Introduction

The strategy of development for a transport complex of the Rostov region till 2030 (further – Strategy) defines long-term goals, problems, priorities, the directions and stages of development of all means of transport, mechanisms and instruments of achievement of the goals providing sustainable social and economic development, improving competitiveness of economy and quality of life of the population of the Rostov region.

Development of Strategy is based on the parameters of long-term economic development of the Russian Federation, the Southern Federal District, the Rostov region determined in the relevant planned and expected documents (The concept of long-term social and economic development of the Russian Federation till 2020, the Strategy of social and economic development of the Southern Federal District till 2020, the Strategy of social and economic development of the Rostov region till 2020, the Scheme of territorial planning of the Rostov region) and also strategic and program documents of development of the transport industry of the country (The transport strategy of the Russian Federation till 2030, the Strategy of development of railway transport till 2030, the Federal target program "Development of the Transport System of Russia (2010 - 2015)" (further – the FTP).

The relevance of development of the strategic directions of development of a transport complex of the Rostov region is caused by the following reasons:

existence of system problems in functioning of a transport and road complex of the region, need of elimination of infrastructure restrictions of long-term social and economic development of the Rostov region;

results of carrying out market reforms in the transport sphere, structural and institutional transformations in all subsectors of transport;

activization of processes of integration of national economy, including the transport system, in the world economy which are followed by strengthening of the intra-branch and international competition, the growing requirements to all components of transport process;

need of account at the regional level of priorities of national transport strategy and also the developed and again approved strategic documents of development of economy and the industries of transport of the Russian Federation and the Southern Federal District.

Methodological basis of Strategy and the target system of reference points of long-term development of a transport complex of the Rostov region are the following key principles and approaches:

complexity. Use of problem, branch and territorial approaches is provided. In Strategy problematic issues of development of a transport complex of the region, the priority directions of development of the main means of transport and also spatial development of links of transport and logistic infrastructure in the territory of the area are considered;

coherence. The document is developed in coordination and coordination with the long-term strategy of development for the transport system of the Russian Federation, the corresponding federal target programs, priorities of development of a transport complex of the Southern Federal District, the strategic directions of social and economic development of the Rostov region;

priorities and restrictions. Strategy implementation is intended to provide conditions for the sustainable, balanced innovative development of a territorial social and economic system of area. Taking into account limited resource base a priority of development of transport infrastructure of area is realization of such perspective directions and investment projects which can serve as the catalyst of growth and provide achievement of synergetic effect in economic and social spheres;

adaptability. In the conditions of change of external and internal factors the Strategy is aimed at maintaining flexibility and adequacy, a possibility of timely and reasonable correction. It causes need of creation of mechanisms of continuous monitoring of strategy implementation within formation of authorized organizational structure;

realness and concreteness. Strategy is transformed to concrete and realistic transport subprogrammes and investment projects which implementation is provided in synchronized technological, spatial and temporary coordinates and demands the corresponding organizational, legal, administrative, information and financial support.

Justification and implementation of strategic objectives of development of a transport complex of area provide in the considered prospect:

the analysis of modern economic and social situation of the Rostov region, definition of its place and role in the system of interregional and international social and economic and transport relations;

study and assessment of the current state of a transport complex of the Rostov region;

definition of the target reference points of formation of a transport complex of the Rostov region providing sustainable positive social and economic development of the region;

justification of priority projects, organizational and technical and technological actions for innovative development and improving competitiveness of a transport complex of the region;

formation of subprogrammes of development of the subsectors of a transport complex of the Rostov region meeting the perspective requirements of economy and the population to volumes and quality of the provided transport services;

definition of mechanisms and instruments of activization own and attraction of external resources for strategy implementation;

improvement of institutional base and formation of mechanisms of coordination of development of a transport complex;

consolidation of interests of the population, the transport companies and public authorities of the region directed to achievement of goals of strategic development of transport of the Rostov region.

1. Place and a role of a transport complex in ensuring social and economic development of the Rostov region

Transport is the systemically important industry, the most important component of production and social infrastructure of the region.

Trends of development of economy and the social sphere of the Rostov region, its strategic interests are reasonable base of determination of prospects, strategic objectives and dynamics of development of a transport complex of the Rostov region. Economic specialization of the industry and agriculture, territorial differentiation of social living conditions cause spatial features of functioning of transport of the region, form specifics of interregional transport communications.

The basis for development of the long-term strategy of development for a transport complex of the Rostov region is represented by the analysis of an economic and social status of area and trends of its development.

1.1. Economic and social situation and trends
development of the Rostov region

The Rostov region on the number of the living population, scale of industrial and agricultural production, scientific educational potential is one of the leading regions as a part of the Southern Federal District and the Russian Federation.

Advantageous territorial and geopolitical position of the Rostov region in the south of Russia, favorable climatic conditions contribute to its stable and dynamic development.

On the volume and the nomenclature of production of agricultural products the area is one of leaders, and on the level of industrial development is among 20 advanced territorial subjects of the Russian Federation.

The population of the Rostov region for January 1, 2010 was 4,229.5 thousand people or 30.8 percent from the total population of the Southern Federal District (further – the Southern Federal District). Population density – 41.9 persons on 1  sq.km – the area as densely populated allows to characterize.

463 municipal units consisting of 12 urban districts, 43 municipal districts, 18 city settlements, 390 rural settlements are a part of the Rostov region.

The administrative center of the Rostov region – Rostov-on-Don with the population over 1 million people – large industrial, cultural and scientific center, the important transport hub, is the capital of the Southern Federal District.

Other large cities of area: Taganrog – 257.6 thousand people; Shakhty – 245.8 thousand people; Novocherkassk – 176.5 thousand people; Volgodonsk – 169.0 thousand people; Novoshakhtinsk – 113.9 thousand people; Bataysk – 102.2 thousand people; Kamensk-Shakhtinsky – 94.0 thousand people – create a strong basis successfully developing, economically and socially, the region in the south of Russia.

The factor favoring to social and economic development of the region is positioning of Rostov-on-Don as the "kernel" of the Rostov agglomeration with a demographic potential up to 2 million people forming the largest local consumer market in the south of the country which concentrates a considerable part scientific and educational, industrial and the financial investment potential of the region.

On the volume of a gross product the Rostov region surely ranks second in the Southern Federal District (after Krasnodar Krai), providing more than 28 percent of a gross regional product of the district.

The modern economic complex of the Rostov region is presented by a combination of various industries, agriculture, transport, production infrastructure and the service industry.

In structure of a gross regional product the largest specific weight is occupied by branches of manufacturing industry, the sphere of trade and repair services, agricultural production, transport and communication, a construction complex.

The positive shifts in an economic complex of area for the last decade which found the expression in significant increase in specific weight of the service industry correspond to a current progressive trend of development of the world economy.

The global economic crisis  of 2008 - 2010 could not but have destructive impact on dynamics of economy of area. At the same time as strategic base of modeling of prospects of development of a transport complex of the region the innovative scenario of economic development of the Rostov region assuming already in the nearest future recovery from the crisis on the forward ascending trajectory of economic growth is chosen.

The Rostov region is allocated with powerful industrial potential not only on the scale of the Southern Federal District, but also Russia in general.

In structure of the industry the largest specific weight is occupied by mechanical engineering, the food industry, ferrous and nonferrous metallurgy, power industry. Many enterprises of area have the all-Russian value, being the only or largest producers of separate types of products in the country.

On production of a number of types of industrial output (combine harvesters, tractor cultivators, boilers, zinc whitewash, the main electric locomotives, sunflower oil, sewing machines, heavy helicopter engineering, navigation systems for vessels, hydroplanes) the Rostov region is the Russian leader.

The special place in structure of agriculture belongs to agro-industrial complex. The Rostov region is the grain and livestock region with the developed production of sunflower, vegetables and fruits. Despite existence of problems in certain sectors of agro-industrial complex, trends of development of agricultural production in the Rostov region are positive moderately and are an essential factor of economic development of the region in the considered prospect.

The Rostov region is attractive to foreign partners as the stable and perspective region in the south of Russia and is widely presented in foreign economic relations of the state.

In recent years the Rostov region is recognized as one of the Russian territories, most open and attractive to investments, enters into the three of leading regions of Russia with the smallest investment risk. In the territory of the Rostov region the largest international companies place the enterprises: PepsiCo, Coca-Cola HBC Eurasia, Lafarge, AGC Flat Glass, Fonditel, Ball Corporation, etc.

Justification of perspective development of traffic flows in the territory of the Rostov region is carried out taking into account assessment of economic and social situation and the predicted trends of development of the intraregional economic region: Northern, East, Southeast, Youzhny, Western, Southwest with allocation of "growth points" – the municipal units having the resource, labor and economic potential for the accelerated development.

Act as the major factors defining the choice of points of growth: qualitative level of human, mineral and raw, fuel and energy and water resources, convenient transport geographical location, existence of sales market of goods.

1.2. Current state and problems of functioning
transport complex of the Rostov region

Transport and road complex – one of the leading branches of economy of the Rostov region to which share more than 10 percent of a gross regional product fall. About 30 percent occupied in a transport complex of the Southern Federal District are the share of the transport sphere of the Rostov region, the cost of business assets of the transport sphere of the Rostov region exceeded 104 billion rubles in 2009.

The transport complex of the Rostov region represents set of all types of the main and industrial transport of the national transport system operating in the territory of the region. Its modern development is caused by features of the national economy of area, industry and territorial structure of production, the place of the region in nation-wide and international division of labor, a geographical location of area and some other factors.

The high level of development of productive forces, specialization on production of many types of cargo capacious products (coal and metallurgical industry, mechanical engineering, agriculture), features of an economical geographical location of the Rostov region on crossing of transport communications from the central regions of Russia, Ukraine, the Baltic States, Belarus to ports of the Azovo-Chernomorsky pool and the Caspian Sea and also geopolitical changes on the former Soviet Union predetermined formation of one of the most developed transport and road complexes of the Russian Federation here.

1.2.1. Region transport economic relations

Process of formation of traffic flows in the territory of the Rostov region is substantially caused by participation of transport infrastructure in realization of transport economic relations in the region. The volume of transportations and their structure are defined by quantity and quality characteristics of the foreign economic (export-import), interregional, transit relations and also intraregional exchange.

Due to border position of the Rostov region, the foreign trade orientation of a considerable part of subjects of managing and, respectively, a powerful share of the international transit in the total amount of transportations, foreign economic relations render essential load of transport infrastructure of the Rostov region.

The waterways of Azovo-Donskoy of the pool – a component of the European water transport ring. A considerable part of the foreign trade cargoes goes in this navigable way to Turkey, Italy, Greece, Romania and other countries of the Black Sea and Mediterranean basins. Through the territory of the Rostov region the foreign trade deliveries of export-import cargoes by the railway and road transport in the direction of ports of the Azovo-Chernomorsky pool and the Caspian Sea are provided.

The Rostov region takes the leading positions among territorial subjects of the federation of the South of Russia in the sphere of foreign economic activity. Specific weight of a foreign trade turnover of the Rostov region in the Southern Federal District in 2009 was 34.9 percent (the second place after Krasnodar Krai), including on export deliveries – 28.0 percent, and on import – 43.5 percent.

The geography of export deliveries demonstrates bigger focus on foreign countries. The main part (84 percent) is the share of export deliveries to Turkey (18 percent), Italy (17 percent), Egypt (9 percent), Switzerland (13 percent), the USA (6 percent).

Nearly a half (44 percent) of import of area are occupied by Ukraine; among foreign countries – China (16 percent), Turkey (6 percent), Germany (5 percent), Italy and Finland (on 3 percent).

The most close interregional economic relations of the Rostov region were created with boundary and nearby regions of Youzhny, the North Caucasian and Volga federal districts. The Rostov region has rather intensive economic communications with the Central, Northwest and Ural federal districts.

The main volume of the transported products of the Rostov region "settles" in Youzhny's borders and North Caucasian federal districts to which share more than 50 percent of the sent and arrived shipment fall.

More than 40 percent of the cargoes which are taken out from the Rostov region go to Krasnodar Krai and about 20 percent – to Stavropol Krai.

The major role in realization of interregional freight transportation is played Volga-Don by the navigation channel which connects 16 adjoining the Volga Rivers and Don of the territorial subjects of the Russian Federation having 50 percent in industrial and 65 percent of agricultural capacity of Russia.

The steady trend of increase in a share of intraregional transportations is observed, in the territory of the area about 65 percent of the general cargo exchange of area are carried out. Intraregional exchange is presented practically by all types of cargoes. The largest specific weight is the share of mineral and construction materials, coal, food cargoes. More than 60 percent of all intraregional transportation of goods fall to their share.

1.2.2. Transit capacity of the Rostov region in a system
the international transport corridors (further – MTK)

Thanks to a geopolitical position, the Rostov region has considerable transit potential, including in the system of the international transport corridors (in the Rostov transport hub it is crossed all means of transport of five international corridors). Use of transit capacity of the region is not only a priority of development of a transport complex, but also a condition of an intensification of foreign economic activity of the Rostov region.

The system of the international corridors includes the following sites of transport communications and infrastructure in the territory of the Rostov region:

MTK "North-South": Helsinki – St. Petersburg – Moscow – Rostov-on-Don with the duplicating railway course: Moscow – Voronezh – Rostov – Krasnodar – Novorossiysk and the automobile Don M-4 highway (E-115) from border from the Voronezh region to border of Krasnodar Krai.

MTK No. 7: The Danube water transport corridor (Danube – Don – Volga – the Caspian Sea).

Branch of MTK "Trans-Siberian Railway": railway course: Volgograd – Kotelnikovo – Zimovniki – Salsk – Tikhoretsk – Novorossiysk;

Motor transportation ring around the Black Sea: sections of highways Rostov-Odessa and M-4 Don in area borders.

MTK No. 3: Dresden/Berlin – Kiev – Rostov-on-Don, with a branching of a road part on the directions: Kamensk-Shakhtinsky – Volgograd and through M-4 Don to Transcaucasia; a railway part – from boundary transition of the station Gukovo with Ukraine on the directions: Dashing – Volgograd and Gukovo – Bataysk to Transcaucasia.

MTK "North-South" is one of the global projects designed to integrate the Russian Federation into the world transport system, to provide competitive delivery of cargo from regions of the Persian Gulf, Southeast Asia to a railway system of Russia, or the vessels "river sea" on the inland waterways following through the territory of the Rostov region to the countries of Eastern and Central Europe and also the Mediterranean.

In pre-crisis  2003 - 2008 the transit volume in the direction of MTK "North-South" grew by 24.6 percent (from 39.7 to 49.48 million tons), in the South-North direction – for 60.8 percent (from 8.49 to 13.65 million tons).

The main deterrent of development of transportation of goods in the MTK system in the territory of the Rostov region is the insufficient capacity of boundary transitions. The available equipment of customs posts on automobile transitions and in the ports of Taganrog, Azov and Rostov does not allow to exercise qualitatively and quickly customs clearance and border control with the minimum costs.

The existing customs practice constrains the foreign trade freight traffics and does not stimulate transition to new technologies, effective and convenient for users. Terms of passing of containers through the Russian customs are several times higher, than in foreign ports and on boundary transitions that directly affects competitiveness of domestic transport infrastructure.

1.2.3. Analysis and assessment of activity of branch complexes
transport of the Rostov region

The transport and road complex of the Rostov region unites all types of the main transport: railway, road, river, sea, air, intracity (electric) transport, transport and terminal and warehouse logistic infrastructure, the control system of transportations which is turning on technical means of traffic control and information support.

Road complex

Highways are the most important component of transport infrastructure of the region, in many respects defining opportunities and rates of social and economic development of the territory of the Rostov region.

The Rostov region is characterized by rather dense and extensive network of highways that in general corresponds to the level of economic development of the region.

Extent of public highways of area as of January 1, 2010 was 15.95 thousand km, including:

federal importance – 713.8 km;

regional and intermunicipal value – 7,494.4 km;

local (municipal) value – 7,743.0 km.

Security with public highways in the Rostov region makes 3.8 km / 1000 inhabitants, and density of network of roads – 158 km / 1000 sq.km of its territory that exceeds the average level across the Southern Federal District, corresponds all-Russian, but considerably concedes to the corresponding indicators of the developed countries of the world.

Across the territory of the area the network of highways is distributed unevenly: density of a road network in the areas adjacent to the regional center and to the large cities, is much higher, than in peripheral areas. Are characterized by the most extensive network of roads: Aksay, Semikarakorsky, Azov and October districts. Eastern and southeast regions of area are least provided with highways: Zavetinsky, Morozovsky, Remontnensky that constrains development of territories and slows down rates of their social and economic development.

Now in the Rostov region the deficiency of the capacity of roads in a number of the directions is noted, technical parameters of roads do not conform to modern requirements.

Burning issue is the condition of artificial constructions on highways of area. Now on regional roads 420 bridges and overpasses 24,200 m long from which 37 percent are in an unsatisfactory state are operated.

Serious problem is existence of a set of crossings of highways with railway tracks in one level which have negative impact on speed and traffic safety on highways.

Federal roads on all the extent have capital type of road clothes and in the technical parameters on 2/3 correspond to standards of the I-II category.

Parameters of regional and intermunicipal roads of the area generally correspond to standards of the III-IV category.

While three quarters of regional and intermunicipal roads of the area in the parameters correspond to the IV category, the intensity of traffic on these roads reaches    5,000 - 16,000 cars a day already now, and on approaches to the regional center – to Rostov-on-Don – to 25,000 cars a day. Here the greatest discrepancy of parameters of roads of intensity of the movement is observed.

Insufficient level of technical development of regional and intermunicipal roads and growth of automobilization of the population of the area by 20 percent for 3 years (from 230 buses of/1000 people in 2007 up to 275 buses / 1000 people in 2010) cause the high level of transportation costs and accident rate of the movement.

Local roads are in the municipal property of districts of the area and serve local communications. Total length of public highways of local value for the beginning of 2010 was 7,743.0 km, or 48.5 percent from the total length of public highways in the territory of the Rostov region. Parameters of local roads correspond to standards  of the IV-V categories, for 21.4 percent of total length there is no hard coating. On roads with a covering the last often demands strengthening, the discrepancy in geometrical and other parameters takes place.

In the territory of the Rostov region 306 settlements, with the total number of the population living in them 39,834 persons, have no communication with basic network on roads with a hard coating now. The most problem are areas: Azov, Zimovnikovsky, Krasnosulinsky, Matveevo-Kurgansky, Millerovsky, Tarasovsky, Tselinsky, Chertkovsky.

The following is among the most current problems of a road complex of the Rostov region:

the considerable part of public highways works in the mode exceeding optimum level of loading; 35.7 percent of extent federal, 34.4 percent of regional and 50.1 percent of intermunicipal roads do not correspond on the key technical parameters of the existing intensity of the movement;

the network of federal roads, extent them in borders of area is insufficiently developed makes only 4.5 percent from the extent of public roads while on federal network about 40 percent of regional freight traffic are carried out;

the level of development of road network in eastern regions of area and also in rural areas is especially low that constrains development of agro-industrial complex, slows down rates of social and economic development of the region in general;

the number of rounds for withdrawal of transit transport from Rostov-on-Don and other cities and municipal units of area are not enough;

there are no doublers of the main entries into Rostov-on-Don; parameters of entrance highways do not correspond to the developed amount of traffic flows that leads to an overload of roads, especially in the period of summer "peak" loadings;

in general on area the share of roads of IV, V and extra category makes about 80 percent, at the same time 1.3 percent of public roads have no hard coating that complicates year-round journey of transport, especially with big axial loads;

unsatisfactory condition of road bridges and overpasses: more than a third of bridges demands reconstruction or replacement;

growth of level of accident rate on network of public roads owing to advancing of growth rates of intensity of the movement in comparison with increase in capacity of roads of the area is observed;

there is an acute shortage of funds for construction, reconstruction, repair and maintenance of public roads;

the lack of necessary financing (11.7 percent from the standard) was reduced by volumes of capital repairs, a charge of highways of regional and intermunicipal value.

The listed problems of a road complex of the Rostov region set in number of priorities implementation of projects on improvement of a transport and operational condition of the existing network of public highways and constructions on them, reduction of technical parameters and level of engineering equipment of roads to compliance with the reached extent of intensity of the movement.

Road transport

The role and value of the road transport constantly increases in the transport system of the Rostov region. Development of commodity markets and services, small and medium business objectively expand scope of the cargo road transport that is caused by his adaptability to market conditions. Rates of building of the park of private and commercial cars in the cities and rural areas allow to speak about mass automobilization. At the same time automobilization is followed also by the negative consequences connected with damage from the road accidents, environmental pollution, an overload of roads and city streets, problems of development of the urban environment, complication of work of passenger public transport and some other factors.

The analysis of the current state and problems of development of the road transport in the area shows that in this sphere of transport there were serious changes in recent years.

Only for crisis 2009 the number of the cars registered in the area grew from 843.1 to 920.7 thousand units (for 8.4 percent), cargo from 16.3 to 16.9 thousand units (for 3.9 percent).

In general for the considered period the average annual growth rate of number of vehicle fleet of area was:

on total number – 4.3 percent,

on the park of trucks – 1.7 percent,

cars – 4.9 percent,

buses – 3.1 percent.

As statistics testifies, growth of total number of vehicle fleet in the Rostov region was provided due to significant increase in number of passenger cars, and trucks – as a result of development of technical equipment of small business. The structure of traffic flows changed towards increase in a share of passenger motor transport.

On the level of automobilization of the population the Rostov region ranks third in the Southern Federal District (the number of own cars on 1000 people of the population makes 209.1 units).

The volume of transportation of goods by the road transport of the organizations of all types of activity for January 1, 2010 exceeded 16 million tons.  The share of transportations in the long-distance message considerably increased in structure of goods turnover by types of the message for 2007 - 2009 (from 69.7 to 94.8 percent), at the same time participation of regional carriers in the international freight transportation was reduced to insignificant values.

In the Rostov region about 98 percent of total amount of passenger traffic annually are the share of the road transport.
For 2009 motor transport of the enterprises transported 383.77 million people. The passenger turnover made 4,259.7 million pass-km.

In structure of a passenger turnover of the road transport by types of the message intracity transportations prevail, however their share decreased about 68.8 percent in 2007 up to 59.0 percent in 2009. On the contrary, the specific weight of transportations in the suburban message increased about 19.3 percent in 2007 up to 22.7 percent in 2009.

The main problems of development of the road transport of the Rostov region are:

incompleteness of processes of reforming and state regulation, including, establishing uniform "rules of the game" in the regional market of motor transportation services;

process of decentralization of control of motor transport in total with the happened changes in the transport legislation and the system of taxation led to mass disaggregation of the motor transportation enterprises and emergence of the spontaneous and badly operated market of transport services that caused deterioration in indicators of efficiency and quality of work of motor transport (performance of trucks decreased in comparison with 1990, and specific transport costs grew in price of finished goods almost twice);

weakening of a role of the major regulators in implementation of public policy on motor transport (licensing, Transport Supervision Service and certification of services);

insufficient interaction of the road transport with other means of transport with use of new information and navigation technologies;

weak information and methodical ensuring and insufficient security of interests of small and medium business in a motor transportation complex;

limited opportunities of use of financial and credit mechanisms for replenishment of working capital and updating of the rolling stock because of its high cost and, as a rule, lack of mortgage providing, sufficient for banks;

practically there is no institute of self-regulation of motor transportation activity.

Railway transport

Railway transport plays the leading role in providing the international and interregional relations and creation of conditions of complex development of a system of freight and passenger traffic in the Rostov region. The density of a railway system in the area is 182 km on 1000 sq.km and exceeds by 3.6 times value of this indicator across Russia. About a third of volume of the transportation of goods and passengers who are carried out in the territory of the Southern Federal District is the share of the Rostov region.

The level of development of infrastructure provides the need for transportation of goods by railway transport within the Rostov region now. The volume of transportation of goods by railway transport of the Rostov region in 2009 was 16.05 million tons that corresponds
58.5 percent to the level of 2008. However in 2010 will reach growth of volume of transportations by 5.8 percent by 2009.

Considerable part of freight traffic is made by export transit cargoes to ports of the Azovo-Chernomorsky pool.

The overwhelming volume of transportation of goods by railway transport in the area is the share of two main directions: western (Millerovo – Dashing – Rostov-on-Don – Bataysk) and east (Kotelnikovo – Salsk – Tikhoretsk). Consecutive development of infrastructure of east direction will allow to switch to it the growing goods turnover throughout the Trans-Siberian Railway and its exit to ports of the Black Sea basin.

The main directions of the passenger traffic following through the territory of the Rostov region: Central Federal District, North Caucasian Federal District (Stavropol Krai) and Krasnodar Krai (recreational zones).

In the region treat the main problems of development and functioning of railway transport:

insufficient capacity of infrastructure in the Rostov railway junction which does not correspond perspective gruzo- and to passenger traffics;

high level of wear of fixed assets of railway transport (first of all, rolling stock, traveling facilities, repair base);

insufficient use of potential of industrial railway transport in the cities of area where industrial stations and low-active access roads to industrial zones because of recession in industrial development of the region are empty;

backwardness of network of the railroads, especially in northeast districts of the area which constrains their economic and social development;

the recession of volumes of suburban passenger traffic connected with growth of tariffs for journey (in comparison with bus transportations) and decrease in mobility of the population;

insufficient investment attractiveness of the industry for ensuring the required amounts of financing of modernization and development of railway transport;

need of significant improving competitiveness of railway transport in the market of transport services due to implementation of flexible tariff policy, improvement of interaction with other means of transport and completion of structural reforming in the industry.

Inland water and sea transport

Sea and river transport of the Rostov region plays the main role in providing the international transport economic relations of the Rostov region. The value of water transport infrastructure of area increases in connection with development of a system of the international transport corridors: MTK No. 7 (Danube – Don – Volga) and the overland corridors crossing it.

Priority development of the international navigation in Azovo-Donskoy the pool is connected with further increase in transportations by vessels of the class "river sea" with a loading capacity up to 5,000 tons between the Center of the country, the Caspian countries and the countries of the Mediterranean Basin.

Freight and passenger traffic by the water type of transport carry out more than 40 shipping companies, the largest of which: Volga-Don shipping company, Donrechflot and others. Extent of navigable river ways in borders of area is 1009 km.

In the territory of the area three sea international ports – Rostov, Taganrog and Azov which work in the mode of year-round navigation work; the river ports of Ust-Donetsk, Volgodonsk and portopunkta on the Don Rivers, the Seversky Donets and Manych working during the navigation period lasting about 9 months. The general transshipment power of ports of the region is 25 million tons per year.

The major role in transport service of the South of Russia and foreign economic activity of the country is played by navigable Volga-Don Canal (VDSK) which represents a uniform system in the economic, social and transport and technological relations.

Capacity of the Volga-Don navigation channel is about 20 million tons/year. Now via the channel about 9 million tons are missed annually.

Transportation of goods is generally made down the river Volga (about 8.5 million tons), transportations across the Caspian Sea make only 4.5 percent from the total amount of the cargoes passing through Volga-Don Canal. A considerable part of the foreign trade cargoes goes to Turkey, Italy, Greece, Romania and other countries of the Black and Mediterranean seas.

Extent of navigable ways (channels) in the Rostov region is: down the river Don – 356 km, across Azovo-Donskoy to the sea channel –
37.3 km, to the Taganrog approach canal – 19 km. Total length of waterways in borders of area is 800 km.

Goods turnover of ports of the pool and transit navigation down the river Don makes  21 – 22 million tons/year and continues to increase. Transit navigation for the ten-year period increased by 3 times. Ports of the pool annually process 9 – 10 million tons of cargoes.

In structure of goods turnover of Azovo-Donskoy of the pool, export transportations (55 percent), transit prevail (33 percent), the share of import transportations makes 2 percent, the specific weight of intra basin and interbasin transportations, respectively, is 5 and 4 percent.

Main types of the cargoes transported on waterways and processed in the ports of Azovo-Donskoy of the pool, taking into account priorities of foreign economic relations of the Russian Federation, are: products of agricultural production, hydrocarbons, scrap metal, sulfur, etc.

Treat number of the main problems of the inland water and sea transport of the region:

high wear of hydraulic engineering constructions of Volga-Don Canal and zanosimost of waterways of Taganrog Bay and Don River;

the small depths of navigable ways which are not allowing to come into ports to sea vessels with a loading capacity more than 3 - 5 thousand tons;

discrepancy of specialization and equipment of sea and river ports with structure and volumes of the existing and perspective foreign trade freight traffics (containers, oil products, chemical cargoes in bulk and an embankment, other) that excludes a possibility of their transfer through ports of area;

lack of interregional and international passenger traffic by the water transport and tourist cruise routes;

discrepancy of technical condition of a considerable part of the fleet "river sea" to modern requirements that reduces cost efficiency of its use and level of safety of navigation;

the wear of the fixed business assets of the large and average commercial organizations is: on the sea transport 51 percent, on internal water – nearly 70 percent.

Air transport

Air transport of the Rostov region plays an important role in ensuring transportation of passengers and cargoes in the south of Russia, first of all, in interregional and international messages.

In the territory of the Rostov region the international airport of federal importance in Rostov-on-Don, the regional airport "Youzhny" (Taganrog), seven airfields and helicopter aerodromes which are intended for service of aircrafts of small enterprises and individual entrepreneurs – the operators of civil aviation and aircraft of general purpose (HECTARE and AON) which are carrying out generally aviation works in agriculture are located.

"Rostov-on-Don airport". On the basis of the airport more than 15 domestic and foreign airlines, including JSC Donavia airline carry out activity.

In the Rostov region there is a network of the airports of the local airlines (LA). However in 2010 the last of operating (airfields "Volgodonsk", "Veshenskaya", "Millerovo") are excluded from the state register of civil airfields as not undergone certification in accordance with the established procedure. Thus, now passenger and cargo air transportation on local airlines in the Rostov region are not carried out.

Among the largest airlines of the South of Russia the Rostov air transport hub ranks third (after Krasnodar and Sochi).

The crisis phenomena in economy of previous years negatively affected key indicators of work of air transport of area. However as a result of realization of a complex of crisis response measures it was succeeded to return the lost growth rates of volumes of air transportation. In 2010 at the airport of Rostov-on-Don the total number of the served passengers made about 1.438 million people, i.e. in comparison with 2009 grew by 26.4 percent.

Main problems characteristic of functioning and development of air transport of the Rostov region:

insufficient level of competitiveness of the air transport hub in the regional and international markets of transport services;

the low level of development of infrastructure of airport complexes (air terminals, runways of airfields, the providing services);

practical lack of air traffic on local and regional airlines;

need of replacement of the outdated uneconomical park of the air fleet;

deficiency of qualified personnel in all spheres of aviation activity.

Terminal and logistic infrastructure

Material resources of implementation of logistic technologies in the Rostov region is the formed network of the terminal and logistic complexes performing accumulative and distributive functions of service of tovaropotok, including processing of transit streams.

The largest potential of logistic development in the south of Russia the Rostov-on-Don, the only city in the Southern Federal District where there are qualitative warehouse objects of classes A and B has. The total area of warehouses of classes A and B – 156 thousand sq.m that makes 32 percent from the total amount of the market.

In the Rostov region many projects of logistic complexes are announced, however during crisis most of them was frozen. The main demand for warehouse capacities is formed by the local companies. Distributors, retailers, retail chain stores build own complexes.

The highest concentration of terminals is observed along the automobile Don M-4 highway within a hundred-kilometer zone from Rostov-on-Don. Here more than 56 percent of the population of all Rostov region are concentrated and more than 70 percent of the industrial enterprises of the region (Rostov-on-Don, Taganrog, Novocherkassk, Shakhty), about 75 percent of retail trade turnover of the Rostov region are concentrated.

The analysis of placement and the nomenclature of commodity material flows of terminal and warehouse network in the territory of the Rostov region indicates spontaneous development and placements of tovoropererabatyvayushchy network without the existing condition and development of industrial production, social infrastructure, placement of human resources and capacity of transport communications.

The main problems of the existing condition of terminal warehouse infrastructure in the territory of the Rostov region are:

noncompetitive transport and logistic technologies;

reloading capacities are not provided with the serving transport and logistic infrastructure (port stations, accumulative terminals, a car - and railway entrances, the modern logistic centers);

the existing regulatory framework does not stimulate implementation of innovative technologies;

low level of safety of transportation process on all means of transport.

1.2.4. System problems of functioning
transport complex of the Rostov region

Estimating in general a condition of work of a transport complex of area, it is necessary to consider the available negative trends in transport service of economy and the population of the region, interregional gruzo- and passenger traffics, the foreign trade activity, the actual level of development of potential export-import freight traffics through seaports of the South of the country in which in much bigger degree capacities of transport infrastructure of the Rostov region could be involved.

Are the system reasons of development of the specified trends:

discrepancy between the levels of development of a transport complex of area, efficiency and quality of its functioning and the growing demand of economy and the population on transport services;

unbalanced development of different types of transport and irrational transport balance of the region (weakening of the position of civil aviation), decrease in competitiveness of transport infrastructure of the region in the regional and world market of transport services;

low level of logistic ensuring freight transportation, practical lack of hi-tech multimodal transport and logistic complexes on the main directions of freight traffics and in a zone of activity of large transport hubs;

the progressing trends of wear of fixed capital of a transport and road complex of the region;

inefficiency of financial and economic mechanisms in innovative reproduction of the transport system of the region;

the increasing ecological imbalance between growth of need for transport services and the increasing transport load of the environment.

Treat the most significant system problems of functioning of a transport complex of the Rostov region requiring the solution in the considered prospect:

discrepancy of basic transport network of the region perspective gruzo- and to passenger traffics;

noncompetitive transport technologies, high share of transport costs in the prime cost of domestic production
(20 percent in comparison with 7 percent in economically developed countries);

level of availability and quality of transport services does not answer solvent demand of the population of the area, constrains mobility of human resources;

the created reloading capacities are not provided with the modern serving transport and logistic infrastructure (port stations, accumulative terminals, road and railway entrances);

the existing regulatory frameworks and financial and economic mechanisms stimulate development of a transport and logistic complex on the basis of implementation of the innovative technologies aimed at providing modern requirements of environmental friendliness, safety, quality of transport services insufficiently.

2. Strategic directions of development
transport complex of the Rostov region

The analysis of social and economic development of the Rostov region, assessment of the main trends, the directions and conditions of future development of world and Russian transport taking into account potential and the predicted risks allow to present within long-term strategy a mission of a transport complex of the Rostov region as assistance to the economic growth of the region and to improvement of quality of life of the population on the basis of providing hi-tech, comfortable, economic and safe transport services.

2.1. Strategic objectives and problems of development
transport complex of the Rostov region

The strategy of development for a transport complex of the Rostov region is directed to achievement of main objectives:

transport service of sustainable social and economic development and improving competitiveness of economy of the Rostov region;

complex satisfaction of needs of the population and economy of the region in high-quality transport services on the basis of the advancing and innovative development of a transport complex of area according to strategic priorities of development of transport of the Russian Federation and the Southern Federal District.

The time horizon of Strategy (till 2030) is caused by real institutional, administrative, economic, investment resources and the opportunities necessary for ensuring dynamic development of a transport complex and an exit to the planned target indicators in harmonious interaction with development of the branches of economy of the region.

Achievement of strategic objectives assumes the solution of the following priorities of development of a transport complex of the region:

elimination of the existing transport infrastructure restrictions of development of economy and the social sphere of the region;

creation of transport services of regional transport and logistic infrastructure, modern, competitive in market;

improvement of a control system of a transport complex of the region on the basis of information, logistic technologies, development of institutional infrastructure, public, including self-regulatory organizations, standard legal support within uniform transport space of the Southern Federal District, the Russian Federation;

use of modern economic, energy efficient and eco-friendly transport technologies and vehicles;

improving competitiveness of domestic goods on the basis of ensuring growth of quality of transport services and decrease in transport costs;

effective realization of transit capacity of the Rostov region;

increase in level of territorial integration of the administrative and economic region of the Rostov region;

ensuring availability and quality of the provided transport services according to social standards;

increase in complex safety and decrease in an environmental pressure of functioning and development of the transport system of area;

growth of investment attractiveness of a transport and logistic complex of the Rostov region.

Performance of the set strategic objectives and the tasks of development of a transport complex of the region is provided with achievement of the planned level of the following target reference points.

increase in overall performance of a transport complex on the basis of growth of capacity of transport infrastructure, optimization gruzo- and passenger traffics, decrease in logistic costs, implementation of innovative technologies and control systems of multimodal transportations;

increase in transport mobility of the population and availability of transport services, including for socially protected groups;

increase in interterritorial integration of the administrative and economic region of area;

achievement of the advanced level of quality, safety and environmental friendliness of transport processes according to requirements of economy and the population;

decrease in accident rate of work of all types of the main transport;

staffing of development of a transport complex.

Strategy represents the complex system of the perspective directions realized in industry subprogrammes and concepts and also priority investment projects for development of all means of transport of the Rostov region during the period till 2030 coordinated with appropriate programs and strategic documents of social and economic development of the Russian Federation, the Southern Federal District and the Rostov region. Implementation of provisions of Strategy is provided on the basis of performance of a stage-by-stage comprehensive plan of actions and functioning of a system of monitoring of achievement of interim goals and indicators.

The expected social and economic results and technical and economic indicators of development of a transport complex of the Rostov region:

ensuring innovative socially oriented development of a transport and logistic complex of the Rostov region;

transport availability of the territory – a possibility of journey to the regional center in time, not exceeding 8 hours;

development of energy efficient and eco-friendly transport technologies, new generations and types of the main, long-distance and intracity cargo and public passenger transport;

creation of regional network of terminal and logistic complexes;

effective interaction of all types of the main transport in large transport hubs on the basis of the logistic centers and terminals;

reduction of level of quality, safety and environmental friendliness of transportations, all components of transport process to the global standards according to requirements of economy and the population.

2.2. Strategic directions of branch development of a transport complex

2.2.1. Road complex

Within the Strategy of development for a transport complex of the Rostov region the justification and definition of long-term goals and problems of development of the road complex representing a basis of a basic transport framework of the region is of particular importance.

As information and analytical and predictive base for justification of the long-term directions of development of a road complex of the Rostov region within this Strategy the methodology of dynamic modeling of functioning and development of basic transport network with application of a program complex of transport planning of PTV Vision® VISUM submitting the industry standard of transport planning in 75 countries of the world is used.

Construction and reconstruction of sections of federal, regional, municipal and local highways of the Rostov region and also development of road infrastructure of the Rostov agglomeration "Big Rostov" is provided in the considered prospect in the sphere of development of a road complex.

Development of basic road network of the Rostov region assumes the solution of the following priorities:

completion of formation of network of highways as a part of the international transport corridors in the developed directions of the main transport communications;

motor transportation ensuring development of resort and recreational capacity of regions of Azovo-Donskoy, Black Sea coasts and North Caucasus;

reduction of technological level of federal, regional and intermunicipal highways in compliance with parameters and trends of growth of fleet of vehicles and volumes of intensity of the movement;

reconstruction of the most loaded sections of roads on approaches to the cities and large settlements and construction of rounds;

connection by year-round communication on roads with a hard coating with network of public roads of all settlements in rural areas having the prospects of development.

Federal highways

Actions of Strategy provide the following priorities of construction and reconstruction of objects of federal road complex:

strengthening of a transport axis "North-South" for ensuring export-import transportations and additional attraction of transit demands reconstruction of Highway M-4 Don with bringing its parameters to standards of the I category with 4 lanes during the period till 2015, and construction of the road in the new direction with a deep round of the cities of Rostov-on-Don and Bataysk in the period of 2020 - 2030;

formation new and development of the functioning international road routes in the width direction from the western borders of the Rostov region in the direction of regions of the Volga region, Ural and Siberian federal districts and the states of the CIS:

TSA 4 Saratov-Volgograd-Kamensk-Shakhtinsky-Rostov-on-Don-Novorossiysk;

NSA 6 Kamensk-Shakhtinsky-Donetsk (Russia) – Izvarino (Ukraine);

NSA 8 Rostov-on-Don-Taganrog.

Arrangement of these routes will demand reconstruction in the territory of the area of federal highways and their sites: Volgograd – Kamensk-Shakhtinsky – border with Ukraine (to Dnipropetrovsk, Chisinau) according to standards of the II category with arrangement of an entrance to the customs point "Donetsk (Izvarino)" and Rostov-on-Don-Taganrog to border with Ukraine
(to Kharkiv, Odessa) according to standards of the I-II category.

Use of mechanisms of public-private partnership will allow to carry out after reconstruction of M-4 Don operation on a paid basis of sections of the highway: border of the Voronezh region – Shakhty; Bataysk is border of Krasnodar Krai. As alternative to paid site M-4 Don within the Rostov region is recommended the following route: M-4 Don – Kazan-Veshenskaya – Kashara – White Kalitva – Rostov-on-Don – Azov – Aleksandrovskaya-old Minsk (Krasnodar Krai) with use of regional and intermunicipal highways.

Development of the road complex providing transfer, cargo handling, movement of passengers in large transport hubs of federal importance – Rostov and Upper Don belongs to strategic priorities.

In borders of the Rostov transport hub the Strategy provides construction Northern, Youzhny, the Western Rostov-on-Don of road rounds, Temernitsky's formation (with the bridge in an alignment of Sivers St.) and Kiziterinsky (with the bridge through the Green island) diameters interfaced to the above-mentioned rounds.

The prospects of development of the Upper Don transport hub (Dashing, Gukovo, Kamensk-Shakhtinsky) are connected with development of boundary infrastructure and passenger and cargo transportation in the direction from Western Europe – to Central Asia.

Transfer to federal network of regional highways – Rostov-on-Don – Stavropol and Rostov-on-Don – Azov which on the functional value, the volume of freight and passenger traffic in the interregional message and to the extent of intensity of the movement correspond to roads of federal importance is provided.

For realization of transit potential and attraction of additional transit freight traffics for road communications of the region it is planned:

increase in commercial speed of transportation of goods along the international and in-Russian transport corridors up to 1500 km/days;

ensuring the movement of vehicles with axial load 11.5 tons on the highways which are a part of the international transport corridors.

Regional and intermunicipal highways

Strategically important problem of development of regional and intermunicipal network of highways is bringing technical parameters of the roads integrated into regional road routes of area to standard level, elimination of soil gaps and connection of 306 settlements by roads with a hard coating with external network of highways.

To necessary conditions for formation of road corridors there correspond the following regional roads:

R 61-1 Rostov-on-Don – Stavropol which reconstruction is planned according to standards  of the I-II category and which is a part of a route Rostov-on-Don Stavropol-Budyonnovsk – Kochubey – Makhachkala with exits to Elista, Astrakhan, Kazakhstan;

construction in the new direction of Road P 61-56 Rostov-on-Don is Azov according to standards of the I category for connection of two largest cities of area bypassing numerous settlements;

reconstruction of the highway P 61-57 Azov-Aleksandrovka – Old Minsk according to standards of I, II, III categories which together with the highway Rostov-on-Don-Azov will be a part of one of the main routes of the region Rostov-on-Don – Azov – Novorossiysk, duplicating the site of the Don M-4 highway from Rostov-on-Don to border with Krasnodar Krai which is most loaded by the movement;

reconstruction of Kotelnikovo Highway P 61-2 – Zimovniki – Salsk – Peschanokopskoye according to standards of the II category as a part of a road route Volgograd – Zimovniki – Salsk – Tikhoretsk – Krasnodar – Novorossiysk with an exit to Taman Peninsula to again under construction port Taman. The value of the road will increase in connection with the construction of the bridge through the Kerch Strait providing an exit to recreational zones of the Crimean peninsula planned for the near-term outlook on the international routes of Ukraine for advance of transit transportations;

completion of reconstruction of the highway P 61-4 Rostov-on-Don-Semikarakorsk-Volgodonsk according to standards of the I-II category;

reconstruction of Sambek Highway P 61-5 – Matveyev Kurgan – Kuybyshevo and construction of the highway Rostov-on-Don-Debaltseve which have transit value, connecting the Rostov region with Ukraine;

reconstruction of sections of highways P 61-15 Millerovo – Veshenskaya and P 61-17 Kashara – May Day – Milyutinskaya – Morozovsk which are a part of an alternative route of paid sites of the Don M-4 highway.

The complex of the tasks connected with development of recreational opportunities of the Azov coast assumes reconstruction of the highway P 61-60 Azov-Yeysk according to standards of the II-III category.

For an exit to the western and northwest districts of the area along the shortest route to the Volgodonsk transport hub the reconstruction of highway P 61-9 Shakhty – Tsimlyansk according to standards of the II-III category with elimination of a soil gap is provided.

For providing 306 settlements with communication with basic network on roads with a hard coating construction about 1.5 thousand km of municipal roads of the IV category is provided.

2.2.2. Road transport

The main strategic objective of transformations on the road transport of the Rostov region is formation of the competitive environment, development and increase in overall performance of a motor transportation system of the Rostov region for the benefit of satisfaction of needs of the population and economy of the region in freight and passenger traffic.

In the field of development of the regional market of automobile transportations the realization of the following directions is provided:

the maximum use of advantages of the road transport in the organization of transportations "from a door to a door", merchandising acceleration and also increase in mobility of the population;

increase in efficiency of transportation of goods due to their centralization, implementation of transport and logistic technologies and creation of large forwarding companies;

formation of the regional basic motor transportation infrastructure which is based on the centers of transport logistics with branches in the cargo forming areas;

formation of the self-organizing circle of haulers of the region;

increase in level of requirements imposed to carriers of all organizational forms, replacement from the market of unfair businessmen on the basis of improvement of systems of admission on the market and procedures of control;

creation of favorable enterprise climate, elimination of standard and legal, administrative and organizational barriers;

cooperation of individual businessmen carriers with forwarding or other organizations within consumer societies, non-profit partnerships, self-regulatory organizations;

improvement of the regional regulatory legal base regulating motor transportation activity.

In the field of improvement of transportation technologies on the road transport the solution of the following tasks is provided:

development of technologies of the intellectual transport systems in the sphere of the organization of automobile transportations, managements of traffic, transport service and traffic safety;

creation of the large freight forwarding companies specializing in cargo delivery in the long-distance message on the basis of use of terminal and logistic technologies;

creation of conditions for optimum interaction automobile with other means of transport, including, on the basis of use of container and kontreylerny technologies;

creation of a system of transport and logistic terminals, including as a part of multimodal distributive complexes and motor transportation knots;

creation of information systems for ensuring passing and return loading of motor transport;

creation of systems of the centralized motor transportation service of the large cargo forming objects (The Rostov transport hub, large railway stations, ports – Taganrog, Rostov, Azov, terminal and logistic complexes);

introduction of mechanisms of availability at a price in use of a street road network, including creation in the large cities of sites of paid speedways, bridges, tunnels and also application of a system of administrative and economic measures for restriction of use of personal vehicles in the most loaded zones of urban areas.

In the field of development of the international automobile transport:

development of road infrastructure of transport corridors in the region;

creating favorable conditions for competitive activity of domestic carriers on the basis of carrying out state policy of protectionism;

modernization of production base of border check points of motor transport on border of the Rostov region with Ukraine, improvement of procedures of customs inspection and registration.

In the field of modernization and updating of the park of vehicles it is provided:

development and realization of the economic mechanisms stimulating the accelerated updating of the transport park (development of a system of leasing, the soft bank loan, etc.);

economic incentives of priority use in the cities of the transport equipment with the improved ecological indicators. Implementation of pilot projects of use of pro-native gas and other alternative types of fuel on city public transport,
on regular freight transportation within the city;

stage-by-stage increase in certified requirements to the motor transportation equipment taking into account opportunities of domestic manufacturers and growth of solvent demand.

In the field of increase in traffic safety:

improvement of a control system of traffic safety on roads of the area, increase in level of coordination of activity in the sphere of traffic safety;

use of modern technical means and technologies of the organization of traffic, introduction of the automated systems of monitoring and management of traffic flows in the large cities and on automobile highways;

development on basic network of highways of information and telecommunication support of automobile transportations, including,
with use of satellite systems, for the purpose of reduction of delivery periods of cargoes and increase in safety on motor transport.

2.2.3 Railway transport

The main directions of development of railway transport in the Rostov region in the considered prospect are:

elimination of "bottlenecks" in the organization and safety of transportations on sites and the railway directions (Dashing – Bataysk, Dashing – Morozovsk – Volgodonsk, Kotelnikovo – Salsk – Tikhoretsk);

division of infrastructure of cargo and high-speed passenger traffic in the North-South direction as a result of construction of the high-speed passenger highway with redistribution on it passenger traffic and increase in freight and suburban transportation on the existing line (Dashing – Bataysk);

strengthening of capacities of railway infrastructure on the main directions gruzo- and passenger traffics (Kotelnikovo – Salsk – Peschanokopskaya);

development of railway stations and transport hubs in zones of intensive development of cargo work and passenger traffic;

formation of the high-speed container transportations allowing to provide the speed of delivery and high technological effectiveness of their processing;

increase in a share of high-speed trains in total passenger in the suburban, interregional and distant message;

introduction in the system of the organization and management of rail transportation of the low-cost intellectual transport technologies ensuring safety and overall performance of transport;

increase in complex safety and stability of railway transport due to introduction of modern systems of ensuring transport safety, construction of rounds of railway junctions, railway and automobile outcomes in different levels with elimination of railway crossings within settlements.

According to the approved development programs of JSC "Russian Railways" till 2030 in the territory of the Rostov region the following large investment projects are implemented:

"Complex reconstruction of the site of Kotelnikovo – Korenovsk – Timashevskaya-Crimean" (construction of the second continuous ways on stages from St is provided. Meliorative to St. Tikhoretsk with lengthening of station ways to 1050 meters that will allow to provide the admission of dlinnosostavny trains), development of high-speed passenger traffic on the Moscow-Rostov-on-Don-Adler direction (for development of perspective passenger traffics), further development of port stations of Rostov, Azov and approaches to them taking into account dynamics of freight traffics in their address,

reconstruction and development of the border Uspenskaya and Gukovo railway stations for providing the free admission of trains in the international message, development of the port Cossack and Zarechnaya stations for the purpose of implementation of the Rostov Universal Port project and other ports of the Zarechnaya industrial zone in Rostov-on-Don, reconstruction of the Dashing station with construction of the new priyemo-dispatch park, reconstruction of a sorting system and mechanization of a hump yard, construction of the second ways on sites from the station Morozovskaya to the article Maxim Gorky, from St. Dashing to the station Gukovo with electrification of sites, restoration of ways of the site Morozovskaya – Volgodonsk for the organization of the cargo movement bypassing the high-speed site Dashing – Rostov (within the project of the organization of the high-speed movement on the Moscow-Adler direction).

construction of the passenger station in a zone of stadium in Rostov-on-Don for the organization of passenger traffic of fans and participants of the World Cup of 2018 for soccer (construction of landing platforms, the station and 3 ways, reconstruction of the existing way of the 3rd port cargo handling area, electrification of a way, construction of additional 3 ways of a sediment of structures on St. Zarechnaya).

2.2.4. Inland water and sea transport

Main objectives of the Strategy of development for a water transport complex (VTK) of the Rostov region are:

increase in the freight traffics passing through ports of the Rostov region and a share of regional shipping companies in service of these freight traffics taking into account the prospect of development of the international transport corridors in the region;

increase in efficiency of activity and competitiveness of ports of area in relation to the neighboring deep-water ports of Ukraine;

priority development of ports of the Rostov and Azov water transport hubs.

Strategic directions of development of the water transport:

improving competitiveness of ports, shipping companies and other enterprises of a water transport complex due to carrying out flexible tariff policy, improvement of interaction with adjacent means of transport and also creating favorable conditions for attraction of investments into development and modernization of objects of VTK, ensuring completion of fixed assets of the industry;

construction and reconstruction of sea and river ports of area taking into account the existing and perspective freight traffics, increase in specific weight of ports of the Rostov region in cargo handling among ports of the Azov basin;

creation of specialized port capacities for development of new types of freight traffics (chemical cargoes, containers, etc.);

increase in the guaranteed depths of the navigable ways passing through the Rostov region to optimum (the Don River – 4.0 m; ADMK – 4.0-4.5 m), including on the basis of construction of low pressure hydraulic engineering constructions on the Don River;

creation of modern competitive capacities for repair, modernization and vessel construction of different function;

creation of a system of freight forwarding service on the water transport with the organization of the transport and logistic center in Rostov-on-Don;

development of port railway stations and road approaches to seaports of Rostov and Azov;

the coordinated development of objects of transport, customs and boundary infrastructure providing integration of the Euro-Asian transport systems for free movement through national borders of passengers and cargoes;

improvement of interaction of the water transport with other means of transport of the region in the intermodal and multimodal transport network founded on the logistic principles, improvement of information support and the system of forwarding service;

increasing the level of security of navigation, labor protection, environment protection against negative consequences of production activity of the water transport.

In the field of navigation development:

recovery of navigation in a river basin of Don to Voronezh, carrying out dredging works on the site from the Tsimlyansk Reservoir to the ports of Voronezh (extent of 820 km);

restoration (with ensuring the guaranteed depths) navigable ways on the rivers the Seversky Donets and Manych for providing intraregional freight traffics of agricultural goods, including grain and also mineral and construction materials;

restriction of further development of ports in the delta of the Don River for the purpose of decrease in an environmental pressure from navigation, having provided development of justification of development of the Azov water transport hub (including on the Sea of Azov at the settlement of Kagalnik);

recovery of passenger navigation and construction of moorings and passenger portopunkt in prirechny settlements of the North of the area;

development of excursion and walking service of the population with creation of tourist routes in a river basin of Don and on the directions in the Center of the country, study of questions of creation of the cruise line on routes Rostov-on-Don – Kerch – Yalta – Sevastopol – Yevpatoriya – Odessa – Danube and also to the Russian resorts of the Black Sea coast.

In the field of development of infrastructure of the water transport:

implementation of the Rostov Universal Port project in the Zarechnaya industrial zone of Rostov-on-Don with creation of the modern multimodal universal transport logistic hub with goods turnover of 16 million tons/year;

reconstruction of objects of federal property of seaport Taganrog (moorings, protective constructions, dredging of the approach channel, creation of reloading capacities, increase in capacity of port up to 3.5 million tons/year, extension of the nomenclature of the processed cargoes, including construction of a wide pier with three moorings on the basis of the Northern protective pier of the Taganrog seaport;

construction of specialized port terminals and infrastructure facilities of the port of Azov (the terminal on processing of 6 million tons/year of general cargoes, military products, transfer of liquefied gas, bulk cargoes);

implementation of project 4 of the cargo area of JSC Rostov Port in the Zarechnaya industrial zone of Rostov-on-Don with creation of modern transshipment facility with goods turnover of 5 million tons/year;

implementation of the project of reconstruction of water objects of Azovo-Donskoy of the pool, including construction of the low pressure water-engineering system in an alignment of the village of Bagayevskaya.

2.2.5. Air transport

Main directions of development of air transport of the Rostov region:

improving competitiveness of an air complex of the Rostov region in the regional, Russian and world markets of transport services on the basis of development of infrastructure of the airports, updating and replacement of uneconomical aircraft fleet, involvement of the largest operators of air transportation, safety and reliability of work of an air transport system of the region;

creation of the largest passenger-and-freight transit air transport hub in the south of Russia on the basis of construction of the international Youzhny airport complex in the Rostov region;

development of infrastructure of the Taganrog Youzhny airport, including construction of air terminal complex;

restoration and development in the territory of the Rostov region of the airports of the local airlines (LA) and creation on their base of network of local and intraregional air traffic.

Realization of the specified strategic directions demands implementation in the considered prospect of large-scale investment projects and complex organizational and technical actions.

Creation of the transit Youzhny airport complex.

According to the FTP "Development of the transport system of Russia (2010 - 2015)" and within preparation of objects of transport infrastructure of the cities participating in holding the FIFA World Cup in Russia in 2018 in the Rostov region (near the village of Grushevskoy) is provided construction of the international airport complex – a hub "Youzhny".

The prospects of construction of the Youzhny airport complex with functions of "hub" in Rostov-on-Don are proved by projections of volumes of transportations and intensity of the movement of aircrafts in the Russian zone of inclination of the new air transport hub taking into account attraction international transit passazhiro- and the freight traffics following in the Eurasian direction with use of airspace of the Russian Federation.

Optimum placement of the airport complex in relation to air international tracks, proximity to the main communications (railway, automobile, water) provide effective logistics in the intermodal message, a possibility of complex development of the transport hub in the sufficient adjacent territory.

The project provides construction:

the international airport – a hub of the I class with airfield of class A;

high-speed line of suburban railway transport:
The airport is Rostov-on-Don;

sections of the highway with an exit to the federal Don M-4 highway;

two runways 4,200 m long, installation of modern navigation equipment providing reception of all types of the main planes and work of the airport in the all-weather mode.

At the second stage of implementation of the project in the adjacent territory the creation of the largest innovative and technological complex including the international transit terminal and logistic center, the enterprises of customs clearance of cargoes, shipping companies, science and technology parks, the centers of innovative development is planned.

The specified prerequisites and basic parameters of a hub allow to provide:

transfer of air passengers and joining of local, regional, interregional and international flights;

involvement of the largest international operators and considerable volume transit passazhiro- and freight traffics on the Euro-Asian direction,
and also within MTK "North-South";

implementation of foreign economic activity of a new type – export of air transport transfer services.

Capacity of the Youzhny airport complex will be 8 million passengers and 70 thousand tons of cargoes a year.

System recovery of intraregional air traffic
in the Rostov region

Strategically important project not only for the Rostov region, but also for all South of Russia is creation in the territory of the area of a system of intraregional air traffic on the basis of restoration and development of the airports (airfields) of local airlines and use of modern economic planes of small type.

The practical absence of network of local airlines and the operating air traffics becomes the factor making negative impact on development of the social and economic sphere of the region, activity of services Ministry of Emergency Situations agricultural - and ambulance aircraft and others.

Restoration of network of local air traffics in the Rostov region demands statement and the solution of a complex of organizational and technical, technological, administrative, financial and economic and legal tasks within development of the target regional program "Development of Small Aircraft of Don".

Implementation of the program provides:

1. Reconstruction or constructions not less than 10 runways and airfields in settlements of the Rostov region.
(At the first stage – restoration of the airports of regional value in the cities of Rostov-on-Don, Volgodonsk, Salsk, the village of Veshenskaya, Beloy Kalitve, Remontnom).

2. Creation of the land infrastructure of ensuring transportations and flights including refueling complexes, light-signal systems, etc.

3. Updating of aircraft fleet 4 classes (small type) on the basis of deliveries of the aircraft equipment of domestic and foreign production.

4. Organization of regular route transportations of passengers, mail and cargoes.

5. Creation of the regional airline using passenger aircrafts for implementation of local and regional air transportation.

2.2.6. Development of terminal and logistic infrastructure
Rostov region

Strategic directions of development:

creation of modern regional technological infrastructure of a commodity transport complex;

territorial placement and development of the cargo overworking and accumulative terminals and also the logistic centers;

formation of network of the freight forwarding companies and other enterprises of transport service;

reconstruction and hardware of boundary transitions and customs check points for reduction of time of examination and registration of cargoes and passengers;

creation of a uniform control system of a terminal and logistic complex of the region on the basis of modern information technologies;

creation of uniform organizational and legal, technical and technological base of relationship between the objects of transport infrastructure and subjects of business participating in transport process;

development of the electronic document management system.

Material resources of implementation of logistic technologies in the Rostov region is creation of network of the terminal and warehouse complexes performing accumulative and distributive functions of tovaropotok and processing of transit streams.

For formation of a system of distribution of cargoes in the Rostov region it is provided to use three-level structure of a transport and logistics system:

 The I level – the intermodal transport and logistic center of the international value (ITLC) – network of terminals around Rostov-on-Don, including in close proximity to the planned international passenger-and-freight Youzhny airport complex and in a zone Kamensk-Shakhtinsky;

The II level – the regional transport and logistic centers (RLC) – network of the terminals located in municipal units: Mr. Millerovo, Salsk, Volgodonsk, settlement of Krasnoarmeysk;

The III level – the local transport and logistic centers (LLC) – network of the terminals located in municipal units: to the village of Veshenskaya, village of Milyutinskaya, Ust-Donetsk, Huth. Farm, Mr. Zernograd.

Till 2020 it is planned:

creation in the territory of the area of competitive network of the terminal and logistic complexes of the federal, interregional and regional levels providing the needs for transport and logistic services, conforming to the international requirements;

increase in power of terminal and warehouse complexes
up to 51.8 million tons per year and floor spaces up to 1.56 million sq.m.

2.2.7. Development of road and transport infrastructure
Rostov agglomeration "Big Rostov"

Are among the strategic directions:

1. Development of a road complex, including:

elimination of bottlenecks on network of highways in the Rostov transport hub;

formation of new entrance highways;

rational placement of objects of logistics systems of processing of cargoes and subjects to roadside service of freight transportation;

interconnected planning of development of highways and improvement of traffic conditions on communications of Rostov-on-Don with a residential suburb, a conclusion of transit streams out of borders of built-up areas;

creation of three belt roads ("Small ring", "Big ring", "External ring") intended, respectively, for unloading of the central part of the city, service of untertown traffic on the outskirts of the city, unloading of the city from transit traffic flows and service of the long-distance movement;

construction Northern, Youzhny and Western Rostov-on-Don of rounds;

construction of Temernitsky and Kizitirinovsky diameters and the Left-bank highway (from the Western round to Highway M-4 Don).

2. Development of road and transport network of the city center, including reconstruction of the bridge crossing across the Don River in an alignment of Voroshilovsky Ave.

3. Development of route network of city public transport.

4. Creation of high-speed types of passenger transport, including construction of the subway, high-speed tram lines, intracity passenger train traffic.

5. Development of the Rostov railway and water transport hubs.

6. Development of infrastructure of air transport of "Big Rostov".

2.2.8. Increasing the level of security of a transport complex
Rostov region

The major integrating indicator of efficiency of Strategy is safety, reduction of risk of activity and an environmental pressure of the transport system on the environment.

Safety of work of a transport complex of the region is reached on the basis of implementation of a complex of the actions provided within industry subprogrammes of development of all types of the main transport in the considered prospect.

The structure of measures for increase in traffic safety at a stage of construction of highways included priority actions on the device of crossings in different levels on the most loaded and dangerous railway crossings and also the barrier protections reducing damageability of vehicles and dividing counter traffic flows.

Actions for decrease in accident rate provide introduction of a system of monitoring on the most important main roads of the area which includes technical diagnostics and assessment of a condition of highways, accounting of intensity of the movement of traffic flows.

For safety on railway transport the following decisions and projects will be implemented:

the division of the high-speed passenger and cargo traffic in the direction "Center South" providing increase in safety of passengers on stopping platforms and stations;

elimination of single-level railway and automobile crossings in the cities and large settlements, the equipment of moving by the modern systems of automatic equipment and blocking for prevention of road accident, construction of crosswalks.

The most important perspective problem of increase in safety of an air transport system is implementation of the project of carrying out of the Rostov airport from dense building of the city for the purpose of prevention of negative impact of aviation complex on the population of confidants to it inhabited residential districts of Rostov-on-Don and Aksay.

On the water transport in Azovo-Donskoy the pool of the major realization of a complex of actions for replacement of the worn-out fleet and to prevention of technogenic catastrophes is.

For the solution of a safety task of navigable hydraulic engineering constructions and waterways in the Rostov region the implementation of the next events in the directions is provided:

reconstruction of lock No. 14 and repair of Kochetovsky waterworks facility;

restoration of stability of the pressure head front and operational reliability of hydraulic engineering constructions;

providing dimensions of a way and safety of navigation;

updating of technological communication.

Creation of an information system of prevention and traffic control of vessels is provided in the considered prospect.

For the solution of a problem of decrease in accident rate on the fleet, safety of navigation and environmental protection are provided deliveries of special courts and an action for development of coastal objects the Public sea emergency and rescue coordination service of the Russian Federation. Deliveries of rescue and salvage ships of various type, vessels for lotsmeystersky works, vessels of collectors processors of waste are planned. Financing of these deliveries will be carried out within the solution of a problem of increase in power of the providing fleet at the expense of means of the federal budget.

The priority of safety of transport process will be complemented with the requirement of ensuring anti-terrorist safety on transport. Its realization will be promoted by equipment of check points the modern customs equipment, the special equipment that will increase security of transport objects from acts of terrorism.

3. The predicted results of strategy implementation

As a result of realization of the directions provided by Strategy, infrastructure projects and actions in the considered prospect till 2030 it will be provided:

carrying out radical modernization of transport and technological infrastructure, all components of transportation process on the basis of widespread introduction of innovative technologies, effective use of geopolitical and social and economic capacity of the region;

completion of structural branch and territorial shifts in formation of the balanced complex of transport communications integrated from the logistic commodity distribution infrastructure constructed by a regional system competitive in the regional, Russian and world markets of transport services;

completion of process of transition (during the period till 2020) and intensive development of a transport and logistic complex on the basis of an innovative and socially oriented way of development (after 2020);

creation of regional network of terminal and logistic complexes;

effective interaction of sea, railway, automobile and air means of transport in large transport hubs on the basis of the logistic centers and terminals;

full satisfaction of needs of the population and economy of the region in modern and effective transport services;

creation of a uniform control system of a transport and logistic complex of the region on the basis of modern information and intellectual technologies;

reduction of level of quality, safety and environmental friendliness of transportations to the global standards according to requirements of economy and the population.

As a result of realization of the strategic directions, priority infrastructure projects and complex actions aimed at the development of the transport system of area by 2030 the achievement of the following major target indicators and indicators is planned:

increase in a share of a transport and logistic complex in a gross regional product of the Rostov region up to 13 percent;

increase in integrated performance level of a transport complex of the region by 3 - 3.5 times;

decrease in level of specific transport costs in the prime cost of domestic production for 25 percent;

increase in volume of departure of passengers by all means of transport by 1.6 - 1.8 times;

growth of volume of departure of cargoes by all means of transport by 1.5 - 1.7 times;

increase in commercial speed of the transportation of goods providing their delivery within a day within the territory of the Rostov region;

exception of sites of transport communications on which there are restrictions of throughput and carrying ability;

100 percent coverage automated intellectual and information management systems of segments of a transport and logistic complex of the region;

specific weight of costs of technological innovations in a total amount of the performed works, services of a transport and logistic complex of the region not less than 3 percent;

increase in structure of balance of cargoes of specific weight of transit transportations, including international;

creation in addition not less than 34,500 new jobs in all subsectors of a transport complex of the Rostov region.

As a result of development and implementation of industry subprogrammes of development of a transport complex of the Rostov region till 2030 it is provided in the period:

in a road complex and on the road transport:

completion of creation of uniform basic transport network without gaps and "bottlenecks";

ensuring year-round access of all inhabited points in the Rostov region to the main transport communications;

competitive service of interregional and international transit freight traffics;

providing the modern road message in the direction of resort and recreational and tourist complexes of the North Caucasus and the Black Sea coast;

increase in specific weight of extent of the highways conforming to regulatory requirements to 85 percent;

increase in operational speed of transportation of goods along the international and in-Russian transport corridors for 30 – 35 percent;

creation in the territory of the area of the shipping companies, operators and carriers specializing in delivery of container cargoes in the international and Russian messages;

growth of volume of transportations of export-import cargoes by the road transport by 2.1 - 2.3 times;

significant decrease in accident rate (the road accident number on highways on 1000 cars will decrease by 25 – 30 percent);

reduction of emissions of pollutants from the road transport for 20 – 25 percent.

On railway transport:

lifting of restrictions of carrying abilities on the main lines and access roads to transport hubs;

increase in commercial speed of transportation of goods by 23 percent, and on container sendings – by 1.8 - 2.0 times;

increase in local speed of passenger trains on the main directions up to 72 km/h;

increase in volume of departure of passengers in the suburban message for 20 – 22 percent and in the distant message for 28 – 30 percent;

increase in volume of departure of cargoes by 1.5 times;

commissioning of sites of infrastructure of the high-speed passenger and cargo traffic in the territory of the Rostov region.

On the inland water and sea transport:

development of competitive infrastructure of sea and river ports on the basis of the Rostov, Azov and Taganrog transport hubs;

recovery of regional and international passenger and cruise transport;

increase in extent of the built cargo moorings in river ports up to 1,450 rm;

growth of volume of departure of cargoes by the water transport by 1.5 - 1.7 times;

increase in transfer of cargoes through sea and river ports up to 26 – 27 million tons/year.

On air transport:

creation of the international Youzhny airport complex in Rostov-on-Don;

increase in volume of air transportation up to 8 million passengers in a year;

system recovery of local air traffic in the territory of the region.

In the sphere of terminal and logistic infrastructure:

creation in the territory of the area of competitive network of the terminal and logistic complexes of the federal, interregional and regional levels providing the needs for transport and logistic services, conforming to the international requirements;

increase in power of terminal and warehouse complexes up to 51.8 million tons per year and floor spaces up to 1.56 million sq.m.

4. Program of implementation of the strategy for the development of a transport complex of the Rostov region till 2030

4.1. Scenarios and stages of strategy implementation

Developments of scenario options of prospects of development of a transport complex of the Rostov region are the cornerstone basic priorities of Strategy, performance of the mission, the purposes, tasks and key directions of development of the transport sphere of the region during the period till 2030.

Strategy provides the innovative scenario of development of a transport complex of the Rostov region assuming carrying out radical modernization of transport and technological infrastructure, all components of transportation process on the basis of widespread introduction of innovations, effective use of geopolitical and social and economic capacity of the region.

The innovative scenario has rather high probability of realization which main prerequisites are: considerable social and economic capacity of the Rostov region, advantageous transport position, natural and resource and labor potential, advanced scientific and educational complex, the largest in the south of Russia, modern purposeful and active social and economic policy of the Government of the Rostov region.

The innovative scenario provides strategy implementation within three, consistently supplementing each other, stages.

The I stage: 2011 – 2015 – improvement of standard and legal and institutional base of innovative development and effective functioning of a transport complex of the Rostov region; start of the infrastructure projects directed to elimination of "bottlenecks" of transport process; increase in investment and business image of a transport complex of the region.

The II stage: 2016 – 2020 – implementation of the large-scale projects in the transport sphere providing overcoming infrastructure barriers of development of economy of area and growth of competitiveness of a transport complex in the interregional, Russian and world markets of transport services; completion of transition to innovative and socially oriented development of a transport complex of the region.

The III stage: 2020 – 2030 – the period of intensive innovative development of a transport complex; completion of structural branch and territorial shifts in formation of the balanced, competitive and effectively functioning transport system of the Rostov region.

"Development of the inland water and sea transport of the Rostov region";

"Development of terminal and logistic infrastructure of the Rostov region".

Achievement of goals and implementation of the strategic directions of development of a transport complex of the Rostov region are provided by implementation of priority projects of modernization, reconstruction and new construction of facilities of infrastructure of all means of transport and a terminal and logistic complex, implementation of innovative technologies and optimization of all links of transport process.

4.3. Resource ensuring development of a transport complex

Assessment of the resources necessary for implementation of the strategy for the development of a transport complex of the Rostov region in the considered prospect assumes study and the solution of the following issues of scientific and technical, technological, personnel, standard and legal and investment support.

The special attention has to be aimed at the development of the research and technology development sector of a transport complex on the basis of use of modern infrastructure of commercialization of technologies: business incubators, innovative and technological centers, science and technology parks, technology development economic zones.

Staffing

It is provided in the system of vocational training and retraining of personnel:

ensuring availability of professional education and high quality of educational services taking into account modern requirements of employers;

expansion in the transport industry of the region of a system of continuous professional education;

carrying out with participation of employers of monitoring of requirements of a transport complex in human resources including by means of the organization and industry Forsythe's carrying out;

support of a system of training on specialties, priority for a transport and logistic complex. Involvement of employers to management of professional education of educational institutions;

development of a system of continuous education in the industry. Implementation of programs of support of the institutes working in the sphere of continuous education (the consulting, training companies, the corporate universities and the systems of training).

Standard legal support

Basic condition of further development and effective functioning of the transport system is improvement legislative and standard legal support of activity of transport at the federal and regional levels.

Standard legal support of activity of transport at the regional level has to be directed to improving competitiveness of regional objects of transport infrastructure, creation of favorable enterprise and investment climate, elimination of administrative barriers, providing equal conditions of the competition, institutional support of participants of transport process, access to information, financial resources. Suggestions for improvement of regional standard legal support of strategy implementation are included in structure of the Plan of measures on its implementation.

Investment providing

Investment ensuring implementation of the strategy for the development of a transport complex of the Rostov region is defined by volumes and sources of financing of subprogrammes of development of subsectors of transport, the priority investment projects and actions included in structure of Strategy.

Preliminary estimate of the investment resources which are required for Strategy implementation is based on data of branch and regional strategy and development programs, feasibility studies on projects and predesign materials and also on estimates of the leading profile experts.

The main part of the investment projects which entered Strategy (objects of the railway, air, water transport, highways) are already included in structure of the existing federal and regional target programs and, respectively, terms of realization and sources of financing, including budgetary funds are determined by them.

A certain part of investment projects is again submitted within Strategy (projects for development of terminal and warehouse infrastructure, a part of projects for development of water and air transport); the realization of these projects will be enabled on an off-budget basis and the volume of investment will be specified at a stage of project financing.

Mechanisms and instruments of strategy implementation provide that the priority directions, the investment projects and actions included in structure of Strategy are not sources of emergence of additional account obligations of budgets of all levels, and form the basis for developed state (federal and regional) programs, corporate investment programs and business projects.

The predicted total volume of investments necessary for implementation of projects during the period till 2030, is 786.75 billion rubles.

Volumes of investment means on stages of strategy implementation are: The I stage (2011 - 2015) – 274.9 billion rubles, the II stage (2016 - 2020) – 263.2 billion rubles, the III stage (2021 - 2030) – 248.6 billion rubles (table No. 1).

In structure of the investment resources which are required for development of transport infrastructure and terminal and logistic complexes in the Rostov region in the considered period, the largest specific weight occupies a road complex – 67 percent; further railway transport – 22 percent, then the air and inland water and sea transport – on 4 percent and objects of terminal and logistic infrastructure – 3 percent follows.

5. Mechanisms and instruments of strategy implementation

The key directions of formation and use of mechanisms of strategy implementation are:

increase in investment attractiveness of the Rostov region and subjects of managing in the transport sphere;

creation of conditions for attraction and increase in a share of the off-budget investments directed to realization of strategic tasks;

increase in efficiency of interaction of public authorities and business community in realization of the actions directed to elimination of the administrative barriers and restrictions interfering successful development of business, improvement of regional legislative providing, development of investment priorities, harmonization of investment projects with plans of social and economic and territorial development of regions;

increase in efficiency of the state support of realization of strategic tasks, including by means of:

formations of mechanisms of the state support of priority investment projects;

creations of zones with special conditions of conducting economic activity, including zones of territorial development and also special economic zones of port type, industrial platforms, science and technology parks, etc.;

uses of mechanisms and means of Investment fund of the Russian Federation and also the created public-private investment funds, compensation mechanisms, concession agreements, venture financing, mechanisms of a private and financial initiative;

elimination of the administrative barriers interfering development of business and increase in the competition in the transport sphere.

Real limits of competence of public authorities of the Rostov region in the sphere of regulation of transport and logistic activity allow to formulate the following priority directions for formation of the corresponding mechanisms and tools:

spatial planning (schemes of territorial planning of the Rostov region, Master plan of Rostov-on-Don, etc.);

standard legal support of separate types and activities of transport enterprises;

formation of investment climate, increase in investment attractiveness, creating favorable conditions for development and functioning of a transport complex;

infrastructure providing transport objects;

granting the land plots which are in state ownership of the Rostov region for development of objects of transport infrastructure.

The plan of measures on implementation of "The strategy of development for a transport complex of the Rostov region till 2030" approved by the Government of the Rostov region has to become the main instrument of strategy implementation.
