and level of its application and availability radically influence economic and sociocultural living conditions of citizens;

information space – set of the information resources created by subjects of the information sphere, a handshaking of such subjects, their information systems and necessary information infrastructure;

infrastructure of the electronic government – set of the state information systems placed in the territory of the Russian Federation, software and hardware and communication networks providing during the rendering services and implementation of functions in an electronic form interaction of public authorities of the Russian Federation, local governments, citizens and legal entities;

critical information infrastructure of the Russian Federation (further – critical information infrastructure) – set of objects of critical information infrastructure and also the networks of telecommunication used for the organization of interaction of objects of critical information infrastructure among themselves;

cloud computing – information and technological model of ensuring universal and convenient access with use of Internet network to the general set of the configured computing resources ("cloud"), data storage devices, applications and services which can be quickly provided and exempted from loading with the minimum operating costs or practically without participation of provider;

processing of large volumes of data – set of approaches, instruments and methods of automatic processing of the structured and unstructured information arriving from a large number various, including separate or loosely coupled, information sources in volumes which cannot be processed manually for reasonable time;

objects of critical information infrastructure are information systems and information and telecommunication networks of public authorities and also the information systems, information and telecommunication networks and automated process control systems functioning in defense industry in the sector of health, transport, communication, in the credit and financial sphere, power, fuel, nuclear, space-rocket, mining, metallurgical and chemical industry;

communication networks of new generation are the technological systems intended for connection to Internet network of the fifth generation for use in devices of the Internet of things and the industrial Internet;

technologically independent software and service – the software and service which can be used throughout the Russian Federation are provided with guarantee and technical support of the Russian organizations, have no compulsory updating and management from abroad which modernization is carried out by the Russian organizations in the territory of the Russian Federation and which do not carry out unauthorized information transfer, including technological;

digital economy – economic activity in which a key factor of production are data in a digital form, processing of large volumes and which use of results of the analysis in comparison with traditional forms of managing the efficiency of different types of production, technologies, the equipment, storage, sale, delivery of goods and services allow to increase significantly.

 

3. Analysis of current state and problems of development of the IT sphere

 

Development of information society, modern technologies, the systems of the electronic government is a condition and at the same time a prerequisite for formation of economy of new technological way which is based on production and use of knowledge, social and political, social and economic and technological integration of the Rostov region into a common information space.

Modern information and communication technologies (further – ICT) represent essentially new opportunities for improvement of quality of life of the population, provide conditions for realization of constitutional rights of citizens in receiving modern formation of all levels and steps at equal opportunities. Use of technologies of modern information society is a necessary condition of ensuring compliance of public administration to expectations and needs of the population.

 

3.1. Current state of the IT industry in the Rostov region

 

The institute of development of information society (Moscow) with assistance of the Ministry of Telecom and Mass Communications of the Russian Federation annually forms the rating of readiness of regions of Russia for information society on the basis of data of Federal State Statistics Service and the industry ministries. In published
for 2012 rating the Rostov region is in the 42nd place among 83 territorial subjects of the Russian Federation.

This rating has two main components of calculation:

the indicators characterizing factors of development of information society (three groups of factors: ICT infrastructure, human capital and economic environment for use of ICT);

indicators of use of ICT for development in six areas: public and municipal administration, education, health care, business, culture, households.

On the integrated indicator characterizing factors of development of information society, the Rostov region takes the 27th place among 83 territorial subjects of the Russian Federation and a leading place in the Southern Federal District (further – the Southern Federal District).

However on an integrated indicator of use of ICT for development of the territorial subject of the Russian Federation the Rostov region is characterized by the 53rd place in the general list from 83 territorial subjects of the Russian Federation and only 4 place in the Southern Federal District that testifies to the low level of use of ICT in six areas of development of the region: the public and municipal administration, business, education, culture, health care and households (including indicators of use of ICT by the population).

Development of information and telecommunication infrastructure of the Rostov region is characterized by indicators below averages across the Russian Federation.

So, in 2013 from 83 territorial subjects of the Russian Federation the Rostov region borrowed:

The 62nd place by the index of telephone density of the fixed telecommunication (number of telephone sets on 100 people of the population) with value 22.9 units, an average across the Russian Federation – 28.9 units;

The 48th place by the index of penetration of mobile cellular communication (number of subscribers on 100 people of the population) with value 172 subscriber, an average across the Russian Federation – 193 persons;

The 45th place on an indicator "A share of the households having Internet access in the total number of households" with value of 67 percent, an average across the Russian Federation – 69.1 percent;

The 59th place on an indicator "A share of the organizations using broadband Internet access" with value 76.1 percent, an average on the Russian Federation – 79.4 percent.

Level of use of ICT by the organizations of the Rostov region, according to data of Federal State Statistics Service, is given in appendix No. 1 to the real Strategy.

In a number of the parameters characterizing development of the IT industry, the Rostov region as well as other territorial subjects of the Russian Federation in the Southern Federal District, shows level below an average across the Russian Federation. Characteristic feature for the Rostov region is the level of development of information society and processes of informatization of business structures and authorities not fully meeting modern requirements of society.

According to data of Federal State Statistics Service, the number of personal computers counting on 100 workers in the Rostov region is 41 units while an average across the Russian Federation – 44, in turn the number of personal computers with access to Internet opportunities – 23 units (an average across the Russian Federation – 26). The total costs of information technologies in 2013 in the Rostov region made 7.6 billion rubles (0.6 percent from the total amount of costs of ICT in the Russian Federation).

The factor constraining innovative development characteristic both for economy of the Russian Federation, and for the Rostov region, is insufficiently high level of innovative activity of large industrial business which is expressed in its fragmentary participation in implementation of research programs and innovative projects.

Nevertheless, there are factors having positive impact on modernization and innovative development of the Rostov region such as:

positive investment dynamics (improvement of quality of investment programs and projects; implementation of large-scale difficult projects; penetration of the foreign investment capital);

the high level of development of small business in the Rostov region (the number of small enterprises in the Rostov region in 2013 – 54,744).

Also serve as the factors having positive impact:

the need of innovative development which is positioned in the general strategic documents devoted to social and economic development such as Strategy of innovative development of the Russian Federation until 2020 approved by the order of the Government of the Russian Federation of 08.12.2011 No. 2227-r, the Regional law of 28.11.2006 No. 591-ZS "About Innovative Activity in the Rostov Region", the Strategy of social and economic development of the Rostov region until 2020 approved by the resolution of Legislative Assembly of the Rostov region of 30.10.2007 No. 2067;

existence of the developed system of innovative infrastructure (in the territory of the Rostov region the "Uniform Regional Center of Innovative Development of the Rostov Region" non-profit partnership, including the integrated structural units – the Center of cluster development and the Regional Center of engineering functions; more than 100 organizations which are carrying out research and development; science and technology parks, innovative and technological centers, centers of collective use);

existence of instruments of support and the development of innovative activity provided by regulations of the Rostov region (state program of the Rostov region "Economic development and the innovative economy" approved by the Decree of the Government of the Rostov region of 25.09.2013 No. 599, the Decrees of the Government of the Rostov region regulating granting direct forms of financial support).

The factors having negative impact are:

lack of the effective market competition;

lack of large-scale production of innovative products;

insufficiently high level of innovative activity of large business;

the remaining gap in a chain "science-education-business";

low skill level of labor (administrative and engineering personnel);

the low level of informatization interfering formation and development of information society.

As it appears from the factors defining IT development, the Rostov region has the high potential of innovative development, including in development of the IT industry.

This fact is confirmed, in particular, by a high position of the Rostov region in "The rating of innovative activity of regions of Russia" which is formed National association of innovations and information technology development (NAIRIT). According to this rating, the Rostov region shows steadily average innovative activity: in the general list from 83 territorial subjects of the Russian Federation the Rostov region in 2013 took the 26th place (the 31st place in 2012, the 36th place in 2011).

Besides, the Rostov region has very high rate of quantity of research and development among subjects of the Southern Federal District of the Russian Federation (Appendix No. 1 to the real Strategy).

However the most significant problem characteristic both for the Rostov region, and for the Russian Federation in general, the low effectiveness of innovative activity is. In the developed countries annually at every second enterprise new technologies, products and processes take root. In the Russian Federation this indicator does not rise also up to 10 percent yet, and in the Rostov region this indicator does not reach even value of an average across the Russian Federation. The analysis of the data provided in appendix No. 1 to the real Strategy confirms low introduction of technological innovations at the enterprises of the Rostov region (7.3 percent in 2013 in comparison with average value across the Russian Federation 8.9 percent), despite the level of costs of technological innovations which increased for the last 2 years. Insufficiently high (below average across the Russian Federation) is also a share of innovative goods, works and services in shipment volumes though in comparison with 2011 this indicator increased by 1.8 times.

For increase in an indicator of profitability of IT innovations it is necessary to create the environment for the accelerated and effective interaction between participants of the market of information technologies in the form of an IT cluster which will contribute to emergence and the development of the new innovative IT companies which are releasing world-class products both for the Russian Federation and for the international market. It, in turn, will promote improving competitiveness of economy of the Rostov region.

For achievement of main objectives of information technology development in the Rostov region it is necessary to create science and technology parks, data-processing centers, to stimulate introduction of decisions in the sphere of ICT for sectors of economy, to develop electronic document flow, broadband access to the Internet.

 

3.2. Role of public authorities of the region in development of the IT industry

 

By the strategy of development for information technology industry of the Russian Federation it is designated that state policy on creation of conditions and designation of priorities for development of the IT industry of the Russian Federation in many respects will define its shape up to 2025.

The government of the Rostov region, following basic provisions of this Strategy, pays special attention to creation of conditions for acceleration of development of the IT industry of the Rostov region.

In 2012 the Coordination council concerning development of information society and formation of the electronic government in the Rostov region is created (further – Coordination council). The Decree of the Government of the Rostov region of 27.02.2012 No. 126 "About Coordination Council concerning Development of Information Society and Formation of the Electronic Government in the Rostov Region" approved the provision on Coordination council and its structure. The deputy governor of the Rostov region responsible for development of ICT heads Coordination council.

The main functions of Coordination council are:

preparation of offers on definition of the main directions of implementation of ICT and priorities of financing of projects in this sphere in the Rostov region;

coordination of works on ensuring transfer to an electronic form of process of providing the public services rendered by executive authorities of the Rostov region regarding creation of technological conditions for interdepartmental interaction when providing the public (municipal) services;

ensuring coordination of interdepartmental information exchange of executive authorities of the Rostov region on the basis of use of ICT;

preparation of offers to the Governor of the Rostov region concerning development of ICT and rendering public services in an electronic form.

The Decree of the Government of the Rostov region of 06.12.2012 No. 1054 created the commission on improvement of quality and availability of providing the public and municipal services and the organization of interdepartmental interaction in the Rostov region (further – the Commission) which is collegial body.

Are determined by tasks of the Commission:

preparation of offers on introduction of amendments to the regulations regulating providing the public and municipal services in the part concerning an exception of the norms interfering providing such services in the principle of "one window";

ensuring coordinated actions of executive authorities of the Rostov region with territorial authorities of federal executive authorities, public institutions – the offices of state non-budgetary funds, local governments of municipal units of the Rostov region, the multipurpose centers (MFC) and the organizations participating in providing the public and municipal services for improvement of quality and availability of providing the public and municipal services by the principle of "one window" in the Rostov region and also the organization of interdepartmental interaction;

consideration of drafts of the legal acts and other documents connected with the organization of interdepartmental interaction;

preparation of offers on the organization of interdepartmental interaction;

approval of checklists of interdepartmental interaction.

Besides, the Government of the Rostov region pays special attention to development of interaction of government institutions, IT enterprises of the region and expert community.

At the initiative of the ministry of information technologies and communication of the Rostov region in 2012 the Council of designers of IT systems of the Rostov region (further – Council of designers) is created which part representatives of executive authorities, profile educational institutions and business community are. Council of designers is the collegial advisory body considering the questions connected with definition of the priority directions of development of information and telecommunication technologies in the Rostov region.

For the purpose of establishment of dialogue between the power and society and also accounting of opinion of public associations and other non-profit organizations, representatives of professional community to the solution of the most important questions in the sphere of ICT in 2013 the public council at the ministry of information technologies and communication of the Rostov region was created.

Also in 2013 the Decree of the Government of the Rostov region of 25.09.2013 No. 594 approved the state program of the Rostov region "Information society" in which it is noted that, despite rapid increase in demand for information and telecommunication technologies from executive authorities and local government of the Rostov region, their introduction not always leads to proportional improvement of quality of functioning of government. Between public authorities and local governments of the Rostov region the significant gap in use of ICT in the activity remains, results of implementation of such technologies have mainly local, departmental character.

The departmental dissociation of information resources of executive authorities and local governments of the Rostov region leads to duplication of information resources, loss of relevance and reliability of information that in turn conducts to additional financial expenses. For elimination of this problem it is necessary to carry out timely synchronization of information resources of executive authorities and local governments of the Rostov region.

During creation of information systems the system structural design approach is not used. The Decree of the Government of the Rostov region of 10.04.2014 No. 231 "About the Approval of Requirements to Account and Classification of the Information Systems and Components of Information and Telecommunication Infrastructure Created and Acquired at the expense of Means of the Regional Budget of the Rostov Region" defined requirements to account and classification of the information systems and components of information and telecommunication infrastructure created and acquired at the expense of means of the regional budget of the Rostov region. According to this resolution the purposes of accounting of information systems and components of information and telecommunication infrastructure (further – ITKI) are:

ensuring unity of the principles of creation, development, modernization and operation of the information systems and ITKI components acquired at the expense of budget funds of the Rostov region;

increase in efficiency of use of ICT by executive authorities of the Rostov region.

At the same time, the absence at the level of the Government of the Rostov region of the statutory act defining authorized body and an order of coordination of actions for use of ICT, to development, modernization and operation of the information systems and ITKI which are carried out by executive authorities of the Rostov region (further – OIV RO), does not allow to create fully the effective system of project management by actions for informatization in executive authorities.

Thus, the level of development of information infrastructure of the Rostov region, use of ICT in production and public administration not fully corresponds to problems of diversification of economy, improving competitiveness of the region, welfare and quality of life of citizens, strengthenings of health and safety of the population. However the analysis of statistical data shows that the Rostov region has the good potential of innovative development, including development
IT industries.

 

3.3. Main objectives and problems of development of the IT industry in the Rostov region

 

In the Strategy of social and economic development of the Rostov region until 2020 the important part is assigned to development of the information and telecommunication environment, the modern technologies promoting improvement of quality of life of the population and ensuring sustainable and stable social and economic development of the Rostov region.

According to the Concept of the regional informatization approved by the order of the Government of the Russian Federation of 29.12.2014 No. 2769-r, the Development strategy of information society in the Russian Federation for 2017 - 2030, approved by the Decree of the President of the Russian Federation of 09.05.2017 No. 203, main objectives of development of information society are:

improvement of quality of life of citizens due to use of information and telecommunication technologies;

alignment of the level of development of information society in territorial subjects of the Russian Federation;

formation of an effective system of public administration on the basis of use of information and telecommunication technologies.

On the basis of the purposes specified in the above-stated documents, definite purposes of development of the IT industry in the Rostov region:

increase in welfare and quality of life of the population of the area on the basis of development of modern ICT;

increase in efficiency and competitiveness of various spheres of economy of the Rostov region as a result of use of modern information technologies;

use of results of space activity in work of executive authorities, local governments;

increase in a contribution of information technology industry of area to a gross regional product;

growth of efficiency of public administration, improvement of quality of providing the public and municipal services in the area.

Indicators of improvement of a system of public administration which need to be reached by 2018, are defined in the Decree of the President of the Russian Federation of 07.05.2012 No. 601 "About the Main Directions of Improvement of a System of Public Administration":

level of satisfaction of citizens with quality of providing the public and municipal services – not less than 90 percent;

share of the citizens using the mechanism of receiving the public and municipal services in an electronic form – not less than 70 percent.

Development of information society in the Rostov region is based on the following principles:

creation of the favorable environment for development of information infrastructure;

the advancing development of information infrastructure concerning development of the branches of economy;

ensuring access of citizens to information, use of ICT;

increased security when using ICT;

assistance to development of global information society.

Problems of development of the IT industry in the Rostov region are defined taking into account the Strategy of social and economic development of the Rostov region until 2020:

development of procedures for granting of the public and municipal services with use of ICT, including use of uniform and regional portals of the public and municipal services, including implementation within providing the public and municipal services of electronic interaction between public authorities, local governments, the organizations and applicants;

increase in a share of the citizens having access to receiving the public and municipal services by the principle of "one window" on the residence including in the multipurpose centers of providing the public and municipal services;

ensuring information security of information systems, ITKI of area and municipal units;

development of infrastructure of technological IT clusters of the Rostov region;

development of mechanisms of support of small business in the IT sphere;

increase in level of staffing of the industry of IT of area, including level of training of IT specialists;

promoting of an IT profession in the educational organizations of the higher education and the professional educational organizations of area;

increase in literacy of the population in the field of IT;

improvement of quality of education and health care on the basis of use of modern ICT;

application of modern means of ICT for preservation and development of cultural heritage of the region;

increase in efficiency of public administration, development of economy and social sphere;

development of free, steady and safe interaction of citizens and organizations, public authorities and local governments of the Rostov region;

formation of digital economy;

providing conditions for scientific and technical creativity, including creation of platforms for self-realization of representatives of the educational and scientific organizations.

 

4. Main directions of development of the IT industry of the Rostov region

 

4.1. Development of a technological cluster of the Rostov region

 

According to the Concept of long-term social and economic development of the Russian Federation until 2020 approved by the order of the Government of the Russian Federation of 17.11.2008 No. 1662-r, one of the main priorities of social and economic policy of the Russian Federation is formation of innovative hi-tech clusters.

Federal support of formation of clusters and creation of infrastructure of cluster development in Russia is carried out at the moment on the basis of annual orders of the Ministry of Economic Development of the Russian Federation according to which subsidies are provided to territorial subjects of the Russian Federation for financing of the actions which are carried out within rendering the state support of small and medium business on a competitive basis.

In this direction in the Rostov region the organizational infrastructure of information technology development which includes collegial bodies at the Government of the Rostov region and the public organizations located in the territory of the Rostov region is created.

In view of high rates by quantity of research and development and also the potential of innovative development of the Rostov region, it is possible to say that at the Rostov region there are necessary conditions for creation of competitive software products with high value added. Creation of an IT cluster and the IT park of the Rostov region will promote formation of Wednesday necessary for this purpose and also overcoming barriers of development of innovative business in the Rostov region.

During creation of an IT cluster of the Rostov region it is necessary to consider domestic and foreign experience: creation of IT clusters in Silicon Valley (USA), the Ural, Kazan IT clusters, the Astrakhan, St. Petersburg IT parks.

Necessary condition of successful work during creation of a cluster is partnership of business, government institutions, institutions of science and higher education of the Rostov region and also venture and investment funds, banks and representatives of expert IT community.

Main objective of creation of an IT cluster of the Rostov region is increase in efficiency and competitiveness of economy of the Rostov region by receiving profit due to innovative IT developments. In this connection it is necessary for formation of an IT cluster:

to form IT cluster infrastructure;

to promote development of innovative activity;

to provide the IT industry of the Rostov region with experts;

to develop the mechanisms directed to association of participants of an IT cluster;

to organize IT communities.

For creation in the territory of the Rostov region of an IT cluster the next events are realized: the innovative companies from a segment of small and medium business carry out interaction with educational institutions for creation of standard approach to formation of qualified personnel and also for attraction them in process of creation of innovative products with the subsequent transfer of the young IT companies to business incubator in IT.

Association in an IT cluster of the educational and scientific institutions, manufacturing enterprises and innovative companies working in the IT industry will allow to concentrate on one platform the considerable potential of innovative growth, including highly qualified personnel. The main advantages of joint activity of the enterprises of the industry which will become participants of an IT cluster will be expressed in improvement of quality and quantitative indices of economic economic activity of the Rostov region and, as a result, in increase in the standard of living of the population. Besides, increase in efficiency of interaction between participants of an IT cluster will contribute to the active development of small and medium innovative business due to commercialization of the developed technologies. As a result in the Rostov region there have to be innovative companies which are engaged in development of the world-class software, releasing the products for the Russian and international markets.

The cluster policy of the Rostov region has to be aimed at the solution of the following tasks:

formation of conditions for effective organizational development of clusters, including identification of participants of a cluster, development of the strategy of development for a cluster providing elimination of the administrative barriers and restrictions undermining competitiveness of the products within a chain of production of added value and also providing accumulation of competitive advantages of participants of a cluster;

formation of mechanisms of support of the projects directed to improving competitiveness of participants of a cluster due to focusing and coordination taking into account priorities of development of clusters, actions of economic character promoting:

to support of development of small and medium business;

to innovative and technological development;

to development of educational activity;

to attraction of investments;

to export development;

to development of transport and power infrastructure;

to development of the branches of economy;

to formation of a system of ensuring methodical, information and consulting and educational support of implementation of cluster projects and initiatives.

Realization of the specified tasks will promote achievement of the following purposes:

to improving competitiveness of the enterprises and organizations of the Rostov region which are a part of an IT cluster in the Russian and international markets;

to decrease in administrative barriers to subjects of information technology industry;

to development of scientific and technical and production cooperation between subjects of the IT industry of the Rostov region and also effective mechanisms of public-private partnership in the innovative sphere;

implementation of measures directed to increase in system effectiveness of professional and continuous education, development of cooperation between the enterprises and the educational organizations;

to involvement of the leading world and Russian IT-companies to participation in a regional IT-cluster, exchange of experience and establishing long-term cooperation;

to formation of positive image of the IT-cluster and subjects of the IT-industry of the Rostov region.

Thus, the IT cluster of the Rostov region has to conform to requirements imposed to innovative territorial clusters which are characterized by existence:

the research and production chain uniting participants of a cluster in one or several industries;

mechanism of coordination of activity and cooperation of participants of a cluster;

the synergetic effect expressed in increase in cost efficiency and effectiveness of activity of each enterprise or organization at the expense of high degree of their concentration and cooperation.

Key problems of development of association as a part of an IT cluster of the leading technological educational institutions and innovative companies, participants of the market of information technologies of the Rostov region, are:

formation of hi-tech startups of graduates;

development of youth innovative business;

reaching world level of competitiveness in sphere of formation and science;

increase in a share of world-class breakthrough research and development;

development of cooperation with the production sphere.

The IT cluster needs the measures directed to interaction with branches of economy that assumes involvement of the large Russian and foreign companies to expansion of hi-tech productions on the basis of the available personnel potential and research infrastructure of an IT cluster.

The program of support of development of innovative clusters in the Russian Federation provides an integrated approach to the solution of the available tasks.

Now the state support of development of clusters and territories of their basing is carried out within several initiatives of federal level, including:

The rules of distribution and granting subsidies from the federal budget to budgets of territorial subjects of the Russian Federation on realization of the actions provided by development programs of pilot innovative territorial clusters approved by the Russian Federation Government decree of 06.03.2013 No. 188;

Rules of granting and distribution of subsidies from the federal budget to budgets of territorial subjects of the Russian Federation on the state support of small and medium business, including peasant farms, within the subprogramme "Development of small and medium business" of the state program of the Russian Federation the "Economic development and innovative economy" approved by the Russian Federation Government decree of 30.12.2014 No. 1605;

The rules of selection of the territorial subjects of the Russian Federation having the right to the state support in a form of subsidies for compensation of costs of creation of infrastructure of industrial parks and science and technology parks, approved by the Russian Federation Government decree of 30.10.2014 No. 1119;

actions of the federal target program "Research and Development in the Priority Directions of Development of a Scientific and Technological Complex of Russia for 2014 - 2020" approved by the Russian Federation Government decree of 21.05.2013 No. 426;

the subprogramme "Development of engineering activity and industrial design" including actions of the Ministry of Education and Science of the Russian Federation for stimulation of creation and development of the engineering centers on the basis of the educational organizations of the higher education and the scientific organizations which are under authority of federal executive authorities and the subprogramme "Industrial parks" of the state program of the Russian Federation "Development of the industry and increase in its competitiveness" approved by the Russian Federation Government decree of 15.04.2014 No. 328.

At the same time the Russian Federation Government decree of 30.10.2014 No. 1119 "About Selection of the Territorial Subjects of the Russian Federation Having the Right to the State Support in a Form of Subsidies for Compensation of Costs of Creation of Infrastructure of Industrial Parks and Science and Technology Parks" established the minimum requirements to which there has to correspond the industrial park (science and technology park), for its inclusion in the list of the projects selected for compensation of expenses.

Besides participation in the programs of support of development of clusters during creation of a regional IT cluster adopted at the federal level it is necessary to involve actively in financing federal institutes of development in the innovative sphere, first of all JSC RUSNANO, Skolkovo Foundation, Fund of assistance to development of small forms of the enterprises in scientific and technical ̆ to the sphere, JSC Russian Venture Company (RVC), the Internet Initiatives Development Fund (IIDF).

Increase in appeal of an IT cluster of the Rostov region requires placement in it hi-tech business, the scientific and educational organizations and also complex state support at the federal and regional levels.

Formation of conditions of development of an IT cluster of the Rostov region as zones of innovative growth of the Rostov region needs to be allocated in the separate task demanding development of the strategy not less than for 10 years (taking into account the provisions determined by the Russian Federation Government decree of 30.10.2014 No. 1119 "About Selection of the Territorial Subjects of the Russian Federation Having the Right to the State Support in a Form of Subsidies for Compensation of Costs of Creation of Infrastructure of Industrial Parks and Science and Technology Parks") providing including, forming of measures of the state support and public-private partnership in innovative, educational and production activity.

For increase in number of the companies focused on development of the international market it is necessary to create a startup incubators, the intellectual developments of programmers designed to realize and develop in the new hi-tech companies. Graduates of incubators will be able to receive investments and to duplicate software products, competitive not only in the Russian Federation, but also abroad.

Creation of an IT cluster will positively influence economy of the Rostov region as attraction of external cash flows will promote increase in number of jobs for highly qualified specialists and will exclude their mass emigration from the Rostov region. In the long term the functioning of an IT cluster has to provide inflow to the Rostov region of new shots from other next regions of the Russian Federation.

It is predicted that the IT cluster of the Rostov region consisting of the IT park, the independent IT companies of the region and public organizations can be created by 2018.

The data-processing center (further – DPC) which will provide the resources and capacities for participants of an IT cluster and the IT park has to become the technological platform of a regional IT cluster.

The regional DPC, besides the technological platform for an IT cluster and the IT park, can become a basis for creation of a common information space in the Rostov region for information resources of the Government of the Rostov region including for central storage facility of data of situational analytical center of the Government of the Rostov region, executive authorities and local governments of the Rostov region. The existing information systems which are based in local server should be transferred to standby mode for work in an emergency case.

During creation of regional DPC it is necessary to provide a possibility of implementation of technology of virtualization and "cloud" technologies for increase in efficiency and flexibility of use of the network equipment and the hardware and also for effective management and optimization of resources. Application of virtualization will allow to reduce capital and operating costs and to considerably increase the speed of quick reaction of services of DPC.

In work on the project of DPC it is necessary to consider requirements to its reliability, safety, uses of modern technologies and also to provide options of stage-by-stage modular construction of DPC and expansion of all necessary infrastructure. The principle of modularity of construction of DPC will allow to cut down initial costs and to minimize the idle areas and the equipment. Use of the principles of modularity and scaling will allow to build DPC step by step and step by step to put into operation capacities for the solution of the tasks facing DPC.

Transfer of consumption of information resources to the "cloud-based" scheme will allow to reduce staff shortage of highly skilled IT specialists in municipal units and in executive authorities of the Rostov region.

For development of measures of the state support of young businessmen in information technology, business incubators, startups, the Decree of the Government of the Rostov region of 20.07.2016 No. 507 "About an Order of Granting Subsidies to the Organizations and Individual Entrepreneurs on Compensation of a Part of the Expenses Incurred at Implementation of Programs of Business Acceleration in Information Technology" defined an order of granting subsidies to the organizations and individual entrepreneurs on compensation of a part of the expenses incurred at implementation of programs of business acceleration in information technology.

 

4.1.1. Creation of the IT park in the Rostov region

 

The IT park of the Rostov region will become a key link of the developed IT cluster.

Direct development of the concept of the IT park is carried out at coordination of the representative by the Government of the Rostov region of executive authority of the Rostov region. Besides, at the specified authorized body the creation of the expert body including including, experts from business and IT communities, profile educational institutions of the Rostov region with the right of formation of the concept of the IT park, the project of its technical filling by information and communication technologies, formulations of requirements to its infrastructure, involvement of the companies to participation as residents, conditions for development of the companies and their IT specialists, attraction of investments into the IT industry of the region is necessary.

Purposes of creation of the IT park:

stimulation of information technology development in the Rostov region, including export growth of products and services with high added value;

implementation of programs of business incubation of the companies containing the innovative ideas;

creation of infrastructure in which the small innovative companies and the large transnational enterprises will be able to find spheres of mutually beneficial cooperation in the field of creation and development of hi-tech IT products;

creation of partner network with the developed technological communications with the universities, research institutes, the commercial organizations which are carrying out research and development;

ensuring interaction of the hi-tech IT companies and educational institutions for improvement of educational programs for inquiries of the industry, development of the personnel market of the IT industry, the reduction of deficiency qualified and the innovative focused IT specialists;

improvement of indicators of creation of information society and the standard of living of the population of the Rostov region due to implementation of ICT.

It is supposed that in a full look the IT park of the Rostov region will represent the complex of buildings and objects including DPC, office rooms for placement of the IT companies, producers and integrators – both residents of the IT park, and investors, conference rooms for holding forums and conferences, the center of training, the center of representation and realization a startup projects, a co-working center, the exhibition center, the youth developing IT center.

Together with creation of the physical center of the IT park in the Rostov region the organization of the interconnected IT centers in other cities and the developed administrative centers of area and ensuring communications between them is possible. These centers will solve problems of development of the IT industry in the Rostov region, including to carry out maintenance of systems of the electronic government at the municipal level. Such IT centers can be created in Novocherkassk, Taganrog, Shakhty, Volgodonsk, Azov, Morozovsk, Zernograda and other cities of area.

On the basis of the analysis of activity of the first the startup incubator in the IT park of the Rostov region is recommended to scale the concept, methodology of development of IT projects in the company on other large IT centers of the Rostov region: Taganrog, Novocherkassk, Volgodonsk, Shakhty.

Creation a startup incubator in the IT park of the Rostov region will promote structural change of economy of the Rostov region by increase in a share of innovative products with the increased added value. It will allow to create jobs with higher compensation and higher motivation directed to creation and use in business of new knowledge and technologies that will lead to increase in the standard of living of the population.

Acceleration of development of the IT industry in the Rostov region, creation of the new companies, attraction of investments into the Rostov region, increase in a share of ICT in a gross regional product will be result of activity of the IT park.

 

4.1.2. Improving competitiveness
IT products in the Rostov region

 

One of current global trends in ICT is formation of global electronic space and also emergence of virtual firms, modernization of the labor relations (possibility of remote work). Increase in mobility of labor causes growth of the world market of the software and services (about 15 percent a year).

Regional structures of management with assistance of development of the IT sphere have to follow the main directions of measures of state regulation and stimulation of the IT industry.

Such directions it is possible to allocate three:

demand of users and consumers of IT;

proposal of suppliers and IT producers;

elimination of a gap between supply and demand.

In the sphere of demand the state support can be aimed at the development of the information environment, study and development of the market, the state marketing, the advisory help with implementation of IT technologies, granting tax benefits, development of a system of the state orders for development of the software and rendering IT services, strengthening and use of professional associations.

In the sphere of the offer of a measure of the state support can be directed to stimulation of researches and technological developments in the field of ICT (systems of crediting, tax benefits, development of the research organizations), development of development programs of export, support of the small and medium enterprises, realization of actions for improvement of quality of software products and services, the organization and development of IT parks, strengthening and coordination of activity of professional and trade associations.

Development of the IT companies of the Rostov region depends on the choice of strategy of development of the software.

There are four main types of strategy:

The 1st type – the strategy of development of the software at which the staff of the IT companies is considered as a time resource (man-hours) and all intellectual property belongs to customers. The companies working within such model are characterized by the following signs:

sell services, but not a product, that is work at a design basis;

growth of income is carried out due to increase in number of employees, increase in the cost of a man-hour for the customer and reduction of cost of a man-hour of the performer;

in the majority of projects there is no innovative component.

In Russia this model is presented to St. Petersburg and Taganrog.

The 2nd type – strategy which demands an intellectual contribution of programmers profit is based on replication of the developed software product. Characteristics of this model:

sale of own product (or products);

growth of income due to increase in sales volume of a product can be carried out without increase in number of employees and any additional expenses;

the product is created in singular in the form of the program code, the infinite number of times can be on sale, prime cost is always equal to costs of creation of the first copy;

all large companies have the research divisions;

all successful products created on such model are innovative.

Emergence of the companies working on model of the 2nd type is most often connected with a situation when the staff of the company working on the 1st model creates the new direction in the company, and then allocates it in separate business, using the technological practices and experience received when developing.

Depending on practical experience of developers the software product developed within model of the 2nd type can turn out not worse and to be even more demanded in the market, than a product of innovative activity and scientific research.

Thus both models successfully prove to be from the financial point of view and have to be used equally.

The 3rd type (the most widespread for Russian regions) – the strategy of development of the software within the state orders. Model with the minimum added value.

The 4th type – the strategy of development of own software and its conclusion to the Russian market. Contains all advantages of the 2nd model, but there is a restriction of growth of the companies caused by the size of the market of the Russian audience. Rare successful projects enter the international markets.

For a significant positive change in the IT sphere of the Rostov region, along with development of the software within the state orders, it is necessary to stimulate the IT companies to development of own software products and their conclusion to the local and global markets.

In this regard it is expedient to use model of the 2nd type with the maximum added value.

For the choice of this model of development of the software in the Rostov region the following conditions are created:

high enterprise potential;

positive examples of the regional product companies which are successfully working at the Russian market;

positive examples of the companies from the Rostov region (for example, to Taganrog) working for foreign outsourcing. Such companies can quickly use the studied technologies for creation of own products;

high profitability as the rights for intellectual property remain in the Rostov region;

construction in the Rostov region of the international airport allowing to attract the advanced domestic IT technologies and IT products.

 

4.2. Human capacity development of the IT industry of the Rostov region

 

The staff deficit and insufficient level of their preparation are the essential factor constraining development of the IT industry for the Rostov region. For staffing of development of the IT industry it is necessary to realize a package of measures allowing to receive in labor market the necessary number of experts in the field of information technologies and to increase quality of their preparation.

 

4.2.1. Pre-university IT education

 

The general and profile education in information technology is an obligatory part of the school program.

At schools it is necessary for human capacity development:

creation and complex development of IT classes for education of future highly qualified personnel;

formation of a system of developing the skills of teachers in the IT sphere;

creation of conditions for realization of practical design activities in the IT sphere.

The additional direction of development of IT education at schools of the Rostov region is training of younger generation for creation of own IT projects – school startups.

In the sphere of the general education it is necessary:

attraction to work with school students of scientists, specialists of research divisions of the universities;

improvement of physical and mathematical education and preparation in the IT sphere;

support of the general education organizations specializing in these directions;

expansion of volume of teaching information technologies in the general education organizations;

increase in number of the general education organizations providing in-depth study of information technologies;

increase in number of institutions of additional education of children with IT contents, circles on computer literacy for children of 8 years and to programming and robotics of 11 years;

holding the Olympic Games on computer science and the organization of design competitions in the Robotics and Computer science directions, preparation of projects for the competition "Russia — Responsibility — Strategy — Technologies" and the World review competition of scientific and engineering achievements among school students of Intel-ISEF;

creation of material and methodical resources for effective study robotics by pupils as additions to a school course of computer science;

creation of a methodical complex on in-depth study of computer science and programming on the basis of remote courses in real time;

the organization of the summer camp for the pupils who are engaged in robotics and computer science.

The important actions aimed at the development of pre-university IT education are: competitions in applied programming for school students, school startups, robotics festivals on the platform of the regional IT park and also a lecture about recent trends of the IT industry for pupils and teachers of schools.

The centers of pre-university IT education which are most demanded today in the Rostov region are in the cities of Rostov-on-Don and Taganrog.

On the basis of the IT park it is necessary to develop and introduce the 4th step in the Young Programmer direction where pupils could work in real projects under the leadership of skilled practicians – representatives of business. Thus, practically applying knowledge in the conditions of the real market, pupils even before receipt in higher educational institutions will have an idea, what problems to them it is necessary to solve in the future at choice of profession of the programmer.

Using the available resources, it is necessary to develop more actively in the Rostov region the system of pre-university IT education.

 

4.2.2. IT education in higher educational institutions

 

Now there are several stages of formation
IT formations in higher educational institutions: creation of infrastructure, filling by educational programs, development of scientific activity.

In most higher education institutions of the Rostov region the formation of necessary IT infrastructure is completed: computer classes are created, access to the high-speed Internet is provided. Educational activities for IT specialties are conducted, but the level of educational programs often does not correspond to real needs of employers. There have to pass from three to five years before in higher education institutions from educational activity it is possible to pass to scientific. It is possible to accelerate process, increasing quality and relevance of educational programs and increasing the number of students.

The main areas of work of structures of management on development of education in the field of information technologies have to become:

professional development and developing the skills of teachers of the educational organizations according to modern standards;

expansion of introduction in the educational organizations of the higher education of practice for students in the companies of the industry and stimulation of such companies to opening of departments in the educational organizations of the higher education;

development in the educational organizations of the higher education of faculties of information technologies of high level of training;

development of the centers of professional retraining of experts of adjacent areas and training centers of young specialists in the IT sphere;

introduction to educational programs of technical specialties of the disciplines allowing to create skills of the IT sphere;

strengthening of training of highly qualified personnel (first of all graduate students and doctoral candidates), the most perspective critical technologies, necessary for development, in the IT area;

attraction of business in higher education institutions for selection of entrants, for consultations on drawing up training programs and for passing of training.

Now the IT companies of the Rostov region face the shortage of the experts and project managers capable to operate research and development for creation of new products and technologies. The educational institutions implementing programs of an average and higher education train experts, irrelevant for labor market.

Current problems of IT education:

knowledge which students gain in educational institutions do not correspond to real needs of employers. Students, undergoing short-term practical training in the company, gain more knowledge and experience, than for 4 years of training;

in educational institutions of the Rostov region the shortage of the qualified teachers in the IT sphere is observed that is explained by the following reasons:

the load of teachers does not allow them to support high professional level;

there is no close interaction between educational institutions and employers;

there are no advanced training courses of teachers in the IT sphere;

there is no possibility of involvement of IT specialists to teaching in educational institutions in connection with low compensation of teachers;

there is no sufficient knowledge of IT specialists of problems of educational institutions – the shortage of qualified personnel;

there are no specialized IT courses (schools) for students;

there is no enough the IT actions designed to acquaint students with modern technologies and requirements of labor market;

there is no sufficient informing students on the competitions, IT marathons and other IT actions held in the Rostov region.

For training of specialists it is necessary to organize in the Rostov region skills development and retraining of personnel on the most relevant, demanded in the market preparation subjects.

IT courses of retraining and developing the skills of experts can be created on the basis of the IT park with the assistance of higher education institutions and average special educational institutions.

 

4.3. Promoting of the IT sphere in the Rostov region

 

In labor market of the Rostov region the acute staff shortage in the IT sphere is observed. One of the reasons of current situation – unfairly low popularity of a profession of the IT specialist in the Rostov region.

The analysis of number of students of public educational institutions of higher professional training of the Rostov region on groups of specialties in 2012 - 2013 shows that the number of students of group of specialties "Computer Science and Computer Facilities" is a small share from the total number of students (1.9 percent) and concedes to the number of students of groups of specialties: economy and management (17.8 percent), humanities (8 percent), vehicles (5 percent), construction and architecture (3.7 percent), education and pedagogics (3.1 percent), health care (2.6 percent).

Annually educational institutions of the higher education of the Rostov region are prepared by about 1.5 thousand specialists in the IT directions of preparation that does not give sufficient base for satisfaction of requirements of the industry for qualified personnel. By results of the analysis of information inequality of territorial subjects of the Russian Federation the Rostov region has the index of readiness regarding the human capital 44.2 percent concerning the level of security with personnel resources in the IT industry in Moscow.

According to the data provided in the Strategy of development for information technology industry in the Russian Federation for 2014 - 2020 and on prospect till 2025, training of specialists is carried out in insufficient volume or not carried out in general, in particular, in such directions as system architecture, management of the software product, project management and internet marketing. In this regard updating of professional and educational standards in information technology with the subsequent implementation of the federal state educational standards of new generation containing requirements to results of development of the main educational programs is necessary
and also the ability is effective to use information technologies.

It is necessary to concentrate attention to promoting of activity in information technology, to make professions of the IT industry attractive.

In the Strategy of development for information technology industry in the Russian Federation for 2014 - 2020 and on prospect till 2025 the task is set: professions of the IT industry by 2018 have to be fixed in number four the most popular in the Russian Federation and to become a symbol of career appeal.

Now high degree of awareness on opportunities of the development in the field of information technologies in youth in the following cities is noted: Moscow, St. Petersburg, Kazan, Novosibirsk, Yekaterinburg. It is necessary to provide promoting of the professions connected with information technologies among youth of the Rostov region due to creation of special headings in mass media, release of the educational programs and publications at the local, regional level telling about opportunities and advantages of the IT sphere, about success stories of representatives of IT business.

Such programs will promote increase in number of the school students choosing technical or natural science specialties at receipt in the educational organizations of the higher education and growth of number of the graduates wishing to work in the IT industry.

For increase in interest of school students and influence on the choice of future profession it is necessary to create the show rooms devoted to information technologies in the museums, the educational organizations within the temporary exhibitions. At schools, conditions for carrying out leisure by pupils with simultaneous development of technological skills have to be created. The specified form of additional education can be organized within public-private partnership.

 

4.4. Research activity in the IT area

 

Long-term high-quality development of information technology industry is impossible without formation of scientific base on the most perspective on a global scale for the technological directions of information technology development.

Increase in efficiency and competitiveness of results of researches in the IT area requires a combination of measures of financial character to other measures providing rational reforming and development of the sector of research and development, in particular, it is necessary:

development of basic scientific research in the IT area;

formation of modern material and technical resources of IT sector research and development;

improvement of structure, control system and financing of IT researches, integration of science and education;

expansion of IT researches for needs of the branches of economy.

One of the major directions on support of the IT industry is creation of the research centers of world level which are carrying out activity in the field of information technologies.

In the Rostov region there are research organizations which are engaged in perspective developments in information technology on the basis of which creation of such center which is carrying out performance of world-class breakthrough research and development in the field of information technologies and realizing the effective principles and forms of integration of science, education and business and also target training is possible.

Specific problems to which solution the activity of the center of breakthrough researches has to be directed are problems of development of scientific research, creations and commercializations of the knowledge-intensive products in the field of information technologies, human capacity developments. Special attention should be paid on development and support of cross-disciplinary researches, including together with the international research groups.

In the Rostov region the base for research activity in the IT area is created. It is necessary to develop further this potential,
and also to stimulate carrying out research and development with more and more wide range of the companies, including in the field of increase in efficiency of use of ICT in various industries.

Researches in the IT sphere have to hold a firm place among the main directions of orders of research and development from the industrial enterprises. Development of research and development in the IT area has to be focused on creation of hi-tech scientific and technical products with a high potential of receiving profit.

 

4.5. Support of development and improvement
business conditions in the IT area

 

Need of development of business for IT area and mechanisms of the organization of this process at the state level are stated in the Strategy of development for information technology industry in the Russian Federation for 2014 - 2020 and on prospect till 2025.

For information technology industry of an important component of successful development work on attraction of investments is that is especially relevant for the field of development of the software.

The investment activity is closely connected with initiative of businessmen, generally youth, with the offer from them the innovative ideas, with desire to realize the new ideas in the form of software products and services.

At the initial stage of implementation of IT projects there are difficulties with receiving financing. For overcoming this problem it is necessary to develop various instruments of financial support of IT projects, including a grant form of financing.

For attracting investors in branches of production of goods by territorial subjects of the Russian Federation the investment platforms provided with infrastructure – roads, electro- and heating systems, communication and other communications are preparing.

The IT industry has the specifics which need to be considered at development of infrastructure. By analogy with need of development of engineering infrastructure for involvement of businessmen and investors on new platforms and also development of activity of developers and investors in the IT industry of the Rostov region it is necessary to create the infrastructure ICT platforms.

The ICT platform has to be created in regional DPC with use of "cloud" technologies to which by means of the Internet the access to users – to the IT companies is provided, to firms, developers.

Advantage of such option to users is that it excludes their initial investments in servers and expensive software. The concept of "cloud" technology allows to reduce costs of expansion and introduction of systems of technical and consulting support of a product, though does not exclude them completely.

State programs and initiatives which are already implemented can become organizational bases of creation of such platforms.

Among them:

the platform of a geographic information system of the Rostov region intended for complex dissemination and providing information about spatial supplied and metadata, the information on the spatial objects which are in the territory of the Rostov region from a uniform source;

the navigation platform with use of the GLONASS Global navigation satellite system;

paragraph 13 became invalid – the resolution of 15.03.2017 No. 165.

For achievement of the goal on involvement of innovative businessmen to activity in the IT sphere it is necessary to realize the next events:

to create regional "cloud" service with infrastructure for connection to the ICT platforms;

to formulate relevant tasks and to carry out promoting of the regional IT platform and its opportunities for businessmen in the IT sphere by holding competitions, Olympic Games, IT marathons, production of specifications on informatization in the social sphere;

to stimulate creation of startups on the basis of such ICT platform with criteria of social and economic effect for the Rostov region (for the best startups to allocate grants, to compensate expenses for use of the platform).

At the corresponding promoting and convenience of the platform, investors and for the commercial services bringing taxes in the budget of the Rostov region will be attracted. As the called technologies are demanded also in other territorial subjects of the Russian Federation and are the industry standard, development of the services constructed on their basis is able to allow the Rostov region to take the leading positions in the Russian Federation.

 

4.6. Ensuring information security

 

Considering scales of penetration of information technologies into everyday life of citizens, the organizations and authorities of all levels and also high level of dependence of the information systems created in the country on import products, especially topical is an issue of ensuring due level of information security of the country in the modern global information world.

Safety in information society is one of the main directions of research and development in the IT area.

In these conditions it is necessary to take a package of measures directed on:

information security in regional executive authorities and public institutions, local governments;

use of means of information protection, transferred on global networks, including means of enciphering and the electronic signature;

training of the qualified personnel necessary for development of the most perspective information technologies and methods of information security, using the available possibilities of scientific and educational structures of the Rostov region;

support of developments in the IT sphere for the solution of the problems of the separate regional structures and organizations providing import substitution of IT products and having the high level of information security;

restriction of use of products and services of the foreign companies for implementation of office activity;

use of own corporate services (including post), or possibility of use of domestic services (Yandex.Mail, Mail.ru).

For increase in awareness in questions of information security of staff of bodies of executive power, local governments, public institutions it is necessary to take the following measures:

obligatory instructing at employment;

training (courses, seminars, trainings);

distance learning (webinars, videoconferences);

informing on threats of information security.

The special attention is required by work with personal data.

In the Russian Federation the relations connected with processing of personal data are regulated by the Federal law of 27.07.2006 No. 152-FZ "About Personal Data". According to the law public authorities, municipal bodies, legal or natural persons treat the operators who are carrying out processing of personal data.

In the territory of the Rostov region the operators who are carrying out processing of personal data of natural persons are as executive authorities and local government and also institutions, and the commercial organizations subordinated to them. Processing of personal data by operators is carried out by means of collecting, accumulation, storage, use, distribution (including transfers), depersonalizations, destructions, both with use of the automation equipment, and without use of such means.

Proceeding from requirements of the federal legislation, the operator when processing personal data is obliged to take necessary organizational and technical measures for protection of personal data against illegal or accidental access to them, destruction, change, blocking, copying, distribution and also from other illegal actions. Control and supervision of compliance of processing of personal data to requirements of the legislation of the Russian Federation in the field of personal data in the territory of the Rostov region exercises Control of Roskomnadzor across the Rostov region and also Territorial Departments of FSTEC of Russia and FSB of Russia within the provided powers.

According to data of monitoring of development of information society in the Russian Federation, in 2013 the share of the organizations of the Rostov region using means of information protection, transferred on global networks in the total number of surveyed made 82.3 percent (while an average across the Russian Federation value – 86.7 percent).

At the same time on use of means of enciphering of the Rostov region it was succeeded to reach level slightly above the average – 39.9 percent (an average across the Russian Federation value – 39.8 percent), and on use of the electronic signature the lag is still observed and the rate is 73.9 percent (an average across the Russian Federation value – 77.2 percent).

Further development of the systems of information security providing application of legal, organizational and technical security measures of information according to the Federal law of 27.07.2006 No. 149-FZ "About Information, Information Technologies and on Information Security" and regulations adopted according to it is necessary.

It should be noted also need of protection of intellectual property.

At implementation of measures for protection of intellectual property it is necessary to consider that the most effective counteraction to unauthorized use of the software in the conditions of development of technical means is possible only at complex use of various ways and methods of fight, on an equal basis with the general increase in level of legal culture of users.

It is necessary to intensify the international cooperation on intellectual property and also to develop processes of unification in connection with emergence of new technological achievements.

Reliable protection of intellectual property rights and effective law enforcement play a key role in the course of stimulation of innovative activity and development of creative potential by means of protection of the rights of inventors and the creative intellectuals, attraction of investments into the sphere of high technologies and creation of new jobs.

 

4.7. Increase in efficiency of application of IT

in key fields of activity of the Rostov region and implementation of purchases in the IT sphere
from public authorities of the Rostov region

 

In the Rostov region the process of creation of regional infrastructure of the electronic government which elements take root into all fields of activity of the region is completed.

The purpose of formation of the electronic government is improvement of quality and availability of the public and municipal services provided to the organizations and citizens.

In the Rostov region all necessary normative legal acts in the field of the electronic government are developed and approved.

The range of services which residents of the Rostov region can receive in electronic form through Internet network extends every day. Following the results of 2014 more than 380 thousand residents of the Rostov region use functionality of receiving the public and municipal services in electronic form.
In comparison with the beginning of 2014 the number of users of this functionality increased more than twice (as of January 1, 2014 – 145 thousand inhabitants).

Via uniform and regional portals of the public and municipal services the residents of the Rostov region have an opportunity to receive 140 most demanded and socially important services in electronic form (106 state and 34 municipal (typified) services).

The regional infrastructure of the electronic government of the Rostov region conforming to requirements of the Federal law of 27.07.2010 No. 210-FZ "About the Organization of Providing the Public and Municipal Services" is created.

However the task of assessment of quality of functioning of infrastructure of the electronic government cannot be considered completely solved. Now feedback sources on quality of functioning of components of infrastructure of the electronic government remain separate, information from them is not analyzed in a complex.

In this regard it is necessary to provide the following measures:

it is recommended to use the organization not dependent on the operator of infrastructure of the electronic government for ensuring regular control of efficiency of development and operation of infrastructure of the electronic government and having quick access to any component of infrastructure of the electronic government, except for the cases contradicting the Federal law of 27.07.2006 No. 152-FZ "About Personal Data", and results of a research of the organization have to be published in open access;

to provide collecting, the analysis and information processing with use of feedback for formation of requirements for improvement of instruments of rendering services and their performance;

to define an order of collection of information from social networks, information systems providing technical support of functioning of components of infrastructure of the electronic government, official forums and other sources and also to define an algorithm of complex information processing and the mechanism of decision-making on the basis of the analysis of feedback;

to organize the automated monitoring of all aspects of rendering the public and municipal services in electronic form determined by the legislation and subordinate regulations such as:

term of rendering public and municipal services;

term of the response to interdepartmental inquiries;

refusal term in providing the public and municipal services;

the term of the reply to complaints concerning decisions and the actions (inaction) made when providing the public and municipal services;

term of the reply to the appeal of the citizen to technical support;

for promoting of electronic services among the population of the Rostov region and improvement of quality of their granting:

to organize the system of remote methodical support and testing for the public and local government officers concerning rendering services;

to conduct the information campaigns directed to promoting of the services rendered in electronic form;

to organize points of access to the portal of state services on the basis of the library centers of the cities and councils of veterans with a possibility of consultation of parents and elderly people by the staff of the library centers and volunteers of councils of veterans;

to reveal the most popular regional services from among not electronic and to create technological base on their transfer to an electronic look.

For optimization of costs of acquisition and support of program infrastructure of the electronic government it is necessary to use technologically easily replaced decisions. It is expedient to apply such principles to development new and completion of the operating technological services and information systems.

Besides, it is expedient to develop mechanisms of public-private partnership at which the contractor on operation of infrastructure of the electronic government could provide technological services to business companies in cases for reduction of the budgetary costs for operation of infrastructure of the electronic government,
not contradicting the legislation.

In the Rostov region training of the population in bases of computer literacy was provided and provided. In 2013 the students (5 thousand residents of municipal units) received skills of work with text documents, tables, schedules and the presentations and skills of work in Internet network. In 2014 5 thousand inhabitants, and total trained, since 2011 were also trained, exceeded 13 thousand people.

Indispensable condition of successful increase in literacy of the population in the IT area is further distribution of access to Internet network in the territory of the Rostov region.

In 2014 the number of users of Internet network exceeded 30 percent from the total number of residents of the Rostov region. All general education organizations are provided with broadband access to Internet network, more than 88 percent of schools of the Rostov region use resources of Internet network in educational process. The share of the medical institutions having broadband access to Internet network makes more than 80 percent.

For improving competitiveness of regional economy it is necessary to continue work on elimination in the territory of the Rostov region of digital inequality.

Within implementation of this project, construction of fiber-optic communication links to 394 rural settlements will be carried out by population from 250 to 500 people that considerably will reduce percent of digital inequality in the territory of the Rostov region and will promote increase in number of the residents of the area having access to Internet network including in remote and remote settlements. The investments directed to implementation of this investment project favorably will affect as well other branches of economy needing communication.

During strategy implementation the connection to high-speed channels of access to Internet network of socially important objects in settlements by population more than 500 people, including the educational organizations, replacement of the analog automatic telephone exchanges (ATE) and modernization of access nodes in settlements of area is planned.

Development and modernization of the existing telecommunication infrastructure of area will allow to improve quality of the provided communication services and to expand their range due to implementation of advanced technologies in the field of communication and advance of services of data transmission with use of broadband access to Internet network.

The Rostov region is one of the largest agricultural regions of the Russian Federation therefore implementation of information technologies in activity of agro-industrial complex of the region is especially important. For increase in level of use of ICT in agro-industrial complex of the Rostov region the remote access to this information with a possibility of its updating and also control at all levels of a system by means of updating of spatial and attributive information on objects of agricultural production is provided. The methodical recommendations including instructive normative documents on the organization of work with a geographic information system of monitoring of the agricultural land of the Rostov region are developed. Training of the public civil servants, local government officers and other workers of the budgetary sphere in a geographic information system is provided.

Information technologies have to promote sustainable development of agro-industrial complex of the Rostov region due to providing information, consulting, technical and expert services with use of Internet network. Further development of ICT in the sphere of agro-industrial complex of the Rostov region is necessary: formation of information resources; collecting, generalization and adaptation of databases, applied software products and recommendations about increase in efficiency of agricultural production.

The important area of work for improvement of quality of life of the population of the Rostov region is implementation of modern ICT to the sphere of culture.
By the present moment the subsidizing of purchase of services in access of municipal libraries to Internet network is made. In the Rostov region the important, socially important project "Don Electronic Library" which represents digital local history library about history, life and traditions of Don region and the Caucasus is implemented. The Don electronic library develops as the regional integrated corporate system uniting electronic resources of libraries, archives, museums of the Rostov region and also digital copies of documents from private collections.

Within the action for ensuring access to electronic funds of public institutions of culture with use of Internet network the websites for 15 museums of the Rostov region are created.

It is necessary to continue to realize the specified initiatives and also to conduct works in the direction of creation of electronic multimedia resources in the sphere of culture, in particular, such as virtual tours across the main streets and the museums of Rostov-on-Don and the Rostov region.

Due to carrying out in the closest years of a number of large international actions in the Rostov region the development of ICT is of particular importance
in the sphere of tourism. The most relevant task for development of the tourist sphere of the Rostov region is formation of an attractive image of the Rostov region in the tourist market, improvement of quality of information and communication infrastructure of objects of the tourist industry.
It is possible to carry to its elements:

information resources with information on objects of the tourist industry;

the technical means providing high-speed and wireless access to Internet network on objects of the tourist industry;

the mobile applications and services directed to informing potential tourists on objects and events of the tourist industry.

Taking into account preparation for the FIFA World Cup of 2018 one more topical issue is adaptation of infrastructure of tourism industry to needs of foreign citizens, first of all, regarding existence of English-language versions of information resources.

Integration of the available IT resources of the tourist sphere is necessary for creation of the uniform information tourist system, modern, convenient for users, including information on culture objects in the territory of the Rostov region, hotel providing, transport offers. Such system has to contain all necessary information and a possibility of receiving online consultations on questions which can arise when planning a trip.

For the Rostov region which is the participant of holding the FIFA World Cup of 2018, the important direction of development is informatization of the transport industry that will allow to receive such necessary characteristics as transparency and flexibility of calculations, equal opportunities of locals and guests of the Rostov region at non-cash payment of transport services. The possibility of calculation of waiting time of the following vehicle also does not represent technical complexity in the presence of the centralized management of implementation of the given functionality in each key settlement of the Rostov region.

Besides, informatization of the transport industry will allow the Rostov region to count unambiguously the volume of necessary financing of journey for preferential categories of passengers, providing economy of means for the budget of the Rostov region.

Also important and very current problem for all citizens of the Rostov region is housing sector (further – housing and public utilities).

The current state of automation of housing sector in the Rostov region is characterized by a number of serious problems:

the decentralization of housing sector in respect of information exchange expressed in existence of a set of separate information resources which do not give the chance to see a complete picture of the housing and public utilities occurring in a system to neither the population, nor authorities;

there is no transparency in the course of calculation and drawing of accounts for the rendered services;

process of calculations for the population is complicated (not all banks and Internet services are available, there is no possibility of payment via the uniform portal of state services);

the majority of the existing information resources are the closed office information systems of various organizations working in housing sector and do not provide information to consumers of services;

the consumer of services not always has an opportunity to submit data on volume of the consumed housing and communal services, to check information on charges for housing and communal services, algorithms of their calculation. Also there is not always a possibility of fee of housing and public utilities by means of modern payment service providers at Internet network;

the consumer of services has no opportunity to receive data on capital construction projects (including information on capital repairs), data on managing organization (reliability, the history of work, customer reviews) and so on;

there is no opportunity to quickly inform services housing and public utilities and to solve problems of consumers of housing and communal services in connection with various emergency and daily situations.

In 2014 the Federal law of 21.07.2014 No. 209-FZ "About the State Information System of Housing and Communal Services" was adopted. The state information system of housing and communal services (further – GIS housing and public utilities) will represent the national portal on which data on charges, payments and also about management companies and their contractors will be placed.

From the resource supplying organizations and management companies the requirement of obligatory placement in the system since January 1, 2017 of all payment documents has to provide absolute fullness of the portal. In case of absence on the portal of data on charges, the citizen according to the law is exempted from fee.

Creation of such system supported by the federal law undoubtedly will have a positive impact on interaction of citizens with suppliers of utilities. But in general it will solve only a part of the problems described above and will not cancel manual introduction of information by management companies. Creation of automated control systems at the level of suppliers of resources and services, the centralized collection of information from citizens, services on duty, its processing and rapid response still is locally solvable task.

One of ways of the solution of the listed above problems is use of the modern automated information systems providing automatic monitoring and control of indicators, input and providing necessary information to the user. At the same time an important point is integration of the existing systems of housing sector into a common information space of the Rostov region and integration with GIS housing and public utilities. Creation of a regional segment of GIS housing and public utilities is the relevant strategic direction of development of a housing and utilities sector.

In health sector the regional informatization is carried out taking into account the state program of the Russian Federation "Development of health care" approved by the Russian Federation Government decree of 15.04.2014 No. 294 and decrees of the President of the Russian Federation of 07.05.2012 No. 598 "About Improvement of Public Policy in Health Sector" and No. 606 "About measures for implementation of population policy of the Russian Federation" and aims at improvement of quality of delivery of health care, including hi-tech, development and introduction of modern methods of diagnostics, prevention and treatment, increase in effective management of a health care system.

In the Rostov region the implementation of ICT in health sector happens by development of the provided state services.

The possibility of remote signing up in treatment and prevention facilities of the Rostov region (MPI) via the portal of medical services of the Rostov region is realized.

The Regional segment of a uniform state information system in health sector in the Rostov region is created (further – RS EGISZ).

In the long term to RS EGISZ besides the medical organizations working in the system of compulsory health insurance it is planned to connect other medical organizations of the state and municipal submission.

For increase in fault tolerance and ensuring trouble-free operation of the medical organizations in RS EGISZ the creation of the high-speed protected data transmission network between the medical organizations with use of structure of network by the principle "ring" is expedient.

For further development of the service industry in the field of health care on the basis of ICT it is necessary to create and develop at the regional level information systems of support of adoption of medical decisions and control of execution of standards of medical care, including receiving by health workers and patients of remote medical consultations, information systems of accounting of the medical care provided to patients, the information systems providing remote making an appointment with the doctor and providing to patients remote access to their medical information (history) and data on the received medical services including with use of functionality of the Uniform portal of public services.

In the sphere of social security the informatization in the Rostov region is carried out taking into account the state program of the Russian Federation "Social support of citizens" approved by the Russian Federation Government decree of 15.04.2014 No. 296, and the Decree of the President of the Russian Federation of 07.05.2012 No. 597 "About Actions for Realization of the Public Social Policy".

Increase in availability of social service of the population of the Rostov region requires creation of the information resource providing automation of accounting of recipients of the social assistance provided on various bases and in various forms, optimization of information exchange between regional and municipal bodies of social security when assigning address social assistance and also the organization of interdepartmental information exchange with territorial authorities of the Pension Fund of the Russian Federation, bodies of civil registration and other bodies and the organizations.

For increase in overall performance, information openness and efficiency of making management decisions the executive authorities of the Rostov region are equipped with modern computer facilities, post online information on the activity Internet. At the same time
on the information technological support level and also the level of development of ICT infrastructure and the state information systems the serious lag of local governments from executive authorities of the Rostov region is noted.

Following the results of 2014 in 50 municipal districts and urban districts of the Rostov region comprehensive programs of implementation of ICT are adopted.
Their further realization will allow to provide concentration of the resources allocated from the budget of the Rostov region and attracted from extrabudgetary sources at the solution of tasks in the field of development and use of information and telecommunication technologies.

The general professional standard of employees of executive authorities of the Rostov region and local government on possession of modern ICT remains low that is especially critical in connection with introduction in activity of executive authorities of the Rostov region of more and more technological and complete solutions.

The strategy of development for information technology industry in the Russian Federation for 2014 - 2020 and on prospect till 2025 proves need of implementation of purchases for the IT sphere from the state. Among the factors limiting information technology development in the Russian Federation are noted: insufficient demand for information technologies from the state; insufficient level of coordination of actions of public authorities and institutes of development in questions of information technology development. Implementation of large-scale projects on use of IT in education, health care can give to development of regional information technology industry a considerable impulse,
in the sphere of social protection of the population, work and employment, culture, museum and library science, transport, tourism.

The most important tasks of executive authorities of the Rostov region and local government are: introduction of electronic services of interaction when providing the public and municipal services, development of electronic document flow, development of information and analytical systems.

It is necessary to create the system of project management by actions which is based on the following basic principles:

ensuring accounting of the information systems and ITKI all created, developed, modernized, operated by public authorities at all stages of life cycle of information systems and the ITKI components, including ensuring accounting of the budgetary funds planned and actually spent for these purposes, on the basis of the uniform system of classification and identification of information systems and the ITKI components;

implementation by public authorities of planning and realization of actions for informatization concerning the considered information systems and the ITKI components;

use by executive authorities of the Rostov region during creation, development and modernization of information systems of algorithms and (or) programs for the electronic computers which are contained in national fund of algorithms and programs and also inclusion developed as a result of creation, development and modernizations of information systems of algorithms and (or) programs for electronic computers in national fund of algorithms and programs.

At the level of the Government of the Rostov region it is necessary to determine authorized body by coordination of informatization of executive authorities of the Rostov region and also to adopt the regulations regulating coordination of actions for use of ICT, to creation, development, modernization, operation of the information systems and ITKI which are carried out by executive authorities of territorial subjects of the Russian Federation.

In the conditions of rapid development of the state information systems and services directed to the solution of the vital questions of citizens by means of modern information technologies, the main problem both for citizens and for authorities the orientation in the numerous existing information resources is. Systematization of this information, all last initiatives of the state in the sphere of ICT are devoted to increase in recognition, popularity and convenience of use.

The main all-Russian approach in this direction is unification of information resources, creation of the uniform portal in each region as which interaction with citizens when rendering various service-oriented services enters. It is dictated by the concept of "the open Government" adopted by the Government of the Russian Federation. At the same time important feature of such portals is existence of a uniform point of accession of various existing and newly created information systems focused on rendering social services, including existence of a uniform office of the citizen interconnected with the existing and perspective information systems and services. It is supposed that not only authorities, but also various commercial structures will be able to render social services and services: banks, transport companies, suppliers of social services.

Considering existence in the Rostov region of a large number of separate socially oriented information systems, it is necessary to carry out work on unification of information resources of the Rostov region and their integration with federal information resources.

One more important area of work is realization of the principles of openness of authorities. The order of the Government of the Russian Federation of 30.01.2014 No. 93-r approved the Concept of openness of federal executive authorities (further – the concept of openness). It establishes the basic principles of openness of federal executive authorities, tasks and mechanisms (tools) of their realization and also contains the system of strategic reference points in the field of ensuring transparency of public administration.

Implementation of the concept of openness will provide base for development of new information services and increase in efficiency and convenience of access to information systems from a general population.

Implementation of recommendations of the concept of openness is possible only taking into account adoption of its principles at all levels of the power and wide use of information technologies – introductions of the regional portals implementing the concept of openness (the standard names – "Open Region", "Open Municipality").

For implementation of the concept of openness it is necessary to execute the next organizational events at the level of the Government of the Rostov region:

involvement of expert groups – at all development stages and implementation of the Open Region project is necessary broad informing the public and holding the actions directed to its involvement in process of increase in openness of public administration: strategic sessions, "round tables", meetings of the regional authorities with experts and business community;

diagnostics of positions and opportunities of the Rostov region in questions of openness of public administration for the purpose of assessment of degree of readiness of the Rostov region and development of the plan of measures on implementation of the concept of openness;

formation of the normative legal acts directed to implementation of openness of public administration in the Rostov region;

increase in availability of information on the public and municipal services to citizens;

skills development and development of competences of staff of bodies of the power in implementation of the concept of openness;

promoting of the concept of openness among the population (advertizing of the developed services, the publication of the real results achieved thanks to the concept of openness);

organizational actions for development and introduction of the information systems realizing the strategy of openness:

introduction of information systems of the publication of information on activity of authorities;

introduction of information systems of interaction between citizens and authorities;

introduction of a regional geographic information system;

the organization of uniform information base which will be used by departmental information systems;

development of the standard of data exchange between regional information systems and recommendations for municipal information systems;

use of the Unified identification and authentication system as the main system of authorization in the information systems implementing the concept of openness.

Due to the official positions of various states about the reciprocal limiting sanctions in the Russian Federation the course towards creation of import-substituting products is chosen. In the IT industry it is necessary to carry out development and use of the domestic software, including on the basis of the free software.

According to the Russian Federation Government decree of 16.11.2015 No. 1236 "About Establishment of the Ban on the Admission of the Software Coming from the Foreign States for Implementation of Purchases for Ensuring the State and Municipal Needs". The ban on the admission of the software coming from the foreign states is established by the resolution (further – ON) when purchasing for the state and municipal needs and also creation of the unified register of the Russian programs for electronic computers and databases is provided (further – the Register). By the Ministry of Telecom and Mass Communications of the Russian Federation it is published and the Register which is created for expansion of use Russian ON and confirmations of its Russian origin and also rendering the state support to owners ON is formed.

In the IT industry it is necessary to carry out development and use domestic ON, including on the basis of the free software.

Again developed ON in the territory of the Rostov region it is necessary to enter in the Register in the established forms.

Being guided by safety and economic feasibility, a part of the software products used in activity of authorities and budgetary institutions is offered (the most widespread and simple), to replace with the free software and domestic ON, and for service of difficult working processes in case of justification of impossibility of observance of the ban on the admission of the software coming from the foreign states for implementation of purchases for ensuring the state and municipal needs to use the qualitative license software until approbation of the software products developed in the Russian Federation.

According to the List of orders of the President of the Russian Federation of 10.10.2012 No. Pr-2672 and Bases of state policy on use of results of space activity for the benefit of modernization of economy of the Russian Federation and development of its regions until 2030, the priority directions of development of modern information technologies in the field of use of results of space activity in the Rostov region are defined:

creation in the territory of the Rostov region infrastructures of the Centers of the space services providing an integrated approach to the solution of problems of effective use of results of space activity for the benefit of social and economic development of regions and municipal units;

development of drafts of the regulations regulating use of results of space activity in various sectors of economy of the region;

development and implementation of a complex of the program and planned actions directed to increase in efficiency of use of results of space activity including by means of realization of the mechanism of public-private partnership;

the guaranteed satisfaction of requirements of executive authorities of the Rostov region for space products and services;

coordination of performance of work on creation with use of results of space activity of the geographic information, management information, modeling, expected and analytical systems, the systems of support of decision-making for their introduction in activity of executive authorities and local governments.

 

4.8. Development of information

and communication infrastructure
Rostov region

 

The purpose of development of information and communication infrastructure of the Rostov region (further – information infrastructure of the Rostov region) is providing free access of citizens and the organizations, public authorities of the Rostov region, local governments to information at all stages of its creation and distribution.

For prevention of substitution, distortion, blocking, removal, removal from communication channels and other manipulations with information the development of information infrastructure of the Rostov region is carried out:

at the level of the software and services provided with use of Internet network;

at the level of information systems and data-processing centers;

at the level of communication networks (the line and the means of communication, infrastructure of the Russian segment of Internet network, the technological and allocated communication networks, networks and the equipment of the Internet of things).

It is necessary for steady functioning of information infrastructure of the Rostov region:

to provide unity of state regulation, the centralized monitoring and management of functioning of information infrastructure of the Rostov region at the level of information systems and data-processing centers and also at the level of communication networks;

to provide phased transition of public authorities and local governments to use of the infrastructure of the electronic government entering information infrastructure of the Russian Federation;

to provide use of the Russian cryptoalgorithms and means of enciphering in electronic interaction of public authorities and local governments of the Rostov region among themselves and also with citizens and the organizations;

to carry out the coordinated actions directed to connection of objects to information infrastructure of the Rostov region;

to replace the import equipment, the software and electronic component base with the Russian analogs, to ensure technological and production independence and information security;

to carry out continuous monitoring and the analysis of the threats arising in connection with implementation of new information technologies for timely response to them;

to provide unity of networks of telecommunication of the Rostov region, including development and functioning of communication networks of public authorities and local governments of the Rostov region;

to provide connection to Internet network and placement (publications) of information in it through the Russian state segment of Internet network (RSNet network).

It is necessary for providing safe and technologically independent software and services:

to introduce the built-in means of information protection for application in the Russian information and communication technologies;

to provide use of the Russian information and communication technologies in public authorities of the Rostov region, the companies with the state participation, local governments.

In the Rostov region it is necessary for data protection:

to order algorithms of data processing and access to such data;

to hold events for counteraction to illegal processing and collecting information about citizens, including personal data of citizens, in the territory of the Russian Federation unauthorized and unidentified persons and also to the technical means used by them.

It is necessary for effective management of communication networks of the Rostov region, ensuring their integrity, unity, steady functioning and safety of work:

to provide reliability and availability of communication services in the Rostov region, including in rural areas and remote settlements;

to carry out work on creation by public authorities and the organizations of conditions for expansion of use in the communication networks of the telecommunication equipment and the software which are excluding a possibility of unauthorized management of them and not containing components and elements, replacement, repair or production of which during service life are impossible in the territory of the Russian Federation;

to support infrastructure of traditional communication services (mail service, telecommunication).

 

4.9. Formation of a new technological basis

for development of economy and the social sphere

 

The purpose of creation of a new technological basis for development of economy and the social sphere is improvement of quality of life of citizens on the basis of broad use of the domestic information and communication technologies directed to increase in labor productivity, production efficiency, stimulation of economic growth, attraction of investments into production of innovative technologies.

The main objectives of use of information and communication technologies for development of the social sphere, the system of public administration, interaction of citizens and the state are:

implementation of projects on increase in availability of high-quality medical services and medical goods;

creation of various technological platforms for distance learning for increase in availability of high-quality educational services;

development of technologies of electronic interaction of citizens, the organizations, public authorities, local governments along with preservation of a possibility of interaction of citizens with the specified organizations and bodies without use of information technologies;

application in public authorities, local governments of the Rostov region of the new technologies providing improvement of quality of public administration.

The main objectives of use of information technologies in the sphere of interaction of the state and business, formation of a new technological basis in economy are:

creation of conditions for development of electronic interaction of participants of economic activity, including financial organizations and public authorities;

use of infrastructure of the electronic government for rendering the state and also demanded by citizens commercial and noncommercial services;

promotion of projects on introduction of electronic document flow in the organizations, creation of conditions for increase in trust to electronic documents, implementation in an electronic form of identification and authentication of participants of legal relationship;

development of cross-border information exchange, including providing cross-border space of trust to the electronic signature.

 

5. The expected results of strategy implementation

 

Strategy implementation will allow to stimulate the economic growth of the Rostov region on the basis of more effective use of ICT.

By the end of term of strategy implementation it is supposed:

to create an IT cluster of the Rostov region which key link will be an IT park;

to create in the Rostov region the center of breakthrough researches to IT areas and a cluster of the world-class software companies;

to double quantity of hi-tech jobs by 2018;

to provide growth of the output of regional products and services in the sphere of ICT;

to increase availability and quality of the rendered communication services and information transfer, including in rural territories, by connection to optical communication lines of all settlements of area with the population from 250 to 500 people within implementation of the federal project on elimination of digital inequality;

to increase a covering of the territory of the Rostov region broadband access to Internet network to 65 percent;

to double a share of the IT industry in a gross regional product.

Key indicators of strategy implementation are given in appendix No. 3 to the real Strategy.

The analysis of development of information society in the Russian Federation and the Rostov region allows to create the following scenarios of development of information society of the region: conservative scenario, innovative scenario.

 

5.1. Conservative scenario of development
information society in the Rostov region

 

The conservative scenario of development of information society assumes the gradual forward development of the IT industry caused by the natural growth of the market of ICT in general and also its separate segments.

The changes in the market of ICT connected with development and deployment of new information technologies and also the federal and regional state programs directed to planned achievement of target indicators and indicators will become the main components of this option of development. Significant changes should be expected only regarding development of an infrastructure component of the industry of ICT during the period till 2018.

When forming the conservative scenario, forecasts of annual growth of market capacity of ICT of Russia of 6 percent are considered.

At the same time planned change of the following target indicators is supposed:

increase in a share of the citizens using the mechanism of receiving the public and municipal services in an electronic form;

decrease in a share of the population which is not using the Internet for safety reasons in total population;

increase in specific weight of the households having Internet access from the home computer in total number of households.

The main deterrents of development of the industry of ICT in the Rostov region will be: the shortage of qualified personnel in the field of ICT, the low level of enterprise activity in the sphere of ICT at the level of area, a technology gap of various branches of the national economy of area, dependence of the IT industry on foreign producers of electronics and the software.

Development of regional business in the IT sphere will be complicated in connection with the shortage of qualified personnel in the IT area and their outflow to other territorial subjects of the Russian Federation that, in turn, will not allow the industry of ICT to take the essential place in revenue breakdown of the Rostov region.

Within the conservative scenario the creation of the regional IT park designed to become the center of concentration of innovative business in the IT sphere is planned, however the efficiency of its activity will not be rather high. In particular, the specific weight of the citizens occupied in the sector of ICT in the total number of employed population will remain rather low – in limits
1.8 percent by 2020 at the current value – 1.6 percent. Specific weight of costs of ICT in a total amount of the shipped products will not exceed 1.2 percent, at the current value in 1 percent.

At the conservative scenario of development of the industry of ICT in the Rostov region it is supposed that:

obsolescence of material and technical resources of the museums and libraries and also insufficient level of training of their employees in the field of new information technologies will not allow to organize work of the specified institutions at the modern level;

to the right degree elimination of information inequality between city and rural settlements will not be carried out.

Besides, dynamics of growth of volumes of the digitized library and museum stocks will be insignificant that, in turn, will complicate process of formation of electronic catalogs for cultural institutions.

Implementation of ICT in educational process depends, generally from level of training of teachers and has no mass and organized character.

Increase in level of security of educational institutions with the computer equipment within the planned indicators determined by the state program of the Rostov region "Information society" approved by the Decree of the Government of the Rostov region of 25.09.2013 No. 594 will continue.

There will be low a level of training of school students on discipline "Computer science and ICT", expressed in insignificant number of the graduates passing the unified state examination in discipline "Computer science and ICT" and low point on this discipline.

The popularity of the higher education in the directions of preparation connected with ICT will remain low in comparison with the economic and legal directions. The most part of the entrants having high-quality preparation in the field of ICT will come to capital higher educational institutions.

Implementation of ICT in work of healthcare institutions will depend, generally on level of training of employees and to have the natural character connected with generation change of employees.

Websites of healthcare institutions will have formal character, and will not play a significant role in the course of rendering medical services to the population.

Penetration of ICT into the sphere of public transport will remain at a low level that will promote the low level of control and quality of the services rendered in the sphere of passenger traffic.

Low level of penetration of information technologies to the sphere of construction will affect input volumes in a system of the real estate equipped with intellectual control systems of infrastructure.

The conservative scenario of development corresponds to the low level of process automation in housing sector, despite introduction of GIS housing and public utilities.

At the conservative scenario the rates of the transfer to an electronic type of archive materials of civil registrations will remain at the current level, and by 2020 the translation process will not be completed fully.

Share of the organizations of industrial production and the industry of service which was carrying out technological innovations in the total number of the organizations and rates of implementation of ICT in work of the industrial enterprises will remain at rather low level that, in turn, will slow down process of creation of hi-tech jobs in the region.

 

5.2. Innovative scenario of development
information society in the Rostov region

 

The innovative scenario of development of the industry of ICT in the Rostov region assumes process of central planning of development and implementation of information technologies to all spheres of the national economy of the Rostov region.

This scenario of development of ICT in the Rostov region will allow not only to reach significant changes in an infrastructure component of the industry of ICT, but also will lay the foundation for long-term development of the industry of ICT in the Rostov region.

The innovative scenario assumes planned development of regional informatization of authorities with an exit to target indicators by 2020.

Within the innovative scenario of development of the industry of ICT by the priority direction the support of small and medium business in the IT sphere of the Rostov region which will be carried out within the project for development of an IT cluster of the Rostov region is.

A key role will be played by the actions directed to promoting of the professions connected with information technologies and business in the IT sphere. The specified actions will be directed to work with pupils of educational institutions of the Rostov region.

An important role within the innovative scenario of development of the industry is played by the IT park giving to businessmen an opportunity to begin and develop the business in the Rostov region in comfortable conditions.

The specified approach will allow to increase such indicators as specific weight occupied in the sector of ICT in the total number of employed population up to 3.5 percent at annual increase in this indicator by 0.3 percent, since 2016; specific weight of costs of ICT in a total amount of the shipped products will increase up to 2.6 percent at average growth rate 0.27 percent a year.

At the innovative scenario of development of ICT it is planned:

significant growth of number of the digitized objects of cultural and historical heritage of the Rostov region, formation of electronic catalogs and placement them in open access;

the centralized implementation and modernization of modern ICT on objects of cultural and cultural and historical value, unlike the current situation which is characterized by the fact that implementation of the specified technologies has no complex character.

The innovative scenario of development of the industry in the Rostov region assumes realization of controlled and purposeful process of implementation of ICT in educational activity. In particular, increase in computer literacy of teachers of all types of educational institutions and their acquaintance with the advanced ICT in educational activity. Also interaction of educational institutions with business community which result has to be an increase in level of practical training of graduates and formation of an attractive image of the Rostov region as region for a start and development of business in the IT sphere is supposed (including among young IT specialists of the neighboring regions).

At innovative model of development there is an increase in rates of implementation of ICT in work of healthcare institutions, including due to increase in level of computer literacy of staff of medical institutions and introduction of the new software in work of medical institutions. The importance of websites of medical institutions, including due to introduction of such functions as making an appointment with the doctor increases.

The innovative scenario assumes almost absolute penetration of ICT into the sphere of transport transportations. In particular, introduction of systems of monitoring of location of vehicles and regulation of transport traffic and universal introduction of a possibility of non-cash payment of travel by public transport.

According to this scenario of development of ICT the increase in a share of the real estate which is under construction in the Rostov region equipped with intellectual control systems of infrastructure is supposed.

In turn introduction of GIS housing and public utilities is followed by a complex of actions for promoting of this system among the population and to training of the population in work in a system.

A transfer to an electronic type of archive materials of civil registrations by 2020 at the innovative scenario has to be made in full.

Purposeful and universal implementation of modern ICT at the industrial enterprises of the Rostov region within innovative development will allow to increase rates of creation of hi-tech jobs in the Rostov region.

 

6. Strategy implementation mechanism

 

Realization of actions of Strategy will be led taking into account:

basic provisions of the state program of the Rostov region "Information society" approved by the Decree of the Government of the Rostov region of 25.09.2013 No. 594;

key indicators of strategy implementation, according to appendix No. 3 to the real Strategy;

the plan of measures on strategy implementation, according to appendix No. 4 to the real Strategy.

For joint financing of the joint projects in information technology which are of mutual interest funds of the federal budget within the state program of the Russian Federation "Information society (2011 - 2020)", can be raised by the approved Russian Federation Government decree of 15.04.2014 No. 313,
in the order provided by the legislation of the Russian Federation, and other state programs of the Russian Federation containing actions for development and implementation of information and telecommunication technologies and also means of extrabudgetary sources.

Control of the course of strategy implementation is exercised by the Government of the Rostov region. The authorized body of executive power of the Rostov region responsible for coordination of the actions determined by Strategy is the ministry of information technologies and communications of the Rostov region.

In 2018 in connection with the term of achievement of the indicators established by the Decree of the President of the Russian Federation of 07.05.2012 No. 601 "About the Main Directions of Improvement of a System of Public Administration" it is necessary to carry out the detailed analysis of the achieved results of Strategy and correction of further actions.

 

7. Risks of strategy implementation and ways of their minimization

 

It is possible to mark out the following most essential risks connected with strategy implementation:

low growth rates of economy of the Rostov region;

unevenness of intraregional distribution and high differentiation of availability to the population in particular living in rural areas, means of communication, points of access to the Internet and providing services with use of telecommunication infrastructure;

insufficient distribution of ICT, in particular the services provided through the Internet in the sector of health, education, culture, public administration;

insufficient representation in the regional and Russian markets of the Rostov IT companies with own license developments;

high cost of the license software;

insufficient security of the population with modern computers;

insufficient allocations in development of ICT from executive authorities and local government of the Rostov region in view of considerable social load of the consolidated budget of the Rostov region;

passive resistance to use of infrastructure of the electronic government from the institutions and the organizations subordinated to executive authorities and local governments of the Rostov region;

inconsistency of performance of work and the actions providing implementation of information technologies in activity of executive authorities of the Rostov region.

For decrease in potential negative impact of risk factors during all term of strategy implementation the following measures of risk management are proposed:

detailed planning of the course of strategy implementation;

expeditious monitoring of performance of actions of the plan of measures for strategy implementation;

timely updating of actions of the plan of measures for strategy implementation, including correction of structure and dates of performance of actions with maintaining the expected results from realization of actions;

carrying out during all term of strategy implementation of monitoring and forecasting of the current trends in the sphere of implementation of the plan of measures on strategy implementation and if necessary updating of the plan of measures on strategy implementation;

the centralized coordination of activities of public authorities and local governments of the Rostov region for implementation of ICT for effective use of the budgetary funds allocated for these purposes;

search of strategic investors for the small and medium enterprises of the regional IT industry from among the large Russian companies;

placement of information on points of growth of economy of the region on official resources of executive authorities and local government of the Rostov region on the Internet;

the risks connected with emergence of the destabilizing public processes (the passive resistance of certain citizens and public organizations caused by the ethical, moral, cultural and religious reasons) should be prevented preliminary placement of information on the planned actions, including on the official sites of executive authorities of the Rostov region on the Internet, and work with addresses of citizens and the organization.
