"About introduction of amendments to the Regional law "About the Interbudgetary Relations of Public Authorities and Local Governments in the Rostov Region"
On October 6, 2020 the governor of the Rostov region V.Yu. Golubev introduced to Legislative Assembly of the Rostov region the draft of the Regional law "About introduction of amendments to the Regional law "About the Interbudgetary Relations of Public Authorities and Local Governments in the Rostov Region".In
the explanatory note of the Ministry of Finance of the Rostov region it is said:
The draft of the regional law "About introduction of amendments to the Regional law "About the Interbudgetary Relations of Public Authorities and Local Governments in the Rostov Region" (further – the bill) is prepared and is submitted for consideration of Legislative Assembly of the Rostov region in connection with changes of the federal and regional legislation.
The bill offers entering of the following changes into the Regional law of 26.12.2016 No. 834-ZS "About the Interbudgetary Relations of Public Authorities and Local Governments in the Rostov Region".
1. Due to the adoption of the Federal law of 08.06.2020 No. 166-FZ "About Introduction of Amendments to Separate Acts of the Russian Federation for Acceptance of the Urgent Measures Aimed at Providing Sustainable Development of Economy and Prevention of Consequences of Spread of New Coronavirus Infection" providing increase from 01.06.2020 in the size of a monthly allowance on child care to the persons which are not subject to obligatory social insurance in case of temporary disability and in connection with motherhood and also fired in connection with liquidation of the organization and an exception of its differentiation (first or subsequent child), the Russian Federation Government decree of 11.06.2020 No. 852 "About Modification of Paragraph 6 of a Technique of Distribution of the Subventions Provided to Budgets of Territorial Subjects of the Russian Federation and the Budget of Baikonur from the Federal Budget for Financial Security of Account Obligations of the Territorial Subjects of the Russian Federation Arising when Performing Powers of the Russian Federation on Payment of Separate Types of Welfare Payments to the Persons Which Are Not Subject to Obligatory Social Insurance in case of Temporary Disability and in connection with Motherhood and also to the Persons Fired in connection with Liquidation of the Organizations (Termination of Activity, Powers by Natural Persons)" the procedure of payments of the subvention provided to the budget of the territorial subject of the Russian Federation from the federal budget on implementation of delegated powers for appointment and payment of a monthly allowance for child care is specified.
In this regard it is offered to specify a formula of calculation of a subvention on implementation of powers for payment of maternity allowance, lump sum to the women who were registered in the medical organizations in early pregnancy, a lump sum at the birth of the child, a monthly allowance on child care.
Corresponding changes are offered to be made to Part 40 of Article 4 of Chapter 1 of the "Technique of Regulation of the Interbudgetary Relations in the Rostov Region" application (further – the Technique).
The regional law of 16.12.2019 No. 256-ZS "About the Regional Budget for 2020 and for Planning Period of 2021 and 2022" on the specified purposes provided in 2020 2,121.9 million rubles, in 2021 – 1,989.0 million rubles and in 2022 – 2,066.0 million rubles.
Additional resources of the regional budget will not be required.
2. According to the Decree of the Government of the Rostov region of 11.07.2020 No. 633 "About the Ministry of Digital Development, Information Technologies and Communication of the Rostov Region" the ministry of information technologies and communications of the Rostov region from 01.10.2020 is renamed into the ministry of digital development, information technologies and communications of the Rostov region.
It is offered to make the corresponding editorial changes to Part 14 of Article 4 of Chapter 1 Techniques.
