The concept of development of communication in the Rostov region until 2020

Section 1. Introduction

The branch of telecommunication and information technologies treats one of the most important sectors of economy providing functioning of other industries and the state in general. Further high-quality development of telecommunication infrastructure of the Rostov region is especially important if to consider that need of the population, executive authorities of the Rostov region and local governments of municipal units of the Rostov region grows in communication services from year to year. Despite rapid development of communication services for the last five years, the market of telecommunication services is still far from extent of full saturation.

High demand on harder and harder and various services, the amplifying competition in the market of communication services, high requirements of users to variety, functionality and quality of services promote search of essentially new approaches to development of telecom industry.

One of the bases for formation of the new principles and mechanisms of interaction of public authorities of the Rostov region with the organizations and citizens in the field of development of information society is the Development strategy of information society in the Russian Federation approved by the President of the Russian Federation of 07.02.2008 No. PR-212.

The concept of long-term social and economic development of the Russian Federation until 2020 approved by the order of the Government of the Russian Federation of 17.11.2008 No. 1662-r defined the following priority directions of state policy on information technology development: formation of modern information and telecommunication infrastructure; ensuring high level of its availability; granting on its basis of high-quality services; improvement of quality of life of citizens; development of economic, socio-political and cultural spheres of life of society; improvement of a system of public administration; ensuring competitiveness of products and services in the sphere of information and telecommunication technologies.

The concept of development of communication in the Rostov region until 2020 (further – the Concept) is directed to strategy implementation of social and economic development of the Rostov region till 2020 regarding development of information and telecommunication infrastructure and communication of the Rostov region.

Section 2. Analysis of a state
information and communication
infrastructures of the Rostov region

Development of networks and communication systems in the territory of the Rostov region is characterized by high growth rates of absolute measures of activity of telecom operators, updating of technical base, expansion of a range of the provided services, increase in their quality in recent years. This sphere differs in rather high activity remaining till present. The most relevant problems of development of the information and telecommunication sphere in the Rostov region are: improvement of quality of the rendered services, flexible tariff policy, development of domestic program and electronic providing, expansion of a range of the new information services provided to the population and business, providing services for communication of the remote and remote rural settlements of the Rostov region.

Now communication services in the territory of the Rostov region are provided by 293 operators. At the same time communication services throughout area are rendered by the following telecom operators: JSC Rostelecom, Management of the Federal mail service of the Rostov region – the federal state unitary enterprise "Russian Post" (further – FGUP Russian Post branch), MTS branch of JSC in the Rostov region, Rostov - on - Don VimpelCom branch of JSC, Rostov regional office of the Caucasian branch of JSC MegaFon, CJSC Rostovskaya Sotovaya Svyaz (Tele2-Rostov), branch of Astarta closed joint stock company (Sky Link) (further – CJSC Astarta branch (Sky Link)), the Rostov regional radio television transmitting center branch of the federal state unitary enterprise "RTRS" (further – the Rostov ORTPTs).

Number working in the industry is more than 20 thousand people that is comparable to such branches of economic activity as production of foodstuff (21 thousand people), production of machines and the equipment (21 thousand people), construction (27 thousand people), financial activity (22.9 thousand people).

Turnover of the organizations of communication for January – March, 2012 made 8.2 billion rubles, growth rate by the same period of 2011 – 106.4 percent.

The volume of investment on the largest organizations of communication for 2009 - 2011 was more than 8.9 billion rubles. The volume of investment in 2012 will be about 5.3 billion rubles.

Subsection 2.1. Conductive telephone communication

Now services of local telephone communication in the territory of the Rostov region are provided by 45 telecom operators serving 1.075 million subscribers whose of total 747 thousand – subscribers of JSC Rostelecom, 173 thousand – subscribers of CJSC Comstar Regions. Mounted capacity of telephone exchanges is 1.357 million numbers, from them more than 80 percent are the share of city telephone exchanges, 77 percent of numbers from the general mounted capacity are digital. The regional average density of phones on 100 people on a city telephone network is 30.1 percent, on a rural telephone network – 12.6 percent. The share of digital automatic telephone exchanges in network of the fixed telecommunication makes 62 percent.

For the purpose of providing residents of the Rostov region with services of local, long distance (international) telephone communication and granting a possibility of a free call of operational services in each settlement of the Rostov region with constantly living population are established to them and universal payphones are operated. In total 2466 payphones are installed.

The topology of intra-zone network of telephone communication has ring structure, is based on fiber-optic communication links (further – FOCL). Total length of FOCL is more than 2.5 thousand kilometers. Level of a covering of FOCL in relation to the total length of intra-zone communication lines reached 100 percent.

In 2011 the works on laying of FOCL to all 55 administrative centers of municipal units and to 91 rural settlements of the Rostov region are completed. Today laying of FOCL is necessary to more than 2,000 rural settlements of the Rostov region. In 2012 the laying of FOCL to 2 settlements of the Rostov region is planned (Huth. Cheerful and Huth. Russian Well of Neklinovsky district).

Subsection 2.2. Mobile radiotelephone communication

Services of mobile radiotelephone communication are provided: MTS branch of JSC in the Rostov region, Rostov - on - Don VimpelCom branch of JSC, Rostov regional office of the Caucasian branch of JSC MegaFon, CJSC Rostovskaya Sotovaya Svyaz (Tele2-Rostov) and CJSC Astarta branch (Sky Link) in the Rostov region – with use of 4894 base stations, at the same time the number of the realized SIM cards was 6.690 million units.

Key performance indicators of the operators of mobile radiotelephone communication providing services in the territory of the Rostov region are reflected in the table below.

3G networks put in the territory of the Rostov region into commercial operation allow subscribers to realize the whole complex of the additional opportunities given by mobile operators, so with the advent of networks of the third generation the residents of the Rostov region have an opportunity to use the mobile Internet (further – the Internet) at the speeds comparable with the broadband Internet from operators of a fixed telephony to 3.6 Mbit a second. Subscribers can quickly work with corporate network and email applications, watch stream video.

Broadband access to the information and telecommunication Internet in the territory of the Rostov region is provided by 89 companies with use of 842 thousand ports.

Subsection 2.3. Services of a mail service

Services of a mail service in the territory of the Rostov region are provided by 10 operators (FGUP Russian Post, LLC Dimex, CJSC City Rapid, LLC SPRS Express, LLC Kuryer-Service Rostov-on-Don, JSC Freyt Link, LLC Southern Post Company, CJSC Armadillo Business Posylka, Management of special communication on the Rostov region, the Citymeyl-Yug Company) with use of 1130 objects, 1121 from them – objects of Management of the Federal mail service of the Rostov region – FGUP Russian Post branch.

Management of the Federal mail service of the Rostov region – FGUP Russian Post branch is the only operator of a mail service providing services to a mail service in rural areas. 19 post offices, 269 city and 833 rural offices of a mail service are its part. In offices of a mail service 622 public Internet access points to the Internet function, from them 420 render universal communication services.

Subsection 2.4. Services of radio and wire broadcasting

Services in radio broadcast of sound programs are provided by 43 telecom operators (5 from them – in rural areas) with use of 117 transmitters providing coverage not less than 80 percent of the population of the Rostov region with 3 radio channels.

The Federal State Unitary Enterprise RTRS Rostovsky branch a regional radio television transmitting center carries out broadcasting in the territory of the Rostov region of the national radio channels – the Lighthouse and Radio of Russia.

In the Rostov region during implementation of the regional target program "Development of TV and Radio Broadcasting in the Rostov Region for 2006 - 2008" at the expense of means of the regional budget the network of 13 radio transmitters of FM range which covered broadcasting by the national radio channel the Lighthouse with regional inserts more than 80 percent of the territory of the Rostov region is built.

In 2007 - 2008 from means of the regional budget 1.2 million rubles were allocated and acquired for needy inhabitants of the Rostov region 3 997 of radio receivers of FM range. The Rostov branch of JSC Rostelecom instead of the abolished radio receiving stations to inhabitants transferred on a grant basis 17,014 all-wave radio receivers.

Commercial broadcasting companies broadcast radio channels: Echo of Moscow, Russian Radio, Europe Plus, Radio Dacha, Hit FM, Car of Radio and others.

Services of wire broadcasting in the territory of the Rostov region are rendered by 2 telecom operators – the Rostov branch of JSC Rostelecom and municipal autonomous institution of Info Radio with use of 122 broadcasting centers. 118 broadcasting centers, 91 of which are under authority of the Rostov branch of JSC Rostelecom – in rural areas.

As of the beginning of 2012 in 209 settlements of the Rostov region 60,456 radio receiving stations are operated. However despite improvement of quality of the broadcast signal due to modernization of the equipment of wire broadcasting in 2005, elimination of subscribers increases.

Subsection 2.5. On-air television broadcasting

Services of on-air television broadcasting in the territory of the Rostov region are provided by 51 telecom operators (12 from them – in rural areas) with use of 1,375 transmitters providing the following coverage zone of the population of the Rostov region:

1 program – not less than 99.8 percent;

2 programs – not less than 97.2 percent;

5 programs – not less than 96 percent.

The maximum cover zone is provided by the Rostov ORTPTs incorporating 112 powerful and srednemoshchny television transmitters broadcasting the main national TV channels.

Subsection 2.6. Cable television

Broadcast of TV programs with use of networks of cable broadcasting is carried out by 29 operators (8 from them – in rural areas) with use of 124 networks. Internet service providers and 3G networks of mobile network operators of communication also give an opportunity of access to TV channels by means of Global network.

The total number of subscribers makes 410 thousand, the number of the programs broadcast by operators fluctuates from 11 to 100.

Subsection 2.7. Trunking mobile radio communication

Trunking mobile radio communication – the system of a two-way mobile radio communication which uses the range of very high frequency. Trunking communication is used in the office activity by such organizations as: services of fire protection, service of reaction in emergency situations, services of emergency medical service, service of police, emergency service of gas network, etc. This type of communication is generally used in various standards of an analog format.

In the territory of the Rostov region at the expense of extrabudgetary sources of financing the system of a digital trunking radio communication of the TETRA standard is put into operation. At the moment the cover zone of a system of a digital trunking radio communication of the TETRA standard includes the cities of Rostov-on-Don, Azov, Taganrog, Bataysk, Aksay.

Subsection 2.8. Satellite communication

Satellite communication – one of types of a radio communication based on use of artificial Earth satellites as repeaters. Satellite communication is carried out between terrestrial stations which can be both stationary, and mobile.

By means of satellite communication such services as are rendered: satellite television, the satellite Internet, services of local, intra-zone, long distance (international) telephone communication and the emergency call of operational services by means of satellite universal payphones.

Each resident of the Rostov region at acquisition of the necessary equipment can use services of satellite television. Universal payphones in 656 remote rural settlements where there are no wire communication lines work with use of satellite telephone communication in the territory of the Rostov region now.

Section 3. Trends of development of telecommunication
infrastructures of the Rostov region

At a present stage of development of society the understanding of need of use of telecommunications for formation of economy and social infrastructure of the Rostov region more and more increases. It is already impossible to imagine activity of various organizations without use of modern means of communication. The need for use of modern information and communication technologies and at the population of the Rostov region, and not only in large settlements, but also in rural settlements increased. Services of the organization of remote jobs and online stores are more and more demanded.

The priority direction of development of communication in the territory of the Rostov region until 2020 is need of continuation of creation of information infrastructure of the Rostov region and, first of all, providing rural settlements with modern communication services.

During implementation of the Concept there has to be a further development and modernization of the existing communication networks, construction of FOCL on local networks, universal construction of FOCL directly to houses of inhabited residential districts of all large cities of the Rostov region and also IP-telephony introduction. The problem of "the last mile" on local telephone networks is supposed to be realized by means of the systems of a radio access and satellite communication and also other technologies of communication (Wi-Fi, UMTS, WiMax, LTE) the existing cable lines allowing to expand opportunities.

The main objective in TV and radio broadcasting for this period is, first of all, an introduction of digital TV and radio broadcasting, preservation and support to the existing network of distribution of television and broadcasting programs, the gradual translation of wire broadcasting in rural areas on radio.

Development of communication networks of new generation, mobile broadband Internet access, services of high-speed data transmission, "cloud" services became the main instrument of further development of cellular communication, in the part concerning introduction of new services of high-quality services. Cloud services are use of the centralized remote data-processing center in which computer resources and capacities are provided to the end user as Internet service, at the same time the user needs no special knowledge of infrastructure of "cloud" or skills of management of this "cloud" technology.

Improvement of quality of provision of services by development of a system of logistics, modernization of post offices, expansions of post infrastructure, increase in overall performance of network of a mail service, introduction new, including, hi-tech services is provided in a mail service.

Section 4. Main problems, risks
and competitive advantages of development and operation
telecommunication infrastructure of the Rostov region

The main problems of development and operation of telecommunication infrastructure of the Rostov region are:

unevenness of intraregional distribution and high differentiation of availability to the population in particular living in rural areas, means of communication, points of Internet access and providing services with use of telecommunication infrastructure;

duration of coordination by authorities of municipal units of sites of new objects of communication;

granting the land plots by municipal units in which communication lines, in the property of natural and legal entities and delivery of permissions to performance of construction works on these land plots without coordination with telecom operators are laid;

sale or transition of the right of rent of the rooms which are owned by municipal units in which the telecommunication equipment, to the natural or legal entities which are not providing communication services is located;

infrastructure restrictions regarding execution (coordination) of necessary documents and interaction with the network organizations within signing of the contracts on technological accession to power supply networks;

prevalence and priority development of telecommunication infrastructure in the cities and large settlements of the Rostov region in connection with the high cost and duration of payback of construction in rural areas;

low level and the narrow range of services, provided in rural areas with use of telecommunication infrastructure;

dependence of income gained from the provided communication services from development of economy;

lack of a covering and uncertain reception of mobile radiotelephone communication in remote rural settlements of the Rostov region;

discrepancy of number of offices of a mail service in the cities and rural areas to standards of service of the population.

The main risks of development and operation of telecommunication infrastructure of the Rostov region are:

provision of services by branches which head enterprises are registered outside the Rostov region;

dependence of activities of the companies for provision of services of communication on a macroeconomic situation in the Rostov region and Russian Federation in general;

existence of the competitive environment in the field of a mail service only in the sector of highly profitable services;

lack of the mechanism of providing the population of the Rostov region with subscriber prefixes for reception of a digital TV signal;

the low volume of investment into construction and reconstruction of telecommunication infrastructure in rural areas.

The main competitive advantages of development and operation of telecommunication infrastructure of the Rostov region concerning other subjects of the Southern Federal District are:

advantageous geographical location (primary passing across the territory of the Rostov region of the communication lines connecting the center of Russia with the South);

existence of educational institutions on training of highly qualified specialists in the industry of communication;

presence of production capacities on development and release of the equipment for telecommunications agencies;

existence of demand for communication services, solvency of the organizations and population.

Section 5. Main objectives and problems of development
telecommunication infrastructure of the Rostov region

It is possible to solve the main problems of development and operation of telecommunication infrastructure of the Rostov region by elaboration of the coordinated actions of authorities of all levels and representatives of business community, formation of attractive conditions for telecom operators and complex use of both traditional, and nonconventional telecommunication decisions, such as: development of systems of a radio access, networks of cellular communication, creation of multiservice networks, etc.

Besides, it is expedient for the accelerated development in the Rostov region of information society to increase quality of services in the sphere of information and communication technologies and to provide development of basic infrastructure of information society with use of mechanisms of public-private partnership.

Main objectives of further development of information and telecommunication infrastructure of the Rostov region until 2020 are:

effective use and further development of information and telecommunication technologies for maintenance of steady growth of economy, providing the public and municipal services and improvement of quality of life of the population of the Rostov region;

ensuring further development of socially important types of communication: conductive communication, cellular communication, satellite communication, digital TV and radio broadcasting, mail service;

increasing investments into development of the industry and building of its share in an economic component;

improvement of quality of the rendered services, flexible tariff policy, expansion of a range of the new information services provided to the population and business, providing services for communication of the remote and small rural settlements of the Rostov region.

Achievement of goals provides the solution of tasks of the following directions.

Telephone conductive and mobile radiotelephone communication:

development of infrastructure of access to services of the electronic government for the purpose of improvement of quality of life of citizens and improvement of conditions of development of business in information society;

providing economically and socially reasonable needs for communication services and realization of the existing transit capacity of the Rostov region, including when holding Olympic Games 2014 in Sochi and the FIFA World Cup in 2018;

ensuring price availability of communication services due to development of the competitive environment;

elimination of "white spots" in settlements of the Rostov region and the guaranteed covering of highways of federal and regional importance with use of networks of mobile radiotelephone communication;

creation of the innovative and effective telecommunication sector in the territory of the Rostov region;

connection of all administrative centers of city and rural settlements to optical communication lines that will allow to provide: first – the organization of a system of interdepartmental electronic interaction, secondly – a possibility of the organization in rural settlements of access to resources for receiving the public and municipal services in electronic form, thirdly – increase in capacity of communication channels for the purpose of the organization in the settlement of broadband Internet access;

the further modernization of network of the fixed telephone communication directed to 100 percent digitalization and replacement of the outdated equipment;

development of networks of wireless broadband access which means a covering not less than 60 percent of the territory of accommodation of the population by networks of wireless broadband access with use of modern technologies of a radio access (UMTS, WiMax, LTE);

elimination of the administrative barriers interfering development of telecommunication infrastructure of the Rostov region.

Mail service:

optimization of post logistics (construction in the city of Bataysk of the regional automated sorting center of a mail service for the benefit of the Southern Federal District);

improvement of quality of services of a mail service and extension of their list due to implementation of new technologies (rendering services online, reception and payment of wire transfers, etc.);

connection of all offices of a mail service to the Internet on high-speed communication channels;

creation of the centers of public access to Internet and the multipurpose centers of providing the public and municipal services on the basis of 622 offices of a mail service equipped with public Internet access points;

the organization of the allocated reception of departures from legal entities;

construction of new offices of a mail service and annual reconstruction not less than 20 available offices of a mail service;

reduction of number of offices of a mail service in the cities and rural areas to standards of service of the population.

TV and radio broadcasting:

creation of network of digital television broadcasting of the 1st multiplex within the federal target program "Development of TV and Radio Broadcasting in the Russian Federation for 2009 - 2015";

creation of prerequisites (conditions) for introduction of the 2nd and 3rd multiplexes in the Rostov region;

rendering the state support to the broadcasting companies which are carrying out distribution of socially important programs with use of electronic mass media;

creation of conditions for development of alternative forms of broadcasting, including Internet broadcasting, distribution of TV and radio broadcasting with use of communication networks of mobile network operators.

Trunking communication:

Considering that trunking communication is used in the office activity by the emergency operational services of various departments which in emergency situations require interaction with each other, it is necessary upon transition from the analog equipment to digital to organize and provide compatibility of work of means of trunking communication in the uniform standard.

Satellite communication:

Now in the territory of the Rostov region services of satellite communication are provided, however monitoring of communication of this type is not carried out in view of absence of the operators registered in the territory of the Rostov region. When developing actions for development of telecommunication infrastructure in the Rostov region the satellite communication needs to consider development in the territory of the Rostov region.

Section 6. Standard and legal basis for development
telecommunication infrastructure of the Rostov region

The concept is developed in compliance with federal laws of 27.07.2010 No. 210-FZ "About the Organization of Providing the Public and Municipal Services", of 07.07.2003 No. 126-FZ "About communication" and of 17.07.1999 No. 176-FZ "About a mail service", the order of the Government of the Russian Federation of 17.11.2008 No. 1662-r "The concept of long-term social and economic development of the Russian Federation until 2020", the Development strategy of information society in the Russian Federation approved as the President of the Russian Federation of 07.02.2008 No. Pr-212, the Russian Federation Government decree of 08.09.2010 No. 697 "About the Uniform System of Interdepartmental Electronic Interaction", the order of the Government of the Russian Federation of 20.10.2010 No. 1815-r "About the State program of the Russian Federation "Information society (2011 - 2020)", the order of the Government of the Russian Federation of 17.11.2008 No. 1663-r "About the statement of the main activities of the Government of the Russian Federation until 2012", the resolution of Legislative Assembly of the Rostov region of 30.10.2007 No. 2067 "About the Adoption of Strategy of Social and Economic Development of the Rostov Region until 2020" , the resolution of Administration of the Rostov region of 27.07.2009 No. 368 "About an Order and Conditions of Granting Subsidies to Broadcasting Companies for Compensation of a Part of Cost of Distribution of Socially Important Programs with Use of Electronic Mass Media", the resolution of Administration of the Rostov region of 21.07.2011 No. 465 "About the Regional System of Interdepartmental Electronic Interaction of the Rostov Region".

Development of telecommunication infrastructure in the Russian Federation as branch of economy, competitive at world level, is followed by formation of the industry federal legislation and also emergence of regional decisions – initiatives of the territorial subjects of the Russian Federation directed to support of development of telecommunication infrastructure. Regional initiatives arise because territorial subjects of the Russian Federation are interested in that the perspective direction – information technologies became one of independent segments of economy in regions, and take for this purpose certain steps.

According to Article 71 of the Constitution of the Russian Federation treats exclusive maintaining the Russian Federation federal information and communication. It is specified in Article 72 of the Constitution of the Russian Federation that objects of joint maintaining the Russian Federation and territorial subjects of the Russian Federation are:

questions of possession, use and order of the earth, subsoil, water and other natural resources;

general issues of education, education, science, culture, physical culture and sport;

establishment of the general principles of taxation and collecting in the Russian Federation;

administrative, administrative and procedural, labor, family, housing, land, water, forest law, legislation on subsoil, on environmental protection.

Article 73 of the Constitution of the Russian Federation specifies that "outside maintaining the Russian Federation and powers of the Russian Federation for objects of joint maintaining the Russian Federation and territorial subjects of the Russian Federation the territorial subjects of the Russian Federation have all completeness of the government".

The specified norms and also the analysis of the existing federal and regional legislation allow to draw a conclusion that definition of effective forms of support of development of telecommunication infrastructure in the Rostov region is possible, in particular, within the following legal acts of the Rostov region:

Regional law of 10.05.2012 No. 843-ZS "About Regional Taxes and Some Questions of Taxation" ;

Regional law of 01.10.2004 No. 151-ZS "About Investments in the Rostov Region" ;

Regional law of 02.07.2008 No. 35-ZS "About Granting the State Guarantees of the Rostov Region" ;

Regional law of 22.07.2010 No. 448-ZS "About Bases of Public-private Partnership";

the Decree of the Government of the Rostov region of 23.09.2011 No. 6 "About the approval of the Regional long-term target program "Creating Favorable Conditions for Attraction of Investments into the Rostov Region for 2012 - 2015";

resolution of Administration of the Rostov region of 27.07.2009 No. 368 "About an Order and Conditions of Granting Subsidies to Broadcasting Companies for Compensation of a Part of Cost of Distribution of Socially Important Programs with Use of Electronic Mass Media".

Section 7. Mechanisms and the main
instruments of implementation of the Concept

Subsection 7.1. Mechanisms of implementation of the Concept

Mechanisms of implementation of the Concept are:

elimination of the administrative barriers interfering development of telecommunication infrastructure of the Rostov region;

increase in efficiency of interaction of public authorities of the Rostov region and business community in realization of the actions directed to development of investment priorities, harmonization of investment projects with plans of social and economic and territorial development of municipal units of the Rostov region;

formation of investment climate, increase in investment attractiveness, creating favorable conditions for development and functioning of telecommunication infrastructure of the Rostov region, including for providing the public and municipal services in electronic form;

granting to telecom operators in accordance with the established procedure the land plots which are in state ownership of the Rostov region and rendering assistance in allocation of the land plots which are in municipal property for development of telecommunication infrastructure of the Rostov region, especially at implementation of investment projects in rural areas;

rendering assistance of a mail service to the organizations in placement in the territory of the municipal unit of objects of a mail service, allocation of non-residential premises or buildings for placement of offices of a mail service and other objects of a mail service;

application of an integrated approach to creation of rural networks of the access combining a possibility of multiservice optical networks and networks of wireless broadband access;

formation of mechanisms of the state support (public-private partnership) of priority investment projects, in particular in rural areas, the strategic problems of the Rostov region directed to achievement.

For realization of mechanisms of the Concept funds of operators, donations of legal entities and individuals, the involved investments according to the Regional law of 01.10.2004 No. 151-ZS "About Investments in the Rostov Region" and the Decree of the Government of the Rostov region of 27.02.2012 No. 128 "About an Order of Participation of the Parties of Public-private Partnership in Implementation of the Investment Project in the territory of the Rostov Region" can be raised.

Subsection 7.2. Main instruments of implementation of the Concept

The most effective way of achievement of the set indicators of development of communication is technically also economically reasonable interconnected complex of actions of development of the industry developed taking into account investment programs of telecom operators for all directions of development.

Development of a comprehensive plan of development of telecommunication infrastructure of area by main research institute until 2020 with justifications of volumes of necessary investments and sources of financing, first of all, is necessary for implementation of this Concept.

The main instruments of implementation of the Concept have to become:

actions for development of telecommunication infrastructure in the Rostov region;

actions for social and economic cooperation in the territory of the Rostov region between the Government of the Rostov region and parent organizations of telecommunications agencies;

actions for implementation of investment projects on development of telecommunication infrastructure in municipal units (rendering assistance in allocation and registration of the land plots for communication construction of facilities, coordination with the ministry of information technologies and communications of the Rostov region of projects of building, allocation of rooms to the operators providing universal communication services) with participation of the ministry of information technologies and communications of the Rostov region, administrations of the municipal districts and telecom operators providing communication services in the territory of the Rostov region.

It is also necessary:

creation of an effective uniform system of strategic planning of development of telecommunication infrastructure, mobile radio communication and mail service in territories of municipal units of the Rostov region with participation of all interested federal and regional authorities, authorities of municipal units and telecom operators;

development and improvement of standard legal support of the Rostov region, preparation of the legislative initiatives aimed at providing non-discriminatory access to the existing infrastructure of telecom operators and simplification of procedures of accession and commissioning of linear objects of communication;

implementation of investment projects, especially in rural areas, method of public-private partnership and active interaction between telecom operators;

interaction of operators of mobile radiotelephone communication concerning joint placement of the antenna and mast equipment on towers (masts, columns) belonging to one of operators.

Section 8. The expected results of implementation of the Concept

Implementation of the Concept will allow to achieve the following results:

creation of attractive conditions to telecom operators for development of telecommunication infrastructure of the Rostov region, including in rural areas;

increase in reliability of a communication network due to introduction of mechanisms of observance of a complex of security actions of linear objects of communication;

providing settlements of the Rostov region with Internet access of 100 percent with the population not less than 500 people;

providing 100 percent of settlements of the Rostov region with a possibility of access to communication services;

increase in level of availability to the population of basic services in the sphere of telecommunication technologies, including when providing the public and municipal services;

providing 100 percent replacement of analog telephone exchanges by the digital switching equipment;

providing to an opportunity access to services of mobile radiotelephone communication in all settlements of the Rostov region and providing with consistent reception highways of federal and regional importance;

ensuring coverage with digital multiprogramme TV and radio broadcasting not less than 98.8 percent of the population of the Rostov region;

connection of 100 percent of offices of a mail service to the Internet;

expansion of a range and quality of the provided services of a mail service, including online.

The present Concept is a basis for study of questions of attraction of investment and credit resources of the domestic and foreign companies, adoption of necessary decisions on support of telecommunication infrastructure of the Rostov region.
