The city system of the stormwater drainage system is a complex of the opened and closed drainage system making collecting and removal of rain, melt water from the adjacent territory of residential (housing estate) and industrial zones, territories of highways and sidewalks.
The total area of a reservoir in the city of Rostov-on-Don is about 13,500 hectares and includes 35 independent pools.
Total length of city networks of the water disposal system of linevy waters is 173 km, including 156 km of the closed drainage system and 17.0 km open that makes about 20% of necessary for effective removal of drains.
In most cases the drainage system from territories in the city is carried out on the carriageway of intra domestic and intra quarter highways with further dumping on city highways. As precipitation of storm character with big intensity at which the amount of precipitation can make per day more monthly norm prevails in the summer, the taken-away drains create threat of flooding of territories and violation of normal functioning of all systems of city providing.
The system of the stormwater drainage system existing currently consisted of separate elements, by construction of separate storm conduits, rain wells, receivers and trays, for the solution of local problems of withdrawal of superficial drains.
The last decades creation of the stormwater drainage system was carried out only within construction or reconstruction of highways and was not calculated on reception of drains from the developing territories.
An integrated approach was not applied to creation of a system of the stormwater drainage system.
Increase in speed of construction of multy-storey building, highways, improvements of the territory an asphalt concrete and tiled covering lead to increase in the area of a reservoir by 40-50 hectares annually, to reduction of the area of the draining soil and violation of conditions of a natural drain of storm and melt water, in the absence of any actions for modernization of the existing network of the stormwater drainage system.
Taking into account the changes made in April, 2020 in "Rules of land use and building of the city of Rostov-on-Don" any sredneetazhny and high-rise housing estate in the territory of the city has to be carried out only on the basis of the site plannings developed and approved in accordance with the established procedure and land surveying of the respective territories. At the same time special attention is paid to existence in projects of the closed system of assignment of storm drains.
However these measures in the absence of an integrated and system approach to the organization of removal of surface sewage do not allow to resolve fully an issue of elimination of floodings of the urban area during intensive loss of precipitation.
Only in the territory of the Western inhabited massif, including the residential Area of Leventsovsky, during the period from 2006 to 2020 more than 150 permissions for construction of apartment houses are issued, at the same time as a way of withdrawal of a surface water in all cases the project provided the open system of branch on the planned surfaces of the earth, including carriageway trays that is one of immediate causes of load of the existing networks of the stormwater drainage system.
According to the scheme of reconstruction and development of the stormwater drainage system of the Master plan of the city of Rostov-on-Don for 2007 - 2025 all territory of the city is conditionally divided into 35 integrated pools of a reservoir, taking into account a relief and the existing network of the rain sewerage.
The location of design treatment facilities and releases of the cleaned drains, taking into account the existing building, a relief, hydrological and other necessary conditions is defined.
The existing situation leads to education on the underestimated sections of highways and other territories of so-called "lenses" of a reservoir:
1) intensive building of the territory of 1, 2, 3 and 6 residential districts of the residential Area of Leventsovsky leads to flooding of a beam of Ryabinin and the lower part of N-CGP "Amateur Gardener";
2) building in borders of Milchakov St. - Blagodatnaya St. – Sorge St. – Stabilnaya St. creates difficulties to withdrawal of storm drains from the highway on Malinovsky St., especially sharply consequences are shown on the site from Stachki Avenue to 339th Strelkovaya Diviziya St. and also the top part of the territory of N-CGP "Amateur Gardener";
3) the housing estate on Izvilistaya St., Zavodskaya St., Magnitogorskaya St. creates excessive load of the existing storm collector and leads to flooding of territories of housing estates and Vsesoyuznaya St.
The specified territories belong to pool No. 1 concerning which the feasibility study on development of a system of removal of rain and melt water is developed, borders of a watershed, the area of a reservoir, volumes and the directions of withdrawal of storm drains are defined.
The actions necessary for the system solution of problems of the pool include construction of the main collector of high capacity along Malinovsky St. and network of the minor collectors providing collecting superficial drains from the above-stated territories with their further direction on treatment facilities before release in natural waterways.
Within carrying out this work four stages of realization of actions for development of networks of the stormwater drainage system are defined.
It is necessary to provide with a primary stage of realization withdrawal of a surface water with Malinovsky St. by construction of the collector with a total length of 5.4 km with a diameter up to 2.5 m on the site from the railway overpass to Vsesoyuznaya St. with construction of treatment facilities and dumping of the cleaned drains into river. Dead Donets.
Within the second stage, construction of the collector with a diameter of 1.6 m along railway tracks of the northwest industrial zone 4.4 km long and six minor collectors with a diameter of 0.4 m and with a total length of 6.2 km is provided.
The third and fourth stages plan construction of networks of the rain sewerage with a diameter of 0.8 m on Dovator St. from Madoyan St. to the collector along railway tracks 4.4 km long, the collector for Sovkhoznaya St. 2 km long, the collector 3 km long with a diameter of 1.6 m on the western border of the residential Area of Leventsovsky with transition to a collector with a diameter of 2.5 m with construction of treatment facilities near Peskov St. and dumping of drains into river. Dead Donets.
Also within this stage the channeling of Zhdanov St., Solzhenitsyn St., Eremenko St. (to Madoyan St.), by st. of 339-Rifle division, Sorge St., Milchakov St. and so forth is provided. Strikes.
Total length of collectors which construction is planned within four stages is 42.7 km.
Realization of these actions will allow to organize ordered withdrawal of storm drains from the territory of the residential Area of Leventsovsky, perspective building of "Leventsovsky-2" and the most part of the existing building of the Western inhabited massif and also to solve problems of flooding of Malinovsky St., Vsesoyuznaya St. and N-CGP "Amateur Gardener".
Also the issue of development of a system of removal of rain waters from the central part of the city and east part of Zheleznodorozhny district is particularly acute (Region of Landvortsa).
Due to development of objects of transport infrastructure, buildings and improvements of the territory along Sivers St. and near Landvorts are created prerequisites for a congestion of storm waters at the station square.
In the central part of the city unsatisfactory operation of the stormwater drainage system is connected with the insufficient capacity of the general collector constructed in 1893 and passing between Pushkinskaya St. and B. Sadovaya St. from Voroshilovsky Ave. with an exit to the Temernik River that already led to tragic consequences in 2016.
Taking into account the developed feasibility studies on development of a system of removal of rain and melt water of pools No. 17 and No. 19 the solution of problems of these territories is possible by laying of the collector of the stormwater drainage system on Stavsky St. and Respublikanskaya St. with a diameter of 2.5 m and the collector on Balakirev St. and Chukhnovsky Lane with a diameter of 1.6 m and construction of treatment facilities for dumping of waters into the Temernik River near Landvorts and also laying of the main collectors along Budennovsky Ave. (diameter of 2.0 m 3.1 km long.), Kirovsky Ave. and Beregovoy St. (diameter of 2.0 m 7.3 km long) with the further direction of drains on the local treatment facilities located in a left-bank part of the city.
Realization of the above-stated actions and also further development of the feasibility studies on other pools providing complex full development of a system of removal of storm waters in the territory of all city will allow to resolve cardinally an issue of elimination of floodings of the urban area during intensive loss of an atmospheric precipitation.
Due to the existence in all described territories of the existing dense building, the developed engineering infrastructure and, as a result, lack of free corridors, construction of storm collectors of deep laying is necessary that causes the expensive nature of these actions.
Similar design decisions on construction of the main collectors were already applied to ensuring removal of economic and household waters from the territory of the city.
In particular, in 2019 the construction of collector No. 53 for channeling of the northwest industrial zone and removal of infrastructure restrictions when building the residential Area of Leventsovsky and perspective building of "Leventsovsky-2" and also part of the territory of the western inhabited massif is completed. The cost of construction was 1.7 billion rubles. This object allows to carry out assignment of drains in the self-flowing mode, having excluded a number of sewer pump stations from the scheme of water disposal that increases reliability of systems and reduces growth of operating costs.
In 2021 it is planned to start actions for elimination of an emergency on collecting pipe No. 68 worth 1.9 billion rubles.
At the request of the governor of the Rostov region V.Yu. Golubev the application of the Government of the Rostov region for participation in the national Housing project of actions for construction of the second stage of collecting pipe No. 62 for providing the territory of the former Rostov civil airport with objects of engineering infrastructure and allocation of a subsidy in a size about 7 billion rubles for realization is prepared. Extent of an object is 8.7 km.
