About the organization of training of persons,

persons interested to accept on education in the

family of the child, without parental care

 

According to the Regional law of 26.12.2007 No. 830-ZS "About the Organization of Guardianship and Guardianship in the Rostov Region" and for the purpose of psychology and pedagogical and legal training of the persons wishing to admit on education to the family the child, without parental care at the expense of a subvention from the regional budget the Government of the Rostov region p about with t and N about in l I e t:

 

1. Point became invalid – the resolution of 28.09.2020 No. 18.

2. To approve the Program of training of the persons wishing to admit on education to the family the child, without parental care according to appendix No. 2.

3. To approve the cost of training of one citizen wishing to admit on education to the family of the child without parental care, according to the Program of training of the persons wishing to admit on education to the family the child, without parental care at a rate of 6,585 rubles.

4. The resolution comes into force from the date of its official publication.

5. To impose control over the implementation of the present resolution on the First Deputy Governor of the Rostov region I.A. Guskov.

2. Maintenance of subjects of sections of the Program

 

Section 1. Introduction to a training course of candidates for adoptive parents:

the individual interview (structured by an interview) with each of candidates for adoptive parents for clarification of motives, expectations, understanding of legal and other consequences of reception of the child on education in family, family resources (material, social and psychological conditions in family which will promote education of the child), is held before study Section 1 by that;

contents, purposes and stages of carrying out program of training of candidates for adoptive parents;

the problems of preparation including concerning:

identifications and formations of educational competences and also parental skills for contents and education of orphan children and children without parental support (further children without parental support), including for protection of their rights and health, creation of the safe environment, successful socialization, education and development;

assistance to candidates for adoptive parents in definition of the readiness for reception on education of the child, without parental care, in the choice of a form of the device of the child on education in family,
in identification weak and strengths, resources and restrictions in education of the adopted child both individual, and families in general, in understanding of real problems and difficulties which they should meet in the course of education of the adopted child, responsibility of adoptive parents;

acquaintance of candidates for adoptive parents with principles of the legislation of the Russian Federation in the sphere of protection of the rights of children, without parental care;

formations at candidates for adoptive parents of knowledge in the field of children's psychology, development of the child and influence of its past experience (ill treatment, neglect needs of the child, separation from biological family) on his psychophysical development and behavior;

formations at candidates for adoptive parents of idea of family as about a system and its changes after appearance of the child;

acquaintance of candidates for adoptive parents with features of course of the period of adaptation of the child in family and also with the reasons of "difficult" behavior of the child and ways of overcoming such behavior;

acquaintance of candidates for adoptive parents with obligations for maintaining health of the child and organization of his safe education;

acquaintance of candidates for adoptive parents with the existing forms of the professional help, support and maintenance of foster homes;

concept of an obuchayushche-psychological training, content of features and order of its passing and also passing of psychological inspection of the candidates for adoptive parents mastering a training course (in case of carrying out such inspection with the consent of candidates for adoptive parents);

the reasons for which children are left without care of parents, the contingent of children in the organizations for children without parental support; procedures of identification of the child, without parental care, his device in the organization for children without parental support, and acquaintances to a potential foster home;

general characteristic of the family forms of child placement established by the family legislation, without parental care.

 

Section 2. Idea of requirements of development of the adopted child and necessary competences of adoptive parents. A concept about motivation of adoptive parents:

studying requirements of development of the child (safety, health, education, intellectual development, attachment, emotional development, identity, the stable relations in a foster home, social adaptation assimilation of social norms and rules of conduct, social roles, communication with peers and adults, skills of self-service sanitary and hygienic and household skills) and understanding by candidates for adoptive parents of need to provide them;

evaluating by candidates for adoptive parents of the ability to provide requirements of development of the child taking into account family living conditions (remoteness from infrastructure of services to the population, material living conditions, employment, income) and features of a family system;

evaluating by candidates for adoptive parents of the competences which are available for them on education of the child, search of ways of formation and a possibility of compensation of missing competences.

 

Section 3. Stages of development of the child:

general characteristic of the main age periods of development of the child (infancy, early age, preschool age, younger school age, teenage age, youth);

role of psychological needs for personal development: attachment, safety, identity.

 

Section 4. Features of development and behavior of the child, without parental care, being exposed to ill treatment. Disproportions of development of the child:

types of ill treatment (neglect needs of the child, physical, psychological and sexual abuse) and their consequences for physical, emotional, intellectual, social and sexual development of the child;

disproportions of development of the child, concept "intellectual backwardness" and "delay of mental development", their difference;

family as the rehabilitating factor for the child who endured ill treatment;

assessment by the candidate for adoptive parents of the opportunity to bring up the child who endured ill treatment.

 

Section 5. Consequences of a break with blood family for development of the child, without parental care (violations of attachment, feature of experience of a grief and loss, formation of personal and family identity).

Need for attachment, identity as basis of safe development of the child; a role of biological parents and blood relatives in lives of the child and overcoming the stereotypes of thinking connected with perception of their place in the child's life.

The causes, manifestation and consequences of deficiency of close emotional contacts at the child, without parental care.

Types of "the broken attachment" (concepts of "negative (neurotic) attachment", "dual attachment", "the avoiding attachment", "the disorganized attachment").

Concept of "a grief and loss" in life of the child, without parental care; psychological features and stages of process of experience by the child of the grief connected with loss of family (shock, a shock and mistrust, denial, a stage of anger and mixture of feelings, a depression, acceptance); consequences of secondary refusal of adoptive parents of the child.

 

Section 6. Adaptation of the adopted child and foster home:

features of expectation of foster homes; fears, alarms and disappointments of adults during the different periods of adaptation; training of relatives for appearance of the adopted child;

stages of the adaptation period; feelings and experiences of the child coming to family; ways of overcoming difficulties of adaptation;

secrecy of adoption; its real and imaginary advantages and difficulties; ways how to tell the child that he is adoptive;

role of experts in assistance to adoptive parents during adaptation of the child in a foster home.

 

Section 7. "Difficult" behavior of the adopted child, skills of management of "difficult" behavior of the child:

forms of "difficult" behavior of the adopted child: theft, lie, aggression, begging, vagrancy, avoiding of close relations, contradictory behavior, addictive behavior (intake of alcohol, drugs, strong substances); their reasons and the modes of work with them;

efficiency and acceptability of punishments and encouragement of the child;

reasons of a delay of assimilation by the child of ethical values and public norms;

understanding by adoptive parents of how their own experience influences the attitude towards children with "difficult" behavior, understanding weak and strengths, understanding how experts can help with the solution of problems of "difficult" behavior.

 

Section 8. Safety of the child. Measures for prevention of risks of ill treatment and infliction of harm to health of the child:

creation of safe conditions for education of the child in the house and in society depending on its age features and experience of life (including in connection with education in the organization for children without parental support, neglect in family of parents, vagrancy);

ways of safe behavior of the child in the situations bearing risk of ill treatment of it;

prevention of risks of ill treatment of the child in a foster home, on the street and in public places;

medical aspects of child care depending on age, the states of health and development of the child.

 

Section 9. Features of sex education of the adopted child:

age regularities and features of psychosexual development of the child, difference in manifestations of normal children's sexuality and seksualizirovanny behavior;

formation of gender identity at the child; polorolevy orientation and awareness of sex;

ways of protection of the child against sexual violence.

 

Section 10. A role of family in ensuring requirements of development and rehabilitation of the child:

parental attitude towards the child and his influence on formation of the personality and character of the child;

stability of the family relations of candidates for adoptive parents;

ways of response of family to stressful situations;

social communications of family of the candidate for adoptive parents. System of external support and own resources of family;

family as the rehabilitating environment: family way of life, family way, traditions;

understanding by all members of the family of candidates for adoptive parents of problems of the family, opportunities and resources, strong and weaknesses.

 

Section 11. Principles of the legislation of the Russian Federation on the device of children without parental support, on education in families of citizens:

legal status of children without parental support, and the bases of their device on education in family;

forms of the family device: adoption, guardianship (guardianship); guardianship forms (paid and gratuitous); differences between forms of the family device;

requirements imposed by the legislation of the Russian Federation to candidates for adoptive parents; an order of representation by candidates for adoptive parents of documents for obtaining the conclusion about a possibility of the citizen to be an adoptive father, the trustee (trustee) or the adoptive parent;

order of representation to candidates for adoptive parents of information about children without parental support, tutorship and guardianship authorities, regional and federal operators of national bank of data on children without parental support;

rules of visit of the organizations for children without parental support, obligations of administration of such organization; possibility of performing independent medical examination of the child;

order of adoption by court of the decision on adoption of the child; an order of preparation and filing of application in court; legal aspects of secrecy of adoption; opportunity and consequences of change to the child of a surname, name, middle name, birth date and birth place;

order of registration by tutorship and guardianship authority and organization for children without parental support, documents on the child transferred to education to family depending on a form of the device of the list of the documents on the child transferred to a foster home;

order of registration (renewal) of documents on the child the adoptive father, the trustee (trustee) after entry into force of the decision on transfer of the child on education in family;

measures of social support of the foster homes and children who are brought up in them established by the federal legislation and the regional legislation; the payments which are carried out on keeping of the child transferred to education to family depending on a form of the family device;

protection of personal non-property and property rights of the child;

procedure tutorship and guardianship authorities of control of living conditions and education of the child in a foster home; order of representation by trustees (trustees), adoptive parents of the annual report on storage, use of property of the minor ward and management of such property;

legal consequences of adoption, establishment of guardianship (guardianship) are personal non-property and property rights, duties and responsibility of adoptive parents, trustees (trustees) and also members of their families;

order of compensation of damage caused by the child to a foster home, a foster home to the child, the third parties to a foster home and the child;

consequences of cancellation of adoption, guardianship and guardianship;

order of appeal against decisions of tutorship and guardianship authorities, federal courts of general jurisdiction of the Russian Federation.

 

Section 12. Interaction of a foster home with the tutorship and guardianship authorities and other organizations providing services to children and families:

parental and professional functions of a foster home;

interaction of a foster home with tutorship and guardianship authorities, with the organizations rendering the medico-social and psychology and pedagogical help to such families with biological family of the child and also importance of such interaction;

informing candidates for adoptive parents on available infrastructure of social services for foster homes in the place of residence of family;

interaction of foster homes with a social environment and parental community.

 

Section 13. Summing up development of a training course of candidates for adoptive parents:

discussion of results of development of a training course of candidates for adoptive parents, doing homework;

discussion of extent of assimilation of a training course of candidates for adoptive parents;

carrying out self-assessment of candidates for adoptive parents and detection of readiness of candidates for adoptive parents for reception of the child for education;

drawing up the final conclusion about readiness and ability of candidates for adoptive parents to reception of children for education for family (is formed together with candidates for adoptive parents at will).
