The citizens of the Russian Federation who reached age of 18 years, knowing a state language of the Russian Federation and conforming to the imposed qualification requirements (functions) to positions have the right for participation in a competition.

Conditions of passing of civil service are defined by the Federal law of 27.07.2004 No. 79-FZ "About the Public Civil Service of the Russian Federation" and the Regional law of 26.07.05 No. 344-ZS "About the Public Civil Service of the Rostov Region".

Regulations which knowledge is obligatory for the public civil servant, irrespective of branch accessory of a position:

The list of the documents filed by applicants for participation in a competition, the requirement to their registration:

  • The citizen of the Russian Federation who showed willingness to participate in a competition represents:

     - personal statement (application form (vacancy)application form (talent pool));
     - the completed and signed questionnaire with the application of two photos of 3х4 in size (model of filling of the questionnaire);
     - the copy of the passport or the document replacing it (the original of the relevant document is shown personally at arrival on a competition);
     - the copy of the service record or other documents confirming labor (office) activity of the citizen;
     - copies of documents on professional education and also, at the request of the citizen, about additional professional education, about assignment of an academic degree, academic status, certified notarially or HR departments in the place of work (service);
     - the medical certificate about absence at the citizen of the disease interfering revenues to the public civil service. The list of these diseases is approved by the Ministry of Health of the Russian Federation. The medical certificate about the state of health is given to the citizen by medical institution in the place of its service with the application of references from the narcologist and the psychiatrist;
     - the copy of the document of military account – for the persons liable for call-up and persons who are subject to conscription.
  • The civil servant who is replacing a position in the Ministry of Economic Development of area and showed willingness to participate in a competition submits the application addressed to the minister (an application form (vacancy)application form (talent pool)).

  • The civil servant who is not replacing a position in the Ministry of Economic Development of area, showed willingness to participate in a competition represents: statement (application form (vacancy)an application form (talent pool)) addressed to the minister and with own hand filled, signed and certified by HR department of public authority in which the civil servant replaces a position of civil service, the questionnaire of the established form with the application of 2-colored photos of 3x4 in size (model of filling of the questionnaire).

Holding competition

When holding a competition the commission estimates candidates on the basis of the documents submitted by them and also on the basis of competitive procedures with use of methods of assessment of professional and personal qualities of the candidate.

At the second stage of a competition the assessment of professional level of candidates, their compliances to qualification requirements with use of methods of assessment of professional and personal qualities of candidates, including testing and an individual interview is carried out.

Testing

When testing the uniform list consisting from is used:

40 questions for replacement of the "senior" group of positions of category "experts";

50 questions for replacement of the "leading" group of positions of category "experts";

60 questions for replacement of the "leading" group of positions of category "heads":

the first part of the test (50 percent from the total number of questions) consists of the general questions on compliance to basic qualification requirements (for assessment of level of proficiency in a state language of the Russian Federation (Russian), knowledge of principles of the Constitution of the Russian Federation, the legislation of the Russian Federation on the public civil service and on anti-corruption, knowledge and abilities in the sphere of information and communication technologies);

the second part of the test (50 percent from the total number of questions) consists of professional questions (for assessment of knowledge and abilities concerning professional office activity).

Level of complexity of test tasks increases in direct dependence on category and group of positions of civil service. On each question of the test there can be only one right possible answer. 60 minutes are provided to candidates for testing passing.

Summing up the results of testing is based on quantity of the correct answers. Testing is considered passed if the candidate correctly answered 70 and more percent of the asked questions.

Individual interview

Within the individual interview the members of the contest committee ask the questions directed to assessment of professional level of the candidate.

For this purpose taking into account functions on a position of civil service the list of questions on each vacant post of civil service (position of civil service on which a competition on inclusion in a talent pool is held) is formed.

Holding an individual interview with the candidate during the meeting of the contest committee is obligatory.

When holding an individual interview by the contest committee according to the decision of the minister it is conducted video and (or) an audio recording that allows to compare answers and reaction of different candidates for the same questions for their most objective account, including at further competitive procedures.

The approximate list of questions on knowledge of bases of the public civil service and anti-corruption in public authorities for carrying out selection of the candidates participating in competitions on replacement of a vacant post of the public civil service of the Rostov region and with inclusion in a talent pool for replacement of a position of the public civil service of the Russian Federation.

According to the Decree of the President of the Russian Federation of 01.02.2005    No. 112 "About a Competition on Replacement of a Vacant Post of the Public Civil Service of the Russian Federation" the competitive procedures for assessment of professional knowledge, skills and abilities of candidates are planned for September 28, 2020 at 15:00 o'clock to the address: Rostov-on-Don, Sotsialisticheskaya St., 112, office No. 618.

The meeting of the contest committee of the Ministry of Economic Development of the Rostov region will take place on September 29, 2020 at 15:00 o'clock to the address: Rostov-on-Don, Sotsialisticheskaya St., 112, office No. 611.
