Proletarian (c) the area is located in a southeast part of the Rostov region, on the right river bank Manych. In the north borders on Veselovsky, Semikarakorsky and Martynovsky districts, in the east on the Oryol district, in the south - on the Salsk district and areas of the Republic of Kalmykia, in the West - on the Salsk and Veselovsky districts
The population of the area – 34.9 thousand people. Population density 13.0 people on 1 sq.km. The area – 2728 sq.km., including the agricultural land – 2426 sq.km. Farmlands – 223.2 thousand hectares, an arable land – 155.0 thousand hectares. The farmlands used for agricultural production – 223.2 thousand hectares, arable lands – 154.9 thousand hectares.
The distance from the regional center of Proletarsk to Rostov-on-Don makes 220 km.

Proletarsky district is known since the end of the 18th century as the village Grand-ducal, the highest command of the tsar appeared on July 3, 1875: "To enlist in estate of the Don Cossack army the village on the natural boundary Cara-Chaplak and to call it Grand-ducal"
Since 1806 - the administrative center Kalmyk, and from 1884 to 1920 - the Salsk district of the Donskoy area.
As a result of new administrative division in 1924 Proletarsky district was formed, and in 1925 the village Grand-ducal is renamed into Proletarian. On July 24, 1970 the village is transformed to the city of Proletarsk.
The economic basis of Proletarsky district has diversified industry structure: agriculture, the processing and mining industry are developed, high formats of trade and service in which the stable growth of indicators is observed are supported. Most the enterprises and organizations of the area are profitable, i.e. their products are competitive.
The greatest share of employed population is the share of agriculture, wholesale and retail trade and social services that in the sum makes about 63% of economically active population.
Agriculture – the most important branch of economy of Proletarsky district (more than 60% of total amount of products in the area fall to its share, more than a half of its inhabitants is engaged in agricultural production, in it more than 50% of business assets are concentrated). In crop production the leading positions – at grain crops, first of all, at a winter wheat which is best of all adapted for area soil climatic conditions. Landowners actively are engaged in rice growing and produce more than 65% of all rice produced in the Rostov region.
The area livestock production is not lost and rather competitive: more the area samoobespechivat itself meat and milk.
In economy of mainly agricultural Proletarsky district the industry gradually strengthens the positions: industrial outputs, including the processing industries, grow at steady rates. Industrial specialization of the area – the food industry (grain, flour, bakery products, sunflower oil, macaroni, the peeled rice, fish products), production of electric equipment (cable products and enamels of wires), production of building materials (a construction stone and sand, a tile) and woodworking (furniture).
Services industry develops most dynamically, the quality of the provided services grows. The consumer market of the area is very attractive and for producers from other areas.
The available recreational potential of a system of Manychsky reservoirs allows to develop functions of a recreational zone in Proletarsky district.
One of sights of manychsky steppes – the tulips which are annually covering with a color carpet huge steppe open spaces after tulips - fields of a blue flax, then the steppe covers a feather grass.
Fine conditions for tourists on the basis of LLC Grand-ducal Horse-breeding Centre which is located in the picturesque eco-friendly region of the Proletarsk Reservoir. Manychsky reservoirs are long since known to fans of outdoor activities as the wonderful fishing dock, hunting, ecological tourism, observations of the wild nature. For rest of tourists the riding is provided.
Education consists of 13 preschool municipal institutions, 18 day educational institutions, the center of additional education of children and children's and youth sports school.
Health sector is presented by district hospital, 5 medical out-patient clinics, 16 medical and obstetrical centers, policlinic and office of emergency medical service.
In Proletarsky district 19 libraries, children's school of arts, 20 cultural and leisure institutions, S.M. Budenny's house museum, museum of local lore of Proletarsky district work.
Social services are provided: the center of social service of citizens of advanced age and disabled people which part 2 social and rehabilitation offices, 5 offices of social service at home, 5 specialized offices of social and medical care are.
In the territory of the area the whole cascade of reservoirs is located - it is the Veselovsky reservoir, the rivers Manych and Chaprak, the Proletarsk Reservoir, Proletarian irrigation canal. In the north lands of the area are washed by waters of the Veselovsky reservoir representing a uniform hydraulic system which includes the Ust-Manychsky and Veselovsky reservoirs formed by the river Western Manych, and the group of lakes adjoining to them. Extent of a reservoir is 95 km, volume - 1095 mln m³. The reservoir carries out long-term regulation of a drain, is a source of irrigation of Manychsky and Azov irrigating systems and stand-alone sites. The Veselovsky reservoir is among wetlands of the international value that sets on it the special mode of protection and use. In the south of the area the Proletarsk Reservoir formed in 1950 by flooding and connection among themselves of a number of lakes of the Manychsky hollow, including the relic lake Manych-Gudilo is located. The lake represents a part of the ancient reservoir connecting before the Black and Caspian seas. The volume of the Proletarsk Reservoir is 2.03 km³, length - 190 km.
Numerous reservoirs of Proletarsky district long since are famous for the fish stocks. The main objects of trade are the carp, a silver carp, a sazan, a bream, a pike perch here, ram, a guster, a perch and other species of fish. In the area there are all conditions not only for fishing, but also for hunting. In the territory of the Rodnikovsky forest area located near the village Budyonnovsk, wild boars, elks and roes are found. In the mouth of the river Manych near Shevchenko's beam there is a hunting station.
In the north of Proletarsky district the site of the Veselovsky national park is located.
Near the farm of Novomoiseevsky a large number of species of waterfowl, including a seroloby goose, the brent krasnozoby, a gumennik, a teal, a wild duck, a sandpiper, shilokhvost and others is found.
4.2 thousand hectares of lands Proletarsky district are occupied with the woods, generally artificial origin. In its territory the Rodnikovsky forest area including 101 hectares of plantings of a long-boled and short-stemmed oak, a green and ostrolisty ash-tree, an elm, a maple and other species of trees and bushes is located.
Soils of the area are presented generally by the solonetzic soils, soils created in the conditions of droughty climate and not washing water mode in places with close located salted ground waters.
In the territory of the area there are pits on extraction of river sand, a stone shell rock and sand construction. There is also clay pit. The laboratory researches of clay allowing to define a possibility of its application in production of concrete types of products are necessary.
