Concept of development of the consumer market of the Rostov region until 2020

1. Introduction

The concept of development of the consumer market of the Rostov region till 2020 (further – the Concept) is developed according to the Organizational plan of measures on realization in 2012 of the Strategy of social and economic development of the Rostov region until 2020 approved by the resolution of Legislative Assembly of the Rostov region of 30.10.2007 No. 2067.

The concept defines strategic objectives of the public (regional) policy in the sphere of development of the consumer market of the Rostov region which correspond to provisions of Article 7 of the Constitution of the Russian Federation establishing that the policy of the Russian state has to be directed to creation of the conditions providing worthy life and free development of the person and will be agreed with the long-term priorities designated in decrees and messages of the President of the Russian Federation and with target reference points of the main strategic documents accepted for a long-term outlook at the federal and regional level:

The decree of the President of the Russian Federation of 07.05.2012 No. 596 "About Long-term Public Economic Policy" which defined primary measures in the field of strategic planning of social and economic development of the country: ensuring stability of economic growth, increase in real income of citizens of the Russian Federation and achievement of technological leadership of the Russian economy;

The concept of long-term social and economic development of the Russian Federation until 2020 approved by the order of the Government of the Russian Federation of 17.11.2008 No. 1662-r one of the priority directions of which is creation of conditions for sustainable development of rural territories, ensuring food security of regions of the Russian Federation, improving competitiveness of the Russian economy and improvement of level and quality of life in the village;

The strategy of social and economic development of the Southern Federal District until 2020 focused on the accelerated economic growth on the basis of innovative technologies and directed to achievement of the main strategic objective – significant and continuous increase in level and quality of life of the population.

When developing the Concept also priority purposes and tasks designated in the following industry strategic and program documents are considered:

The strategy of development of trade in the Russian Federation for 2010 - 2015 and the period till 2020 developed by the Ministry of Industry and Trade of the Russian Federation directed to creation of the effective commodity distribution infrastructure conforming to requirements of the innovative scenario of development of economy of the Russian Federation providing effective distribution for producers and satisfaction of needs of the population;

The concept of development of consumer cooperation in the Russian Federation till 2015 designed to provide stable development of the consumer market of the country in the village due to increase in employment and the standard of living of country people, satisfaction of needs for goods and services;

The concept of sustainable development of rural territories of the Russian Federation until 2020 which purpose on the one hand is creation of conditions for sustainable development of rural territories, their conclusion to qualitatively new level of development providing the complete balanced solution of economic and social tasks with another – ensuring food security of the country in general, improving competitiveness of the Russian economy and welfare of citizens;

The concept of realization of public policy on decrease in scales of abuse of alcoholic products and prevention of alcoholism among the population of the Russian Federation until 2020 assuming to create legal, organizational and financial bases, to create the conditions allowing to realize measures for overcoming the developed negative trends connected with the large volume of consumption by the population of alcoholic products;

The subprogramme "Development of food and processing industry and the competition in the food market of the Rostov region for 2011 - 2014" the Regional long-term target development program of agriculture and regulation of the markets of agricultural products, raw materials and food in the Rostov region for 2010 - 2014, approved by the Decree of the Government of the Rostov region of 30.11.2009 No. 633 (in edition of 26.09.2012 No. 922).

The concept conforms to requirements of federal laws:

of 22.11.1995 No. 171-FZ "About state regulation of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products and about restriction of consumption (drinking) of alcoholic products";

of 30.12.2006 No. 271-FZ "About the retail markets and about introduction of amendments to the Labor Code of the Russian Federation", governing the relations connected with the organization of the retail markets, the organization and implementation of activities for sale of goods in the retail markets;

of 28.12.2009 No. 381-FZ "About bases of state regulation of trade activity in the Russian Federation", for the first time accepted in Russia for the purpose of creation of the legal framework and formation of the competitive environment in the consumer market and also supports of the Russian producers and ensuring availability to the population of the wide range of quality goods.

Proceeding from above-mentioned priorities of long-term development of the country by the main strategic objectives of the Concept are:

creation of conditions for the sustainable balanced development of the consumer market of the Rostov region for the fullest satisfaction of the increasing needs of the population for goods and services;

providing for vast majority of the population of availability of the consumer market in civilized forms of its organization for creation of comfortable conditions of accommodation and improvement of quality of life of the population in the Rostov region;

ensuring the rights of citizens of safety and quality of goods, strengthening of the state guarantees of consumer protection.

The concept is based on the following principles:

consistency of the main priorities of the pursued policy with fundamental provisions of the strategic documents accepted at the federal and regional levels;

systemacity of the made organizational decisions, responsibility for respect for norms and requirements of the legislation at all levels of management and coordination of activity;

balance – creation of conditions for balance of interests of producers and consumers for the balanced development of the consumer market of the Rostov region in general;

openness – creation of conditions for ensuring full organizational and financial transparency of activity, ensuring information maintenance of the pursued policy, active use of modern mass media.

The concept considers fields of activity of the consumer market within competence of department of the consumer market of the Rostov region: retail trade, public catering and consumer services.

2. State and development of the consumer market of the Rostov region

During market transformations in the consumer market there were basic changes. The decree of the President of the Russian Federation of 29.01.1992 No. 65 "About Freedom of Trade" served as the beginning of a new era in development of the consumer market of the Rostov region and the country in general. During a transition period to the free market the liberalization of the prices in 1992 entailed decrease in the standard of living of a considerable part of the population not only owing to depreciation of their savings, but also in connection with growth of arrears on the salary and fall of real monetary income of the population. The salary share in the total amount of monetary income of the population was reduced about 59.9 percent in 1992 up to 37.8 percent in 1995 (across Russia – from 69.9 to 37.8 percent). Therefore there was a stratification of the population on the level of monetary income which degree characterizes coefficient of funds (a ratio between the average levels of monetary income of 10 percent of the population with the highest income and 10 percent with the lowest income – in 1993 made more than 11 times, and by 1994 reached 14.5 times). Inequality between urban and country people was especially expressed. In the cities where the salary was the main source of existence of the population (the share it in a total amount of monetary income in 1993 made 76.4 percent, the country people have 44 percent), nearly a third of the population had average per capita monetary incomes below the poverty line. The population of the Rostov region with incomes below the poverty line in 1994 was in the field of 35.3 percent (on average in Russia – 22.4 percent). The situation was aggravated with unbalance of the consumer market, in the conditions of general commodity deficiency, a rationing system of distribution of essentials the population had to adapt to decrease in level of consumption of goods and qualities of life in general.

2.1. Retail trade

The consumer market of the Rostov region developed in interrelations with the course of economic reforms in the country, and as to the conductor of the market relations huge significance was attached to transformations in trade. In the course of privatization and commercialization of infrastructure of the consumer market there was a considerable decrease in a role of government institutions in all its sectors. If in 1991 in formation of retail goods turnover (including public catering) on a share of the enterprises of the state form of ownership 69.3 percent of a turn, fell to the share cooperative – 30.3 percent, private – 0.4 percent, then in 20 years the situation cardinally changed.

Now in trade the non-state form of ownership has the prevailing value (in 2011 – 99.6 percent). Specific weight of the state and municipal ownership in retail trade turnover of the Rostov region was reduced up to 0.4 percent. The number of legal entities in all links of trade in comparison with the prereform period increased ten times. As of January 1, 2012 in the territory of the Rostov region 77.87 thousand economic entities with primary activity "retail trade", including 9.43 thousand legal entities and 68.44 thousand individual entrepreneurs were considered.

With transition to market mechanisms of regulation of processes in the consumer market as a result of spontaneous formation of its infrastructure the retail retail chain stores were unfairly crushed, extra store forms of selling of goods prevailed that promoted growth of "a shadow turn" and decrease in level and quality of service of the population.

For years of reforms the rich competitive environment and the highest enterprise activity was in trade created. It was promoted by improvement of a regulatory framework both regarding the industry legislation, and regarding support of small business and creation of favorable investment climate in the Rostov region.

In recent years a number of the standard and legal documents regulating trade activity was accepted. Since February 1, 2010 the Federal law of 28.12.2009 No. 381-FZ "About Bases of State Regulation of Trade Activity in the Russian Federation" in pursuance of which in the Rostov region the normative legal acts necessary for its realization are adopted came into force:

Regional law of 16.04.2010 No. 389-ZS "About Powers of Public Authorities of the Rostov Region in the Sphere of State Regulation of Trade Activity in the Rostov Region" ;

Decree of the Government of the Rostov region of 30.08.2012 No. 811 "About the Regional Commission on Issues of Development of Trade Activity" ;

Decree of the Government of the Rostov region of 19.07.2012 No. 654 "About the Approval of Standards of the Minimum Security of the Population with the Area of Shopping Facilities for the Rostov Region";

Decree of the Government of the Rostov region of 08.08.2012  No. 740 "About the Statement of the Order of the Organization of Fairs in the territory of the Rostov Region and Sale of Goods (Performance of Work, Rendering Services) on Them";

Decree of the Government of the Rostov region of 19.07.2012 No. 664 "About Some Actions Promoting Development of Trade Activity" ;

Decree of the Government of the Rostov region of 19.07.2012 No. 663 "About the Statement of the Order of Development and the Approval by Local Governments of the Scheme of Placement of Non-stationary Shopping Facilities" .

As a result of implementation of provisions of the Federal law of 28.12.2009 No. 381-FZ "About Bases of State Regulation of Trade Activity in the Russian Federation" in the Rostov region:

placement of non-stationary shopping facilities and also activity of the markets and fairs in the territory of the Rostov region is ordered;

formation of the trade register is organized;

the regional commission on issues of development of trade activity of the Rostov region which structure included representatives of federal, regional and municipal executive authorities of the Rostov region is created.

The consumer market of the Rostov region makes a powerful contribution to formation of the general economic capacity of the region – in the industries of services industry (trades, public catering and consumer services) about 1/5 gross regional products are formed, by results of their activity budgets of all levels are replenished (a share – 16 percent), employment of nearly a quarter of the population of the Rostov region (24.6 percent), including in trade – 22.4 percent is provided.

Retail trade is the leading link in the system of merchandising of the consumer market of the Rostov region. Retail trade turnover as the key indicator characterizing development of retail trade reflects the physical volume of the consumer goods realized to the population. Therefore retail trade possesses a crucial role in achievement of a strategic objective – ensuring the fullest satisfaction of the increasing needs of the population for quality consumer goods at the affordable prices.

In the conditions of the high saturation of the consumer market the wide range of goods the dynamism of retail trade turnover gained steady character. From 2000 for 2011 the retail trade turnover grew in comparable prices by 3.3 times. In size of this indicator the Rostov region takes the 7th rank place among territorial subjects of the Russian Federation. Specific weight of retail trade turnover of the Rostov region in a total amount of retail trade turnover in general across Russia is 3 percent, in a turn of the Southern Federal District – 32 percent (against 31.2 percent in 2010, but decrease by 4 percentage points in comparison with 2000 is noted). Among regions of the Southern Federal District the Rostov region takes the 2nd place, conceding to Krasnodar Krai.

In consumer spending of the population of the Rostov region the share of expenses on purchase of goods in 2011 made 82 percent. The indicator "consumer spending per capita" (in 2011 – 13.5 thousand rubles) reflects degree of satisfaction of consumer demand of the population for goods and services and is limited to the size of their located monetary income. Taking into account reduction of the real located monetary income of the population in 2011 (99.8 percent to the level of 2010) owing to delay of growth rates of monetary income of the population of the Rostov region (108.6 percent against 113.2 – in 2010) building of turnover of retail trade happened less dynamically, than in 2010 (in the comparable prices of 108.6 percent against 109.6 – in 2010). At the same time the share of consumer spending in the total amount of monetary income of the population of the Rostov region increased about 84.9 percent (against 79.8 percent) and it was the highest in the Southern Federal District that is also caused by the low level of average monetary per capita income of the population (in 2011 – 15905.4 rubles against 20700.7 rubles on average in Russia). In recent years the Rostov region on the level of average monetary per capita income of the population considerably worsened the positions as among regions of the Russian Federation (moved from the 29th rank place in 2003 to the 45th – in 2011), and among regions of the Southern Federal District (from the 1st on the 3rd rank place, respectively).

In 2011 in comparison with 2000 the reduction of level of poverty of the population of the Rostov region more than twice is noted (a population share with incomes below the poverty line – 15.7 percent against 33.1 in 2000 that affects consumption level to them goods and services. According to statistical data of households of the population from the total amount of consumer spending 51 percent (figure 2) fell on food in 2000, and in 2011 the share was reduced up to 40.2 percent (figure 3).

askhoda on nonfoods in a total amount of consumer spending of the population were reduced from 35 to 33.1 percent, at increase by 2.2 times of a share of expenses on paid services (24.8 percent against 1.3 – in 2000), including by household services (2.3 percent against 1.7).

The structure of consumer spending in households of the Rostov region differed from similar indicators on average in Russia: the share of expenses on purchase of food made 32.6 percent, on purchase of nonfoods 39.3 percent, were the share of fee – 29.3 percent, including household – 2.9 percent (figure 4).

The positive moment is some smoothing of differences in level of consumption of urban and country people which was provided, including due to growth of a share of natural receipts of food from personal subsidiary farm (in rural areas 14.3 percent against 2.9 – in the city area) and excesses of level of gross income in rural areas (in 2011 – 98.3 percent) in comparison with city (94.4 percent).

So, in 2011 growth of a share of expenses of the population on durable goods, including vehicles (13.6 against 11.6 percent) in a total amount of consumer spending was noted.

At the same time in rural areas the consumption of durable goods happened more rapidly (the share in 2011 made 13 percent against 10.6 – in 2000), than in city (13.7 percent against 12).

On existence of durable goods on 100 households in rural areas the excess in comparison with the city area of cars (57 pieces against 43), motorcycles (20 pieces against 2), fridges (134 pieces against 107), washing machines is also noted (106 pieces against 96).

At decrease in solvency of the population of the Rostov region in general these facts are caused not only by existence in rural areas of additional resources, but also attraction of savings of citizens and the continuing growth of consumer lending of the population.

It promoted the advancing growth of retail trade turnover of nonfoods (114.3 percent to the level of 2010) in comparison with food (102.4 percent). Owing to what the specific weight of nonfoods in a macrostructure of retail trade turnover reached 53.6 percent (against 51.9 percent in 2010), at decrease in specific weight of food products (46.4 percent against 48.1 – in 2010).

In assortment structure of retail trade turnover of the Rostov region in 2011 the significant changes in comparison with previous year were not observed. The largest specific weight among the realized nonfoods fell on gasoline automobile (8.2 percent against 8.3 – in 2010), cars (4.9 percent against 4.8) and outerwear (5.9 percent against 5.5).

The largest specific weight among food products in retail trade turnover belonged to meat products (7.1 percent against 7.5 – in 2010 and against 7.8 percent – in 2000) and to alcoholic beverages (6.97 percent against 7.38 – in 2010 and 9.5 percent in 2000).

2.1.1. Modern trends of development of retail retail chain stores

In the conditions of delay of inflationary dynamics during 2011 (by the end of the year the consumer price index of 106.1 percent to the level of December, 2010 developed on 3.3 percentage points lower, than in December, 2010, and it was comparable to indicators on average in Russia) positive dynamics of turnover of retail trade was characteristic of all economic entities.

The large and average organizations provided gain of turnover of retail trade to the level of 2010 for 9.1 percent and created more than a third of retail trade turnover (37.2 percent against 37 – in 2010) (figure 5). The greatest growth rates of turns showed small business entities (109.5 percent to the level of 2010) which created more than a half of a turn (51.4 percent against 51).

In institutional structure of retail trade the steady trend of increase in a share of the trading organizations and the individual entrepreneurs out of the market who are carrying out the activity in fixed retail chain stores remained (about 66.1 percent in 2000 up to 88.6 percent – in 2011).

Positive changes which happened in the Russian consumer market in recent years are caused by expansion of a sphere of influence of the international trade operators on the system of domestic trade of Russia representing the largest consumer market in Europe. Russia is among the BRIC countries (Brazil, Russia, India, China) which possess potentially huge consumer market with the low level of development of institutional infrastructure, and takes the leading positions on the prospects of occurrence of the international retail operators on the Russian market. 2000 when the Russian market was entered by the largest European players is considered the beginning of global expansion of foreign retail networks: IKEA, "Auchan", "METRO Cash & Carry" which purpose of commercial policy was an assistance to development of infrastructure of the agglomerative centers of the Russian Federation.

The Rostov region owing to the competitive advantages is among 12 territorial subjects of the Russian Federation in which there were most favorable conditions for business, and is one of the most attractive regions of Russia at presence in the consumer market of both the international, and federal retail operators. According to the rating of the Expert RA agency following the results of 2010 - 2011 the Rostov region treated the regions having the best legislative conditions for investment and the minimum level of risk for investors.

In the Rostov region, network trade gained development since 2005, the volume of investment into fixed capital by the form of activity "retail trade, except trade in vehicles and motorcycles; repair of household products and objects of private use" on large and to average the organization made 1208.9 billion rubles. In 2010 this indicator in the comparable prices increased to the level of 2005 by 1.5 times and made 2961 billion rubles.

In infrastructure of the consumer market of the Rostov region cardinal changes resulted, the retail retail chain stores developed the accelerated rates and were updated substantially, including due to opening of shopping facilities of modern formats and progressive forms of service (hypermarkets, supermarkets, shops discounters, shopping malls). For 2000 - 2011 the number of the trading enterprises doubled. As of July 1, 2012 38.2 thousand shopping facilities acted on the consumer market of the Rostov region.

At the same time the investment activity is distributed across the territory of the Rostov region selectively, depending on concentration of consumer demand and potential activity of the population and a condition of transport and logistic infrastructure of appendix No. 1).

The accelerated development of infrastructure of the consumer market is noted in the urban districts and municipal districts entering the Rostov and Shakhty agglomerations. The highest rates of gain of floor spaces in 2011 to the level of 2006 were noted in the cities: Rostov-on-Don (twice), Azov (by 1.3 times), Bataysk (by 1.8 times), Taganrog (by 2.1 times), Novocherkassk (by 1.6 times), Shakhty (by 1.7 times) and municipal districts: Aksay (by 18.3 times), Kagalnitsky (by 1.6 times), Myasnikovsk (by 1.3 times), October (by 1.3 times). Existence of floor spaces on urban districts and municipal units of the Rostov region in 2011 as a percentage by 2006 is reflected in appendix No. 1.

Now in the consumer market of the Rostov region not only the largest international network companies ("Auchan", IKEA, "METRO Cash & Carry", "Lerua Merlen", "Media Markt", Kastoram), but also network retailers of federal level (X5 Retail Group, CJSC Tander, LLC O'Key, LLC Lenta, LLC Real,-Gipermarket, M.Video, LLC Eldorado, LLC Radezh, TD "Centrobuv") actively function. The best results in the rating of retail networks of building of turnover of retail trade and development of retail network were reached by X5 Retail Group and CJSC Tander.

The worthy competition to above-mentioned players of the consumer market is represented by regional networks from which leading positions are taken by LLC Assorti-Trading, LLC Apex plus, LLC Solnechny krug, LLC Artemis-Don.

However foreign and federal retail chain stores play in the consumer market more noticeable role, than regional network retailers that is caused by the fulfilled technologies of business, a possibility of providing the increasing streams of investments into expansion of network and in the known brands.

In 2010 in the rating of territorial subjects of the Russian Federation on a share of retail chain stores in retail trade turnover of the region the Rostov region took the 25th rank place (17.6 percent), having outstripped Krasnodar Krai (12.8 percent), and the Astrakhan region (12.8 percent) which divided the 45th and 46th place. From regions of the Southern Federal District the Volgograd region (22.4 percent) has the highest specific weight and takes the 12th rank place.

In 2011 the share of retail chain stores in retail trade turnover of the Rostov region made 18.4 percent (across Russia – 18.5 percent). At the same time the share of a turnover of retail retail chain stores selling foodstuff (including drinks and tobacco products) to a total turnover of retail trade in these goods in general across the Rostov region made 22.1 percent. The share of a turnover of retail retail chain stores nonfoods to a total turnover of retail trade in nonfoods of the Rostov region made 14.7 percent.

Competitive advantages of network trade before shops of traditional methods of service – a possibility of implementation of hi-tech logistics, effective assortment policy in more comfortable terms of service of buyers, cause considerable excess of indicators of efficiency of activity (a tovarooborachivayemost, a turn on 1 sq.m of the area, the revenue sum on 1 cash voucher) and also large-scale development of network of the enterprises for the territory of the Rostov region.

Now construction of Magnit hypermarket in the territory of Rostov-on-Don, the center of small wholesale trade of the SELGROS Cash & Carry company in the territory of Myasnikovsky district is conducted. Opening in 2012 of 5 supermarkets APH "Miratorg" in the cities of the Rostov region is planned: Rostov, Bataysk, Taganrog, Novocherkassk, Shakhty, Kamensk-Shakhtinsky – and in 2013 – 30 supermarkets with the floor space of 400 - 1200 sq.m in urban districts and municipal districts of area. Besides, selection of sites for construction of the center of small wholesale trade of the METRO Cash & Carry company and Lenta hypermarket is carried out. The trend of reorientation of placement of network small formats to the small cities and municipal districts of the Rostov region will proceed in the long term.

Permanently important in recent years in trade is a value of small business entities which provide 51.4 percent of retail trade turnover of the Rostov region, the share of small enterprises (24.1 percent in 2011 against 22.9 – in 2010) which actively invest in opening of new shops steadily grows and expand a field of activity. Small business in trade is a powerful factor of stabilization of a situation in labor market of the Rostov region and increase in welfare of the population.

2.1.2. Retail markets and fairs

According to requirements of Article 24 of the Federal law of 30.12.2006 No. 271-FZ "About the Retail Markets and about Introduction of Amendments to the Labor Code of the Russian Federation" since January 1, 2013 the organization of activity of the retail markets of universal and specialized types has to be carried out only in capital buildings, buildings and constructions.

As a result of the done work on reduction of the operating markets in compliance with the above-stated requirements the trend of reduction of specific weight of market and fair trade in retail trade turnover in general across the Rostov region was observed (about 33.9 percent in 2000 up to 11.4 percent in 2011). In comparison with 2005 the number of the markets in the Rostov region was cut by half (on 114 enterprises), the number of trade places decreased more than by a third (on 28.9 thousand) (figure 6).

As of January 1, 2012 in the territory of the Rostov region carried out activity of 110 retail markets on 49.1 thousand trade places. Not bigger number of the markets (88) are universal, in them 44.1 thousand trade places are organized. 22 retail markets (on 4.3 thousand trade places), from them agricultural – 8 belong to the category of specialized (on 0.67 thousand trade places).

According to local governments, from 110 retail markets which are carrying out activity in the territory of the Rostov region as of January 1, 2012 completely conformed to requirements of the legislation and were located in capital buildings only 13, from them 11 – universal type, 2 – specialized. In capital buildings and shoddy constructions 83 retail markets functioned, it is exclusive in shoddy constructions – 15 (figure 7).

The federal law of 28.12.2009 No. 381-FZ "About Bases of State Regulation of Trade Activity in the Russian Federation" defined requirements to the organization of fair trade.

Within implementation of the above-stated law the Decree of the Government of the Rostov region of 08.08.2012  No. 740 "About the Statement of the Order of the Organization of Fairs in the territory of the Rostov Region and Sale of Goods (Performance of Work, Rendering Services) on Them" according to which municipal units of the Rostov region annually approve the list of territories for the organization of fairs of various type is accepted. In total in a section of urban districts and municipal districts of the Rostov region the generalized list for 2011 included 568 territories.

In 2011 for holding fairs in the territory of the Rostov region 403 platforms were allocated. From total number of the places allocated for holding exhibition actions, 211 places were allocated for the organization of seasonal agricultural fairs; 155 – for day off fairs; 33 – for festive fairs; 4 – for realization of art products of arts and crafts. In total 22.4 thousand trade places were organized, from them 6.7 thousand trade places (30 percent) – for realization of agricultural products of regional producers. In the territory of the Rostov region last year more than 23 thousand exhibition events, from them more than 64 percent – seasonal agricultural fairs are held (which term of the organization cannot exceed 150 days in a year); about 35 percent – day off fairs; 1 percent – the festive fairs dated for non-working holidays.

2.1.3. Security of the population of the Rostov region

In 2011 the retail trade turnover per capita on average in the Rostov region developed in the sum of 126.9 thousand rubles and grew to the level of 2000 in comparable prices by 3.4 times. At the same time considerable differentiation of municipal units of the Rostov region in size of retail trade turnover per capita takes place (appendix No. 2 "Retail trade turnover per capita on urban districts and municipal districts of the Rostov region in January – December, 2011").

Above regional average level the retail trade turnover per capita (126.9 thousand rubles a year) in 2011 developed in the territory of the Rostov agglomeration: in the Aksay district (326.9 thousand rubles, or are 2.6 times higher), in the cities of Rostov-on-Don (250.3 thousand rubles, or twice), Novocherkassk (140.9 thousand rubles, or for 11 percent) and also in the city of Volgodonsk (141.1 thousand rubles, or for 11.2 percent).

In other municipal units of the Rostov region the security with retail trade turnover per capita developed lower, than on average in area. And from 70 to 100 percent of regional average size a turn developed in the cities: Kamensk-Shakhtinske, Taganrog, Shakhty, Azov and municipal districts: Oryol and Zernogradsky.

From 40 to 70 percent from regional average level the turn is noted in the miner's cities of Donetsk, Zverevo, Gukovo and municipal districts: Azov, Belokalitvinsky, Kagalnitsky, Myasnikovsky, Egorlyksky, Tselinsky and other areas of the Rostov region.

The lowest level of security of the population with retail trade turnover was noted in the city of Novoshakhtinsk (33.9 percent from the size of a regional average indicator) and municipal districts: Oblivsk (26.4 percent), Neklinovsk (25.8 percent), Dubovsk (21.4 percent), Kuibyshev (20.9 percent), Sovetsk (17.2 percent).

This situation accepted steady character and is caused first of all by the trends which developed in these territories:

low solvency of the population (assessment is made proceeding from the level of the average monthly charged wage, and payments of social character (appendix No. 3 "The wages fund and payments of social character on average in a month counting on one worker in 2011");

unevenness of placement of retail retail chain stores in the territory of the area, especially in rural remote and sparsely populated points which is characterized by data on security of the population with the area of shopping facilities counting on 1000 people (appendix No. 4) and existence of floor spaces on urban districts and municipal districts of the Rostov region (appendix No. 5).

Current is a problem of territorial availability of shopping facilities. According to executive authorities of municipal units, for the beginning of 2011 in 576 rural settlements where about 37 thousand people live, the shopping facilities were absent, and delivery trade was not carried out.

Level of security of the population with floor spaces generally exceeds the established standard (according to the Decree of the Government of the Rostov region of 19.07.2012 No. 654 "About the Approval of Standards of the Minimum Security of the Population with the Area of Shopping Facilities for the Rostov Region").

However in comparison with similar indicators of the large European cities which exceed 1.0 thousand sq.m per 1 thousand inhabitants the supply of the population with qualitative floor spaces remains low.

2.1.4. Consumer cooperation

One of the reasons of current situation is loss of economic positions the system of consumer cooperation which for 180 years not only provided needs of country people for goods and services, carried out procuring and production activity, but also contributed to the development of social infrastructure of the village. The trading organizations of consumer cooperation during the prereform period provided more than 30 percent of volume of goods turnover of area (following the results of 2011 – 0.5 percent).

Now consumer cooperation makes a certain contribution to economy and food supply of the Rostov region – conducts procurements and processing of agricultural products, trade activity, public catering and consumer services more than in 1200 settlements in the territory of 38 districts of the area, having united 44 cooperative organizations in the structure.

Trade forms more than 70 percent of total volume of activity of consumer cooperation of the Rostov region. The organizations have available 805 trade enterprises, including 287 – in remote settlements (from them 34 shops serve settlements numbering inhabitants up to 100 people, 272 shops – settlements numbering up to 500 people, 9 shops at home and 3 shop trailers work).

However, owing to an adverse demographic situation in the village, reductions of employment of the population and low level of its solvency, rates of development of the industry remain low (in 2010 – 97.8 percent, in 2011 – 96.9 percent).

Besides, among trade enterprises of consumer cooperation the share unprofitable, enabling delivery and the realization of goods to the remote settlements is big.

Problems in development of a system of consumer cooperation have complex character that complicates their elimination or decrease in their influence. Economic, financial and information relations are lost. The lack of sources of financing constrains modernization of material and technical resources of the shops located in the remote and remote settlements of area, slows down development of large-scale perspective projects.

For increase in a role of consumer cooperation in the solution of social problems and improvement of service of country people by the Rostov regional union of consumer societies the development and implementation of effective actions, including within implementation of regional long-term target development programs of agriculture and regulation of the markets of agricultural products, raw materials and food in the Rostov region is necessary.

2.1.5. Alcoholic market

In 2009 the order of the Government of the Russian Federation of 30.12.2009 No. 2128-r adopted the Concept of realization of public policy on decrease in scales of abuse of alcoholic products and prevention of alcoholism among the population of the Russian Federation until 2020.

In 2012 the first stage of implementation of the above-stated Concept as a result of which it was supposed to create legal, organizational and financial bases is completed, to create the conditions allowing to realize measures for overcoming the developed negative trends connected with the large volume of consumption of alcoholic products. At this stage the main part of actions for introduction of amendments to the legislation regulating production and turnover of alcoholic products is carried out.

According to the Federal law of 18.07.2011 No. 218-FZ "About introduction of amendments to the Federal law "About State Regulation of Production and Turnover of Ethyl Alcohol, Alcoholic and Alcohol-containing Products" both the separate acts of the Russian Federation and recognition by the become invalid Federal law "About the Restrictions of Retail and Consumption (Drinking) of Beer and Drinks Made on Its Basis" toughened requirements to production, a turn and retail of alcoholic products.

Beer and beer drinks are carried to alcoholic products, and all special requirements to retail and consumption (drinking) of alcoholic products extend to retail and consumption (drinking) of beer and beer drinks.

For restriction of availability to citizens of alcoholic products and beer, sale in the children's, educational, medical organizations, on sport objects, in the organizations of culture and in the territories adjoining to them, on stopping complexes is forbidden. Since January 1, 2013, retail of beer and beer drinks in non-stationary retail chain stores – stalls, booths (as of January 1, 2012 in the territory of the Rostov region about 12 thousand such non-stationary objects worked) is not allowed.

The requirements setting restrictions on drinking and consumption of alcoholic products are introduced. Requirements to the organizations which are carrying out retail are toughened (requirements to rooms for realization of alcoholic products are changed). Obligatory accounting and declaring of volume of retail of alcoholic products, beer and beer drinks by the organizations and the individual entrepreneurs who are carrying out this activity is entered.

According to the Federal law of 13.03.2006 No. 38-FZ "About Advertising" since January 1, 2013, advertizing of alcoholic products should not be placed in mass media, on the Internet.

Development of the bills connected with improvement of the legislation regarding licensing of retail of alcoholic products and also with toughening of standards of the current legislation for a fake of excise stamps and turnover of counterfeit products is conducted.

These measures are designed to create conditions which will help to reduce consumption of alcoholic products and answer the purpose and tasks of the Concept of realization of public policy of decrease in scales of abuse of alcoholic products and prevention of alcoholism among the population of the Russian Federation until 2020.

As a result of toughening of requirements of the federal legislation to production and turnover of alcoholic products in 2011 the number of the manufacturing enterprises of alcoholic products and the wholesale organizations was twice reduced, the licensed retail network of the Rostov region was reduced by 10 percent. Owing to what in 2011 the market capacity of alcoholic products of the Rostov region decreased by 4.6 percent in comparison with the level of 2010, or on 337.4 thousand gave.

Against the background of decrease in total amount of supply of alcoholic products, supply of vodka and alcoholic beverage products from other countries and regions in 2011 increased by 83 thousand decalitres (for 3.7 percent). It should be noted that growth of volumes of the specified products happens, generally at the expense of the imported products from Ukraine.

At the same time the steady trend of reduction of volumes of deliveries to retail retail chain stores of the Rostov region of products of the Don producers was outlined. So in 2011 the deliveries of products of the Don producers were reduced by 22 percent, or on 222 thousand gave.

At the same time, by 1.7 times the number of addresses of citizens on the facts of non-compliance with the Federal law of 22.11.1995 No. 171-FZ increased by "telephone hotline" of department of the consumer market of the Rostov region.

By results of data of toxicological monitoring of Department of Rospotrebnadzor for the Rostov region, in 2011 the number of the sharp poisonings connected with toxic effect of alcohol increased in comparison with 2010 by 8.5 percent (in 2011 1130 people got poisoned).

Reduction of the licensed retail network promotes increase in moonshining, selling of alcohol-containing liquid of unknown production (by assessment instead of one closed shop in rural areas five "offtakers" of alcohol-containing products of own production from a household appear).

In the circumstances the main objectives in this sphere is providing the population of the Rostov region with quality alcoholic products, support to conscientious participants of the alcoholic market of area, change of structure of consumption by the population of alcoholic products due to reduction of a share of consumption of hard alcoholic drinks.

2.2. Public catering

The sphere of public catering, as well as environment of the consumer market of area in general, depend on the rate of inflation, solvency of the population and development of network of catering establishments.

Owing to development of public network of catering establishments and change of consumer preferences of the population of the Rostov region the annual gain of a turnover of public catering in the comparable prices was noted (from 2004 to 2006 – over 10 percent, and in 2007 and 2008 – over 20 percent). In the conditions of crisis in 2009, in connection with the advancing growth of consumer prices of food and delay of growth rates of monetary income of the population of the area, turnover of public catering in the comparable prices in comparison with previous year was reduced by 4.2 percent. In recent years the favorable trend of gradual building of turns in the comparable prices to the level of previous year was observed (in 2010 – 106.4 percent, in 2011 – 105.7 percent). In comparison with the level of 2000 growth was 2.7 times.

The prevailing share of a turnover of public catering is formed by subjects of small business (in 2011 – 83.4 percent against 80.7 – in 2010), at the same time they show the highest growth rates in the comparable prices to the level of 2010 (109.2 percent). At the same time turnover of public catering of the large and average organizations for 2011 was reduced by 8.9, their share in the total amount of a turn also decreased up to 16.6 percent (against 19.3 percent in 2010). Such situation, on the one hand, is caused by change of the status of the separate organizations in 2011 and their transition from the large and average organizations to small enterprises, with another – the termination of activity of several organizations.

Per capita the Rostov region the turnover of public catering made 5,428.3 rubles. On the level of this indicator the best results showed the urban districts of Rostov-on-Don (the indicator by 2.1 times exceeds regional average level), Volgodonsk, Novocherkassk and also the Aksay and Myasnikovsky municipal districts. Differentiation of urban districts and municipal districts of the Rostov region on turnover of public catering per capita is presented in appendix No. 6.

The network of catering establishments has a stable tendency to growth – in 2011 in comparison with 2000 it grew by 2673 objects, or by 1.8 times. The greatest gain of network was noted in the cities: Novocherkassk, Rostov-on-Don, Taganrog and also in Bagayevsky and Myasnikovsky districts.

As of January 1, 2012 in the territory of the Rostov region carried out activity of 5.95 thousand catering establishments on 258.1 thousand seats, including 4.1 thousand enterprises of open network on 131.5 thousand seats.

In infrastructure of catering establishments of 70 percent make the enterprises of open network, on the closed network (school, student's cafeterias and dining rooms at the enterprises and the organizations) 30 percent are necessary.

The open network of public catering is presented by restaurants, bars, cafe, snack, table public type and other objects. The largest specific weight in specific structure of open network of public catering in the Rostov region is occupied by snackbars (41.1 percent), cafe (25.9 percent) and the other enterprises (19.1 percent).
11.6 percent, public dining rooms – 2.3 percent are the share of a share of restaurants and bars.

Security of the population of the cities and areas of the Rostov region with seats in open network of catering establishments as of January 1, 2012 made on average in the Rostov region 30.8 units on 1000 people, including on the cities – 35.6 units, on areas – 24.2 units.

In the conditions of the growing competition and search of new more effective methods of service of the population such forms as the organization of business lunches, selling of finished goods through departments of cookery, "catering" with the invitation of professional managers for holding banquets, buffet receptions, weddings and other actions became widespread.

The perspective direction of development of this segment of the consumer market is opening of the enterprises which are carrying out delivery of products of own production by orders of consumers.

Popular, demanded and available type of public catering is fast food. For placement of objects of fast food places of mass stay of the population are priority: along the main thoroughfares, near large traffic intersections, in buildings of railway stations and bus stations, in the large shopping, leisure and entertaining and cultural centers, in the markets, in parks and recreation areas.

In the consumer market of the Rostov region the stationary and non-stationary fast food chains including working on franchizing with the large network companies successfully function.

The fast food chain is presented as stationary objects (restaurants of the McDonald's and Sebvey companies, a tavern "Gee", various "Pizzerias", "Bistro") which provide the best quality of the dishes and high level of service, and the enterprises of small retail fast food specializing in production of shawarma, "hot dogs", realization of pancakes, donuts, pies, hamburgers.

By the network principle the enterprises of the regional level actively develop: "Rice", "Mom pizza", "Mix", Osaka, "Collective farm" and others.

The number of the enterprises with national cuisines of foreign countries grows: Chinese, Korean, Japanese, Mexican, Spanish, Italian. Recently east kitchen and sushi bars enjoys special popularity. The niche in the consumer market of area is strongly occupied by the enterprises with national cuisines of neighboring countries: Armenian, Georgian, Uzbek, Ukrainian.

Also the network of the catering establishments applying industrial methods of cooking gained development.

In infrastructure of network of public catering the share of the closed network makes 30 percent, the enterprises for the place of work and study treat them.

In the Rostov region, measures for improvement of catering services of children and teenagers are taken. In the place of study 1447 objects of public catering are organized (dining rooms, cafe, snack, distributing, buffets). Now the coverage hot meals is 96.7 percent, pupils of initial classes receive 100 percent hot meals (hot breakfasts or hot lunches), pupils of 5 - 9 classes – 97.3 percent, pupils of high school – 80.4 percent. Two times hot meals captured 23.3 percent of pupils.

Since 2007 in the Rostov region, actions "The Don school milk" on providing all pupils of initial classes with free additional dairy food are implemented. Now additional dairy food is received by 155.1 thousand pupils of elementary school, additional food is received by 156.8 thousand pupils of educational institutions, or 43.5 percent of total number of pupils.

The trend of growth of working dining rooms at the industrial enterprises of the Rostov region is noted. For the purpose of fuller providing workers and employees with hot and dietary meals it is necessary to react flexibly to needs of the population depending on working in shifts of production, existence of unhealthy factors.

The key problems constraining development of public catering in the Rostov region are:

lack of the industry federal law regulating activity of the enterprises of the sphere of public catering;

lack of the state technical regulations practically on all types of service of public catering;

deficiency of professional staff of working specialties;

traditionally low level of compensation;

high rental rates for use of rooms and land plots and growth of rates of land tax.

2.3. Consumer services of the population

In the course of market transformations the sphere of consumer services of the population in the Rostov region, as well as in the country in general, most underwent structural changes. As a result of the accelerated privatization in 1991 - 1992 the large enterprises (houses of household services, factories laundries, associations on repair of household appliances) broke up to small shops, sites, workshops. The share of the household services rendered by officially considered enterprises was sharply reduced, at the same time the share of private business increased. Aggravated a situation elimination along with privatization of the enterprises of regional governing body of the sphere of consumer services. It was followed by considerable falling of volumes and level of consumer services of the population (especially in 1994 when the physical volume of the paid services provided to the population was only 18 percent to the level of 1990). As a result of the measures taken in the Rostov region on prevention of disintegration of consumer services, reduction of types of socially important services and preservation of a profile of operating enterprises it was succeeded to stabilize a situation that promoted increase in specific weight of services of household character in a total amount of paid services of 28.2 percent in 1992 up to 37.6 percent in 1995. Even in crisis 1998 the Rostov region on the volume of the household services rendered to the population significantly advanced not only all neighboring regions, but also the average Russian indicator and was in the 3rd rank place among regions of the Russian Federation.

Fee remained powerful item of expenditure of the population. According to data of selective inspection of budgets of households the accelerated growth of a share of services in consumer spending of the population owing to the advancing growth of tariffs for services in comparison with goods prices was observed (from 7 percent in 1993 up to 27 percent in 1997). Even taking into account reorientation of consumer demand for goods in the conditions of crisis the share of household services in population expenses on fee made a considerable part (34.3 percent).

For years of reforms many household services in connection with their high prime cost became inaccessible for an overwhelming part of the population. Owing to sprosovy restrictions, volumes of their realization to the population were sharply reduced.
Since 2006 the decrease in growth rates in the comparable prices of rather previous year was noted that is caused not only an inflationary component, but also the situation of prevalence of a share of the population (more than 60 percent) with income which developed in the Rostov region for many years below regional average level. Substantially growth of volumes by separate types of household services is reached at the expense of the most provided part of the population, consuming expensive types of service (individual construction, car service, cosmetic and hairdresser's services and others).

In 2011 the specific weight of the household services rendered to the population of the Rostov region in all canals of realization in a total amount of paid services was 14.2 percent (against 25.7 percent in 2000). In consumer spending of the population of the Rostov region the share of expenses on payment of household services made 2.3 percent that below the average Russian indicator on 0.6 percentage points (figure 3).

In the course of intensive restructuring of a system of consumer services the leading place in formation of volumes of the household services rendered to the population was occupied by subjects of small business (in 2011 – 91.4 percent). At the same time it is the share 80.1 percent from the total amount whose activity is most widely presented in the following types of service of a share of the citizens who are engaged in business activity without formation of legal entity: repair and construction of housing and other constructions (95.9 percent), repair and indposhiv clothes, indposhiv and knitting of knitwear (93.5 percent), hairdresser's and cosmetic services (80.3 percent).

The special place in structure of the household services provided to the population belongs to services in maintenance and repair of vehicles. The park of cars increasing from year to year in personal property of citizens suggests that car service – one of the most perspective types of service, its share in the total amount of household services increased from 8 percent in 1991 up to 13.9 percent in 2011.

Despite positive trends which are noted in the market of household services, in general a situation unstable. The defining factors of dynamics of volumes of the household services rendered to the population are still the rate of inflation, competition and solvent demand of the population. The accelerated growth of indicators of development of the market of household services is possible only on condition of increase in level of average monetary per capita income of bulk of the population and decrease in growth rates of the prices and tariffs.

On the volume of household services on average on one inhabitant ( 4,074.7 rubles) in 2011 the Rostov region took the 20th rank place among regions of the Russian Federation. In the Rostov region the significant differentiation on municipal units was noted. The gap in the size of the largest and smallest volume of household services makes more than 5 times. Especially sharp reduction of volumes of realization of household services was noted in rural areas. The termination of an exit form of service made inaccessible many types of service for residents of the remote settlements. The latest rating places belong to the Soviet, Zavetinsky, Kasharsky, Ust-Donetsky, Remontnensky municipal districts.

In the cities of the Rostov region the development of household services to the population happens more intensively. The best results are achieved in urban districts – Rostov-on-Don, Azov, Taganrog, Volgodonsk, Novocherkassk; in municipal districts – Aksay, Myasnikovsky, Salsk, Azov, Egorlyksky. The volume of household services per capita on urban districts and municipal districts of the Rostov region in January – December, 2011 is presented to the population in appendix No. 8.

Key problems in the sphere of consumer services are:

lack of the federal law on regulation of this type of activity;

low profitability and high costs for business at the expense of long payback periods of projects;

lack of timely objective information about a situation in the market paid and, in particular, household services, in connection with the existing terms of providing statistical information (once a year with delay for 10 months). As a result – lack of a possibility of timely taking measures to improvement of a situation.

2.4. Consumer protection

In the sphere of consumer protection the Concept proceeds from need of performance of the main norms and requirements of the current legislation.

According to Article 3 of the Law of the Russian Federation of 07.02.1992 No. 2300-1 "About Consumer Protection" the right of consumers for education has to be provided by means of inclusion of relevant requirements in the state educational standards and general education and professional programs and also by means of the organization of a system of informing consumers on their rights and necessary actions for protection of these rights.

The main direction of state policy on ensuring consumer protection – creating favorable conditions for realization by consumers of the legitimate rights and also ensuring their observance, including by means of increase in availability of advisory, legal aid to consumers.

In the Rostov region the effective system of consumer protection, established by the legislation of the Russian Federation which is based on actions of the regional long-term target programs in the sphere of consumer protection in the Rostov region implemented since 2008 is created:

increase in level of legal literacy and knowledge of the population in questions of consumer protection and observance of requirements of the consumer protection law;

stimulation of improvement of quality of goods (works, services), provided in the consumer market of the Rostov region.

Within the program actions:

the public receptions on consumer protection rendering to the population, including the social and unprotected consumers, free advisory and legal aid are created;

phone of "hotline" by which citizens can receive the free advisory help with the rights and mechanisms of their realization works;

the website on consumer protection of www.zppdon.ru, for increase in legal literacy and knowledge of consumers functions;

brochures, practical grants concerning consumer protection in various fields of activity for consumers and economic entities are developed and published;

the Virtual Lawyer program allowing consumers to make legally reasonable claims for the extrajudicial solution of conflict situations at acquisition of low-quality goods (works, services) is developed;

independent consumer examinations and researches of products and services for identification of low-quality, counterfeit goods are conducted;

the first interactive educational program for consumer protection in the Russian Federation which is posted on the website www.zppdon.ru for increase in legal literacy of the population in questions of the consumer legislation is developed and is constantly updated.

The adopted Program allowed to focus attention and to react in due time to the arising problems in granting to the population of the Rostov region different types of services (including housing-and-municipal, tourist, bank, household) where degree of protection of consumer's laws of citizens does not answer inquiries of the population.

In the Rostov region high concentration of the population: in the cities there live 67.5 percent of total population of area, in rural areas – 32.5 percent. Rather high educational and cultural level of the population in general.

Existence of capacious labor market causes the high potential of development of market capacity of consumption. In the total population of the Rostov region the share able-bodied in 2010 made 60.8 percent among which there is the most active share of potential consumers aged from 16 up to 35 years makes 30.1 percent. They concentrate, generally in the Rostov agglomeration and urban districts (the structure of the population on separate age groups in a section of the cities and areas of the Rostov region as of January 1, 2011 is stated in appendix No. 8).

Proceeding from the main strategic reference points of long-term development of the Rostov region, taking into account the main activity of department of the consumer market of the Rostov region – creation of conditions for effective development of various forms of trade activity, public catering and consumer services of the population, the realization of strategic objectives of the Concept will be enabled in the following priority directions.

3.1. Main priorities and directions of development of trade

In trade, as the systemically important industry using competitive advantages of the Rostov region: first of all – existence of the capacious market of consumption at the expense of a high share of potentially active consumers (the share of able-bodied population in the total population of the Rostov region makes more than 60 percent) (appendix No. 8), the high level of commodity providing, including goods of local production and the developed market infrastructure with the main directions of development for a long-term outlook are:

complex development of infrastructure of retail trade;

optimization of trade activity;

increase in skill level of shots.

3.1.1. Development of infrastructure of retail trade

Complex development of infrastructure of retail trade for promotion of the goods including made in the territory of the Rostov region is provided at the expense of the coordinated approach to placement of retail retail chain stores and improvement and development of retail retail chain stores, ensuring access to most of consumers to progressive forms and methods of service for increase in consumption level and the culture of service.

Rational placement of objects of retail retail chain stores has to consider:

problems with trade service of the population of remote and sparsely populated territories of the Rostov region owing to unevenness of placement of shopping facilities across the territory of the Rostov region;

The databank of products of producers of the Rostov region is posted on the website on consumer protection of www.zppdon.ru in the section "Made to Dona". Its filling carries out federal budgetary institution "Rostov CSM". The decision on inclusion of products in a databank is accepted on the basis of assessment of a set of application documents of the enterprise.

Today the bank contains information on more than 350 types of industrial, food and agricultural output of producers of the Rostov region.

The created databank allows the Don producers to declare the competitive products, to expand a possibility of their participation in placing orders for the state needs, promotes broad informing the population on the goods made in the region.

For local producers and business owners the most available way to offer the goods to the population are fairs.

Increase in efficiency of fair trade is provided in the way:

optimum selection of platforms for the organization of fairs;

maximum involvement of regional producers and personal subsidiary farms;

increases in level of information support of fair trade;

suppression of trade in unspecified places.

One of effective methods of the organization of interaction of large-format retail chain stores and the Don producers is holding regional purchasing sessions, so-called "Forums of purchasers", with involvement of both regional, and federal purchasing departments of large-format and network trade enterprises.

creation of the plants of food delivering products in school cafeterias;

modernization of production of school plants and equipment by modern high-performance trade and technological and refrigerating appliances and expansion of their production capabilities;

introduction of new methods of the organization of service of school students in educational institutions.

For improvement of catering services of students in educational institutions, improvements of quality of school meals within the Package of measures for modernization of the general education in 2012 on technological re-equipment of school cafeterias are allocated to a subsidy of the federal budget of 216.7 million rubles for purchase of modern processing and refrigerating appliances for school cafeterias.

Implementation of the modern technologies and the systems of service meeting the growing needs of citizens will serve achievement of target reference points of development of the service industry. It will allow to strengthen the competition in the market of household services and to increase a contribution of the sphere of household services to economy of the Rostov region in general, having provided growth of a share of household services in a gross regional product of area.

The most perspective in modern conditions are the following forms of business:

development of the accompanying business increasing advantages of the basic (service, repair of electronics and household appliances, etc.);

development of a network form of business on the basis of own or involved investments, with franchizing use;

expansion of a range of the rendered services on the basis of studying pent-up demand of consumers (for example, small repair at home, cleaning services).

Definition of a system of methods of coordination and regulation of development of the sphere of household services:

improvement of the legal framework coordinating the sphere of the household services provided to the population;

definition of social standards of consumption by the population of high-quality services of household character;

increase in transparency of development of household services – modification of a technique of accounting of paid services by bodies of official statistics in a territorial section;

the organization of effective management of the sphere of household services at the municipal level, strengthening of the regulating influences directed to support positive and weakening of negative trends of development proceeding from the analysis of the situation based on reliable and timely information about the processes happening in the market of household services;

creation of the municipal leasing companies.

3.5. Measures for consumer protection

Prevention of violation of the rights of consumers cannot be reached only due to control and supervising functions. The major activity in the field of consumer protection is application of the measures of preventive character directed to increase in legal literacy and knowledge of consumers of their rights and mechanisms of their protection.

Implementation of regional target programs for consumer protection in the Rostov region is directed to carrying out the coordinated policy at the regional and municipal levels on creation of conditions for ensuring the rights of citizens of safety and quality of goods, strengthening of the state guarantees of consumer protection.

5. The expected results of implementation of the Concept

 

Implementation of the Concept will allow to provide:

achievement of target reference points according to the forecast of indicators of development of the consumer market of the Rostov region until 2020, the corresponding innovative scenario of development of economy of area in general;

steady growth rates of the key indicators characterizing development of the consumer market (retail trade turnover in general across the Rostov region according to the forecast will grow by 2015 by 1.3 times in comparable prices in comparison with 2011; by 2020 – by 1.6 times);

increase in a share of network trade in retail trade turnover of the Rostov region by 2015 up to 25 percent, by 2020 – 30 percent;

reduction of consumption of alcoholic products by the population of the Rostov region by 2015 for 15 percent in comparison with 2011, by 2020 – for 20 percent;

achievement of the established standards of the minimum security of the population with the area of shopping facilities in urban districts and municipal units of the Rostov region.
