According to the budget legislation of the Russian Federation the Government of the Rostov region decides:

 

1. To approve the Order of development, realization and assessment of efficiency of state programs of the Rostov region according to appendix No. 1.

2. To recognize become invalid for the Decree of the Government of the Rostov region according to the List according to appendix No. 2.

3. The present resolution comes into force from the date of its official publication.

4. To impose control over the implementation of the present resolution on the deputy governor of the Rostov region A.Yu. Izotov.

ORDER

developments, realization and estimates

efficiency of state programs of the Rostov region

 

 

1. General provisions

 

1.1. The real Order defines rules of development, realization and assessment of efficiency of state programs of the Rostov region and also control of the course of their realization.

1.2. The basic concepts used in the real Order:

the state program of the Rostov region (further – the state program) – the document of strategic planning containing a complex of the planned actions interconnected on tasks, implementation terms, performers and resources and providing the most effective achievement of the goals and the solution of problems of social and economic development of the Rostov region;

the subprogramme of the state program (further – the subprogramme) – the part of the state program allocated proceeding from scale and complexity of the tasks solved within the state program, and containing a complex of the main actions, priority main actions and actions of the departmental target programs interconnected on terms, resources and performers;

the departmental target program – the complexes of the actions directed to the solution of separate tasks within powers of one executive authority of the Rostov region coordinated on resources and terms of implementation;

the main action – the complex of the actions united proceeding from need of the solution of a task of the subprogramme, including if necessary including priority actions;

the project – a complex of the interconnected actions directed to achievement of unique results in the conditions of temporary and resource restrictions;

priority main action – a complex of the priority actions united proceeding from need of the solution of a task of the subprogramme, which are a part of the project which passport is approved by Council for project management at the Governor of the Rostov region and also the project directed to implementation of the national project (program) developed according to the Decree of the President of the Russian Federation of 07.05.2018 No. 204 "About the National Purposes and Strategic Problems of Development of the Russian Federation until 2024" (further – the national project (program);

priority action – the action as a part of the main action or a priority main action which is a part of the project which passport is approved by Council for project management at the Governor of the Rostov region and also the project directed to implementation of the national project (program);

the executive of the state program – the executive authority of the Rostov region determined by the Government of the Rostov region responsible for development, realization and assessment of efficiency of the state program, providing interaction of collaborators and participants of the state program;

the collaborator of the state program – the executive authority of the Rostov region which is responsible for development, realization and assessment of efficiency of the subprogrammes which are a part of the state program;

the participant of the state program – the public authority of the Rostov region, local government of the municipal unit of the Rostov region, public institution of the Rostov region or municipal institution participating in realization of one or several main actions of the subprogramme, priority main actions, the actions of the departmental target program which are a part of state programs and also the state non-budgetary fund, territorial state non-budgetary fund, other legal entity which are carrying out the financing of the main actions of the subprogramme, priority main actions, the actions of the departmental target program which are a part of state programs which are not collaborators.

1.3. The state program includes not less than two subprogrammes containing including, the main actions, priority main actions and events of departmental target programs held by the executive, collaborators and participants of the state program and is approved by the Decree of the Government of the Rostov region.

1.4. Development, formation and the realization of state programs (departmental target programs within state programs) is enabled on the basis of provisions of the real Order and according to requirements of methodical recommendations about development and implementation of state programs of the Rostov region which are approved by the Ministry of Economic Development of the Rostov region in coordination with the Ministry of Finance of the Rostov region (further – methodical recommendations).

1.5. Entering into the state program of the actions similar to provided in other state programs is not allowed.

 

2. Requirements to contents of the state program

 

2.1. State programs of the Rostov region are developed according to the priorities of social and economic development determined by the strategy of social and economic development of the Rostov region taking into account industry documents of strategic planning of the Russian Federation.

When forming state programs the purposes, tasks and actions of projects which passports are approved by Council for project management at the Governor of the Rostov region are also considered.

When forming the purposes, tasks and the main actions, priority main actions and actions of departmental target programs and also the target indicators characterizing them, volumes of the relevant sources of financing, including budgets of the budgetary system of the Russian Federation, extrabudgetary sources and also other instruments of public policy influencing achievement of results of the state program are considered.

Values of target indicators of state programs have to be formed taking into account parameters of the forecast of social and economic development of the Rostov region.

2.2. The term of implementation of the state program is defined by the period of action of strategy of social and economic development of the Rostov region.

The term of implementation of the state program of the Rostov region "Formation of the modern urban environment in the territory of the Rostov region" is defined by the Government of the Rostov region.

2.3. The state program contains:

the passport of the state program of the Rostov region in a form according to appendix No. 1 to the real Order;

passports of subprogrammes in a form it is similar to the passport of the state program, except for the subsections "collaborator" and "subprogrammes" which in passports of subprogrammes are absent;

the text part of the state program containing the description of priorities and purposes of public policy in the respective sphere, a general characteristic of participation of municipal units of the Rostov region in implementation of the state program;

lists of investment projects (construction objects, reconstruction, capital repairs which are in state ownership of the Rostov region, municipal property);

the list of target indicators of the state program (subprogrammes) with interpretation of planned values by years of realization;

the list of the main actions, priority main actions and actions of departmental target programs with the indication of terms of their realization, the performer and interrelation with indicators of the state program (subprogrammes);

information on resource providing the state program at the expense of means of the regional budget, gratuitous receipts in the regional budget, means of local budgets and extrabudgetary sources ( with interpretation according to subprogrammes, the main actions of subprogrammes, priority main actions, actions of departmental target programs, the main managers of means of the regional budget and also by years of implementation of the state program);

justification of need of use of tax, tariff, credit and other tools for achievement of the goal and (or) the end results of the state program with financial assessment on stages of its realization ( in case of their use);

the volume of allocations having documentary confirmation of the participants of the state program providing additional sources of financing (in case of realization of separate actions, priority actions of the state program at the expense of extrabudgetary sources of financing);

order of granting and distribution of subsidies from the regional budget to local budgets, a technique of distribution of other interbudgetary transfers from the regional budget to local budgets and rules of their granting (in case by the state program it is provided such subsidies, other interbudgetary transfers);

other information according to methodical recommendations.

2.4. Target indicators of the state program have to characterize quantitatively the course of its realization, the solution of the main objectives and achievement of the goals of the state program and also:

to reflect specifics of development of a concrete field of activity, problems and the main objectives to which solution the implementation of the state program is directed;

to have quantitative value;

to depend directly on the solution of the main objectives and implementation of the state program;

to meet other requirements defined according to methodical recommendations.

2.5. In the list of target indicators of the state program indicators which values satisfy to one of the following conditions are subject to inclusion:

are determined on the basis of data of the state statistical observation, including by municipal units of the Rostov region;

pay off by the techniques presented by the executive of the state program at a coordination stage to the Ministry of Economic Development of the Rostov region along with the draft of the state program;

are established by the current legislation.

2.6. In case the state program is directed to achievement of the goals relating to questions of local value it also contains:

justification of structure and values of the target indicators of the state program characterizing achievement of the end results on stages of its realization on municipal units of the Rostov region;

substantiation of measures on coordination of activity of local governments of municipal units of the Rostov region for achievement of the goals and the end results of the state program, including by implementation of the appropriate municipal programs;

the volume of expenses of the consolidated budgets of municipal units of the Rostov region on implementation of the appropriate municipal programs with assessment of its influence on achievement of the goals and the end results of the state program on condition of confirmation existence by the regulatory legal act of local government about the statement of the relevant activities of the municipal program;

values of the target indicators on municipal units of the Rostov region included in state programs of the Rostov region which have to correspond to values of target indicators of effectiveness of use of the subsidies provided to budgets of municipal districts and urban districts according to order of expenditure of the subsidies and other interbudgetary transfers provided from the regional budget to local budgets.

2.7. Lists of investment projects (the construction objects, reconstruction, capital repairs which are in state ownership of the Rostov region, municipal property) for the term of implementation of the state program are formed on condition of existence of project (budget) documentation and the positive conclusion of the state (non-state) examination or in the presence in the state program of allocations for development of project (budget) documentation.

Lists of investment projects (the construction objects, reconstruction, capital repairs which are in state ownership of the Rostov region, municipal property) for the next year are formed on condition of existence of project (budget) documentation and the positive conclusion of the state (non-state) examination.

2.8. Requirements to structure and contents of the state program (subprogramme) to the Rostov region the compatriots living abroad are determined by rendering assistance to voluntary resettlement by the Government of the Russian Federation.

 

3. Basis and development stages of the state program

 

3.1. Development of state programs is carried out on the basis of the list of state programs approved by the order of the Government of the Rostov region.

The list of state programs is formed according to the priorities of social and economic policy determined by the strategy of social and economic development of the Rostov region.

3.2. Contains a list of state programs:

names of state programs;

names of executives of state programs;

main directions of implementation of state programs.

3.3. Modification of the list of state programs is carried out by the executive of state programs in a month from the date of adoption by the Government of the Rostov region of the decision on expediency of development of the state program by results of consideration of information on assessment of the planned efficiency of the state program, but no later than July 1 of the current financial year.

3.4. The assessment of the planned efficiency of the state program is carried out by the executive at a stage of its development and carried out for definition of the planned contribution of results of the state program to social and economic development of the Rostov region.

3.5. An indispensable condition of assessment of the planned efficiency of the state program is successful (full) performance of the target indicators of the state program and also the main actions, priority main actions and actions of departmental target programs planned for the period of its realization on time.

As the main criteria of the planned efficiency of implementation of the state program, requirements to which are defined according to methodical recommendations, are applied:

the criteria of cost efficiency considering assessment of a contribution of the state program to economic development of the Rostov region in general, assessment of the impact of the expected results of the state program on various spheres of economy of the Rostov region. Estimates can include as direct (direct) effects of implementation of the state program, and the indirect (external) effects arising in the interfaced sectors of economy of the Rostov region;

the criteria of social efficiency considering the expected contribution of implementation of the state program to social development which indicators cannot be expressed in cost assessment;

the criteria of the budgetary efficiency considering need of achievement of the set results with use of the smallest amount of funds or achievement of the best result with use of the amount of funds determined by the state program.

3.6. Development of the draft of the state program is made by the executive together with collaborators and participants according to methodical recommendations.

3.7. The draft resolution of the Government of the Rostov region on the approval of the state program is subject to obligatory coordination with the Ministry of Finance of the Rostov region and the Ministry of Economic Development of the Rostov region.

The draft resolution of the Government of the Rostov region on the approval of the state program agreed by the executive, collaborators and participants of the state program is sent to the Ministry of Finance of the Rostov region, the Ministry of Economic Development of the Rostov region in the order established by Regulations of the Government of the Rostov region.

The Ministry of Economic Development of the Rostov region considers the draft of the state program (project of modification of the state program) regarding:

observance of the requirements to structure and contents of the state program established by the real Order;

validity of approaches to allocation of the main actions, priority main actions, actions of departmental target programs;

compliances of the purposes, tasks and indicators of the state program (subprogrammes) to the purposes, tasks, indicators enshrined in documents of strategic planning, federal and regional regulations;

compliances of the main actions, priority main actions, actions of departmental target programs to the purposes and tasks of the state program (subprogrammes);

agreements of planned values of indicators and change of the amounts of financing of interconnected main actions, priority main actions, actions of departmental target programs;

compliances of tax expenses to the purposes and tasks of state programs.

The Ministry of Finance of the Rostov region considers:

drafts of the state programs of the Rostov region offered to realization since the next financial year and also projects of changes in earlier approved state programs of the Rostov region on compliance:

to returnable distribution of expenses of the regional budget within the funds of the regional budget of limit indicators of expenses of the regional budget for the next financial year and for planning period brought to the main managers,

to the adopted regional law on the regional budget for the next financial year and for planning period,

tax benefits (the lowered rates on taxes) to provisions of the legislation of the Rostov region on taxes and fees;

drafts of Decrees of the Government of the Rostov region on modification of state programs current financial year on compliance:

to the regional law on introduction of amendments to the regional law on the regional budget for the current financial year and for planning period,

tax benefits (the lowered rates on taxes) to provisions of the legislation of the Rostov region on taxes and fees.

The draft resolution of the Government of the Rostov region on the approval of the state program (project of modification of the state program) agreed by the Ministry of Economic Development of the Rostov region and the Ministry of Finance of the Rostov region is sent the executive to Control Audit Chamber of the Rostov region for conducting financial and economic examination.

The remarks revealed by Control Audit Chamber of the Rostov region during conducting financial and economic examination are reflected in the conclusion which is subject to obligatory consideration by the executive for taking measures to their elimination.

After elimination of remarks the draft resolution of the Government of the Rostov region on the approval of the state program (project of modification of the state program) is subject to the direction in the Ministry of Economic Development of the Rostov region and the Ministry of Finance of the Rostov region in accordance with the established procedure."

3.8. The executive of the state program at a stage of coordination of the draft resolution of the Government of the Rostov region on the approval of the state program or modification of the existing state program on each investment project (the construction object, reconstruction, capital repairs which is in state ownership of the Rostov region) included in the state program presents to the Ministry of Economic Development of the Rostov region:

the copy of the positive conclusion of the state (non-state) examination of the project documentation (in case the project documentation is subject to examination);

copy of the conclusion about reliability of determination of estimated cost of a capital construction project, reconstruction and capital repairs which are in state ownership of the Rostov region.

 

4. Financial security of implementation of state programs

 

4.1. Financial security of implementation of state programs is carried out at the expense of means of the regional budget. Besides, financial security of implementation of state programs can be carried out due to gratuitous receipts in the regional budget, local budgets and extrabudgetary sources.

The volume of budgetary appropriations on financial security of implementation of the state program is approved by the regional law on the regional budget for the next financial year and planning period according to the appropriate each state program to target item of expenditure of the regional budget according to the Decree of the Government of the Rostov region which approved the state program.

4.2. The state programs offered to realization since the next financial year and also change in earlier approved state programs regarding financial security of realization of the main actions of state programs at the expense of means of the regional budget for the next financial year and planning period are subject to the approval by the Government of the Rostov region no later than December 10 of the current year.

4.3. State programs are subject to reduction in compliance with the regional law on the regional budget for the next financial year and for planning period in the terms established by the Budget Code of the Russian Federation.

4.4. Executives of state programs from the date of entry into force of the regional law on introduction of amendments to the regional law on the regional budget for the current financial year and for planning period prepare in a month drafts of Decrees of the Government of the Rostov region on entering of corresponding changes into state programs according to Regulations of the Government of the Rostov region, at the same time state programs have to be brought into accord with the regional law on introduction of amendments to the regional law on the regional budget for the current financial year and for planning period no later than December 31 of the current year.

4.5. By state programs it can be provided subsidies to local budgets for implementation of the municipal programs directed to achievement of the goals corresponding to state programs. Orders of granting and distribution of the specified subsidies are established by the appropriate state program.

Distribution of subsidies to local budgets for the next financial year and to planning period on municipal units and the directions of expenditure of means is reflected in the appropriate state programs.

The means of local budgets provided on joint financing of expenses on objects by subsidies of the regional budget are reflected in state programs in volume not below the joint financing level established by the Government of the Rostov region.

 

5. Management and control of implementation of the state program

 

5.1. The head of the executive authority of the Rostov region determined by the executive of the state program takes personal responsibility for the current management of implementation of the state program and the end results, rational use of the funds allocated for its performance, defines forms and methods of management of implementation of the state program.

The executive has the right to establish forms and methods of management of implementation of the state program of the regulatory legal act of executive authority of the Rostov region.

The head of the executive authority of the Rostov region determined by the collaborator of the state program takes personal responsibility for the current management of implementation of the subprogramme and the end results, rational use of the funds allocated for its performance.

The head of executive authority of the Rostov region, public institution of the Rostov region determined by participants of the state program take personal responsibility for realization of the main action, a priority main action and action of the departmental target program and use  of the funds allocated for their performance.

5.2. The executive of the state program submits the draft of the new state program for public discussion taking into account requirements of the legislation of the Russian Federation.

The draft of the new state program is subject to simultaneous placement on the official site of the executive and also on the official site of the Government of the Rostov region on the Internet with the instruction: the executive, the name of the draft of the new state program, the draft of the new state program, start date and completion of public discussion which term is not less than 10 calendar days from the date of placement of the draft of the new state program on the official site of the executive and on the official site of the Government of the Rostov region on the Internet, an order of the direction of offers (remarks). Offers (remark) which arrived during public discussion have advisory nature and are subject to obligatory consideration by the executive of the state program who revises the draft of the new state program taking into account the received remarks and offers which arrived during public discussion.

5.3. The executive of the state program provides the state registration of the new state program and also changes in earlier approved state program in the federal state register of documents of strategic planning according to the Rules of the state document registration of strategic planning and maintaining the federal state register of documents of strategic planning approved by the Government of the Russian Federation.

5.4. The realization of the state program is enabled according to the plan of implementation of the state program (further – the plan of realization) developed for the next financial year and containing a list of significant control events of the state program with the indication of their terms and the expected results.

The plan of realization is formed the executive together with collaborators and participants of the state program when developing the state program.

In case of existence in the state program of the list of investment construction projects, reconstruction, the capital repairs which are in state ownership of the Rostov region, the plan of realization without fail has to contain control events on the construction objects, reconstruction, capital repairs which are in state ownership of the Rostov region.

The plan of realization is approved by the legal act of executive authority of the Rostov region – the executive of the state program no later than 10 working days from the date of a statement by the Decree of the Government of the Rostov region of the state program and further annually, no later than December 30 of the current financial year.

The draft of the plan of implementation of the state program for the next financial year to his statement is subject to coordination in the Ministry of Economic Development of the Rostov region as it should be and the terms established in methodical recommendations.

In need of introduction current financial year of significant changes (inclusion of a new main action, priority main action, action of the departmental target program, a control event) the draft of the plan of realization is sent for approval to the Ministry of Economic Development of the Rostov region along with the draft resolution of the Government of the Rostov region on entering of corresponding changes into the state program.

In case of decision-making by the executive of the state program in coordination with collaborators and participants of the state program about entering into the plan of realization of the changes which are not influencing parameters of the state program, changes in the plan are made and approved no later than 5 working days from the date of decision-making.

The legal act of a statement or modification of the plan of implementation of the state program of the Rostov region which executive is the Government of the Rostov region is prepared as it should be and the terms established by Regulations of the Government of the Rostov region.

The plan of realization after his statement, modification no later than 10 working days is subject to placement of the state program by the executive on the official site of the Government of the Rostov region on the Internet.

5.5. Control of execution of state programs is exercised by the Government of the Rostov region.

5.6. Operating control behind execution of state programs following the results of a half-year and 9 months is carried out by the commission on ensuring sustainable social and economic development of the Rostov region and achievement of indicators of assessment of efficiency of activity of the Governor of the Rostov region and activity of executive authorities of the Rostov region (further – the Commission).

5.7. For ensuring operating control behind implementation of state programs the executive of the appropriate state program following the results of a half-year, 9 months sends for consideration in the Ministry of Economic Development of the Rostov region the report on execution of the plan of realization agreed with the Ministry of Finance of the Rostov region till the 10th day of the second month following the reporting period.

The report on execution of the plan of implementation of the state program is considered by the Ministry of Finance of the Rostov region, the Ministry of Economic Development of the Rostov region in time, not exceeding three working days from the date of receipt.

Information on performance of the main actions, priority main actions and actions of departmental target programs, control events of state programs is submitted by the Ministry of Economic Development of the Rostov region for consideration of the Commission.

The executives of state programs who allowed failure to follow the main actions, priority main actions, actions of departmental target programs and control events of state programs speak at meetings of the Commission with information on the reasons of non-performance and the taken measures for its prevention.

The report on execution of the plan of realization following the results of a half-year and 9 months after coordination with the Ministry of Economic Development of the Rostov region is subject to placement of the state program by the executive within 10 working days on the official site of the Government of the Rostov region on the Internet.

The report on execution of the plan of realization in a year is considered by the Ministry of Finance of the Rostov region and the Ministry of Economic Development of the Rostov region as a part of the draft resolution of the Government of the Rostov region on the approval of the report on implementation of the state program in a year.

Requirements to the report on execution of the plan of realization are defined by methodical recommendations.

5.8. The executive of the state program prepares, coordinates and submits for consideration of the Government of the Rostov region the draft resolution of the Government of the Rostov region on the approval of the report on implementation of the state program in a year (further – the annual report) till March 20 of the year following reporting.

5.9. The annual report contains:

the concrete results achieved for the reporting period;

the list of the main actions, priority main actions and actions of the departmental target programs executed  and not executed (with the indication of the reasons) on time;

the list of the control events executed and not executed ( with the indication of the reasons) on time according to the plan of realization;

the analysis of the factors which affected the course of implementation of the state program;

data on use of budgetary appropriations and extrabudgetary funds on implementation of the state program;

data on achievement of values of indicators of the state program, subprogrammes of the state program;

data on achievement of values of indicators of the state program, subprogrammes of the state program on municipal units;

information on results of assessment of efficiency of the state program;

offers on further implementation of the state program ( including on optimization of the budgetary expenses on realization of the main actions of subprogrammes, priority main actions and actions of departmental target programs and correction of target indicators of the state program the current financial year and planning period);

other information according to methodical recommendations.

5.10. The assessment of efficiency of implementation of the state program is carried out by the executive as a part of the annual report according to appendix No. 2 to the real Order.

5.11. By results of assessment of efficiency of the state program the Government of the Rostov region can make the decision on need of the termination or on change, since the next financial year, earlier approved state program, including need of change of volume of budgetary appropriations on financial security of implementation of the state program.

5.12. In case of adoption by the Government of the Rostov region of the decision on need of the termination or about change, since the next financial year, earlier approved state program, including need of change of volume of budgetary appropriations on financial security of implementation of the state program, the executive of the state program takes out the relevant draft resolution of the Government of the Rostov region in the order established by Regulations of the Government of the Rostov region in a month.

5.13. For the last year the implementation of the state program of provision of the Subparagraph of the tenth Paragraph 5.9, Paragraphs 5.11 and 5.12 of the present section are not applied to the annual report.

5.14. The annual report after adoption by the Government of the Rostov region of the resolution on his statement is subject to placement of the state program by the executive no later than 10 working days on the official site of the Government of the Rostov region on the Internet.

5.15. Results of implementation of state programs for reporting year are reflected in the summary annual report on the course of realization and on assessment of efficiency of state programs (further – the summary report).

The summary report is formed by the Ministry of Economic Development of the Rostov region and till April 10 of the year following reporting is sent to the Ministry of Finance of the Rostov region for ensuring submission to Legislative Assembly of the Rostov region of the annual report on execution of the regional budget in the order established by Regulations of Legislative Assembly of the Rostov region.

The summary report is formed on the basis of the annual reports approved by the Government of the Rostov region and contains general information about implementation of state programs for reporting year and also according to each state program:

data on the main results of implementation of the state program for the reporting period;

data on degree of compliance of the established and reached target indicators of the state program for reporting year;

data on implementation of the account obligations of the Rostov region connected with implementation of the state program;

level of implementation of the state program.

5.16. The summary report is subject to placement by the Ministry of Economic Development of the Rostov region no later than 10 working days from the date of the adoption of the regional law on the report on execution of the regional budget on the official site of the Government of the Rostov region on the Internet.

5.17. Modification of the state program is carried out at the initiative of the executive, the collaborator (in coordination with the executive) or the participant, being public authority of the Rostov region (in coordination with the collaborator and the executive) in the order established by Regulations of the Government of the Rostov region.

The address to the Governor of the Rostov region with a request for permission to modification of state programs (with the application of drafts of legal acts and explanatory information on the made changes, including calculations and justifications for budgetary appropriations) is subject to coordination in the Ministry of Finance of the Rostov region (concerning the budgetary and tax policy) and the Ministry of Economic Development of the Rostov region. In case of reduction of state programs in compliance with the regional law on the regional budget and on introduction of amendments to the regional law on the regional budget and need in this regard of correction of target indicators receiving an order of the Governor of the Rostov region is not required. In case of need changes of the purposes, tasks of the state program (subprogrammes), the list of indicators, structure of the main actions and priority main actions the address to the Governor of the Rostov region with a request for permission to introduction of such changes is subject to obligatory coordination in the Ministry of Economic Development of the Rostov region.

Executives of state programs in accordance with the established procedure make changes to state programs on the main actions of subprogrammes, priority main actions and actions of departmental target programs and also indicators of the current financial year and (or) planning period current financial year, except for changes of names of the main actions of subprogrammes, priority main actions and actions of the departmental target programs in cases installed by the budget legislation. 

5.18. In case of entering into the state program of the changes influencing parameters of the plan of realization the executive of the state program no later than 5 working days from the date of a statement by the Decree of the Government of the Rostov region of the specified changes makes corresponding changes to the plan of realization.

5.19. Information on implementation of state programs is subject to placement on the official sites of executives of state programs on the Internet.

 

6. Executive's powers,

collaborators and participants of state

programs during the developing and implementation of state programs

 

6.1. Executive of the state program:

provides development of the state program, its coordination with collaborators and introduction in accordance with the established procedure of the draft resolution of the Government of the Rostov region on the approval of the state program in the Government of the Rostov region;

forms structure of the state program and also the list of collaborators and participants of the state program according to methodical recommendations;

will organize implementation of the state program, makes proposals to the Governor of the Rostov region about changes in the state program and is responsible for achievement of target indicators of the state program and also the end results of its realization;

submits at the request of the Ministry of Economic Development of the Rostov region, the Ministry of Finance of the Rostov region data ( taking into account information provided by collaborators and participants of the state program) about implementation of the state program;

prepares reports on execution of the plan of realization (taking into account information provided by collaborators and participants of the state program) following the results of a half-year, 9 months and sends them to the Ministry of Economic Development of the Rostov region;

prepares the report on implementation of the state program following the results of a year, coordinates and submits for consideration of the Government of the Rostov region the draft resolution of the Government of the Rostov region on an approval of the specified report according to Regulations of the Government of the Rostov region.

6.2. Collaborator of the state program:

provides development and implementation of the subprogramme, coordination of the draft of the state program with participants of the state program regarding the corresponding subprogramme in which implementation their participation is supposed;

makes the proposals to the Governor of the Rostov region about changes in the state program agreed with the executive of the state program;

enables the realization of the main actions of subprogrammes, priority main actions and actions of departmental target programs within the competence;

presents at the scheduled time to the executive of data (taking into account information provided by participants of the state program), necessary for preparation of replies to the requests of the Ministry of Economic Development of the Rostov region, the Ministry of Finance of the Rostov region;

provides to the executive information necessary for preparation of reports on execution of the plan of realization and the report on implementation of the state program following the results of a year (taking into account information provided by participants of the state program);

presents to the executive of the copy of the acts confirming delivery and inclusion in operation of objects which construction is completed of the acts of performance of work and other documents confirming performance of obligations under the signed government contracts (civil contracts) within realization of the main actions of subprogrammes, priority main actions and actions of departmental target programs.

6.3. Participant of the state program:

enables the realization of the main action of the subprogramme, the priority main action, action of the departmental target program which are a part of the state program within the competence;

presents to the executive (collaborator) of the offer when developing the state program regarding the main action of the subprogramme, a priority main action, an action of the departmental target program which are a part of the state program in which realization its participation is supposed;

provides to the executive (collaborator) information necessary for preparation of replies to the requests of the Ministry of Economic Development of the Rostov region, the Ministry of Finance of the Rostov region;

provides to the executive (collaborator) information necessary for preparation of reports on execution of the plan of realization and the report on implementation of the state program following the results of a year;

presents to the collaborator of the copy of the acts confirming delivery and inclusion in operation of objects which construction is completed of the acts of performance of work and other documents confirming performance of obligations under the signed government contracts (civil contracts) within realization of the main actions of subprogrammes, priority main actions, actions of departmental target programs.

The participant of the state program, being public authority of the Rostov region, makes the proposals to the Governor of the Rostov region about changes in the state program agreed with the collaborator and the executive.
